"Dear Public Information Coordinator for the Texas Department of Public Safety,

".....

"In the time period ever since the early morning hours of April 17, 2011, I myself (John Kevin McMillan of Austin) have experienced only two total early-morning periods when I myself was NOT awakened abruptly several times per night on my bed (and I have ALWAYS slept ALONE on my own bed inside this apartment unit ever since and including the date when I moved into this unit in January 2002) with pain or discomfort in my anus or an unpleasant vibrating sensation in my anus.

"Those two total exception-to-the-rule early-morning periods were the early-morning periods of Saturday, September 3, 2011, and of Saturday, September 10, 2011, respectively. Each of those two respective Saturday mornings in 2011 were workdays for me later that morning (at a corporate-owned restaurant workplace in Williamson County, Texas)....

EL CAMPO POLICE CHIEF IN WHARTON COUNTY, TEXAS, A COUNTY SITUATED NEAR THE HOUSTON AREA, OFFERS HIS REACTION TO THE ALLEGED CONTINUOUS-AND-CONTINUING-DAILY-AND-YEAR-ROUND -ANAL-RAPE-CRIMES CASE IN AUSTIN:

"John,

"I am the Chief of Police in El Campo. Chris Barbee and I work together. He discussed your request for DNA evidence collection and analysis with me.

"I’m sorry we will not be able to assist you with your request. We use the state lab for analysis for DNA evidence. We can only submit evidence and request analysis if we have an open criminal investigation. It appears your suspicion of criminal activity has or is occurring in Austin. ECPD has no jurisdiction in the matter.

"Also some of the evidence collection you are requesting needs to be done by a doctor or properly trained person. ECPD would refer you to a medical doctor for examination and evidence collection.

"I understand you have reported your suspicion to the Austin PD. I also understand you disagree with results of their investigation. With the limited knowledge I have of your suspicions, I have to agree with APD. It is highly unlikely you are being assaulted inside your locked apartment.

"I strongly suggest you discuss the matter with your medical doctor. I would think your medical doctor would be in a position to conduct an examination and give you professional advice. Hopefully the doctor’s advise will help you resolve the matter. If you do decide to go to a doctor for professional help, please keep an open mind to the doctor’s advice and other alternatives. To me it sounds like a doctor is in the best position to offer help.

"Good luck and I hope you are able to resolve your concerns.
