Why Can't I find an honest law-abiding new roommate applicant? (Arboretum)
I have been advertising for several weeks in my search for an honest, law-abiding new roommate for the modern, very spacious, 1,000-square-foot, carpeted, two-bedroom, two-bathroom apartment unit where I live in beautiful northwest Austin.
Despite this, I have had ZERO opportunities for an in-person interview with a prospective new roommate. And I have had ZERO opportunities so far to show the apartment unit where I live to that prospective applicant.
What might explain this?
Among the possibilities:
---Many of the persons age 18 or older currently seeking to move into an apartment in Austin are addicted to marijuana or some other illicit drug. (I AM SEEKING A NEW ROOMMATE WHO DOES NOT CONSUME ANY MARIJUANA OR ANY OTHER ILLICIT DRUG.)
---Many of the prospective applicants in the Austin area consume tobacco. (I AM SEARCHING FOR A NEW ROOMMATE WHO DOES NOT CONSUME ANY TOBACCO PRODUCT.)
---Many of the prospective applicants are alarmed by the fact that I lead a completely celibate lifestyle. (I AM SEEKING A STRICTLY PLATONIC (NON-SEXUAL) INVOLVEMENT WITH A NEW ROOMMATE.)
---Some of the prospective applicants in the Austin area may be persons who have ties to organized crime. (I MYSELF AM VERY EMPHATICALLY SEEKING AN HONORABLE NEW ROOMMATE WHO DOES NOT HAVE ANY TIES TO ORGANIZED CRIME, AND WHO IS HIMSELF OR HERSELF LAW-ABIDING AND HONEST AND SUPPORTS LAW-ENFORCEMENT.)
----Some of the prospective applicants are persons who are currently addicted to alcohol. (I HAVE REPEATEDLY EMPHASIZED THAT I SEEK EITHER A COMPLETE ABSTAINER FROM ALCOHOL OR A LIGHT DRINKER AS MY ROOMMATE.)
----Some of the prospective roommate applicants are persons who worry that if I am older than they are, this means that I will take advantage of seniority. (IN FACT, I EXCEL AT NOT TAKING ADVANTAGE OF SENIORITY: I TREAT A YOUNGER ROOMMATE WITH RESPECT AND POLITENESS AND CONSIDERATION.)

(IN FACT, I LEAD A PHYSICALLY ACTIVE LIFESTYLE IN WHICH I DO LOTS OF HIKING OR WALKING, INCLUDING IN MY CAREER AS A RESTAURANT-INDUSTRY EMPLOYEE, AND MY FAVORITE SPORTS THAT I ENJOY PURSUING IN MY LEISURETIME ARE RACQUETBALL, TENNIS, AND ROLLER SKATING.)
"I am confident that our banana bread is high in fiber, but I don't know exactly how many grams per slice. I will check with my manager and get that answer for you as soon as possible."

As founder and only approved current member of the Progressive Prohibitionist Religion, I would like to help sponsor an annual awards tradition that publicly honors the government agency or public official or non-profit group, for that matter, that helps to deter urban sprawl somewhere in the United States.
At present, I don't know of awards tradition of that type--or if there is an awards tradition of that type in the U.S., I myself don't remember reading or viewing any news media coverage on that.
Through an awards tradition of this type, my non-Christian and quality-of-life-minded, implicitly-deistic Progressive Prohibitionist Religon can help to promote that public-policy priority for our entire nation.
This reminds me, too, that I myself don't recall hearing about or reading about any Urban Sprawl Containment or Urban Sprawl Deterrence Research Institute anywhere in the United States. It would be a great accomplishment for my Progressive Prohibitionist Religion if that fully independent new religion could make a donation toward establishment of a research institute with that focus and mission.

The APD-assigned identification number to this Open Records request from myself is: ORR# 9-17932.
That ID number is cited on a one-page invoice serving as APD's reply cover letter. The invoice states that I am now being asked in writing by APD to mail a $15.60 check or money order--- which includes $13.60 for the legal documents and $2 for the postage expenses reportedly incurred by Austin Police on this---payable to the "City of Austin". The invoice also states that I should mail my $15.60 payment to the following address: "Austin Police Department, Central Records/Open Records, P.O. Box 689001, Austin, TX, 78768-9001".
The exact verbatim text of the first three paragraphs of my September 15, 2016-dated e-mail public-information request to APD stated:
"This is a Texas Open Records request in which I seek to obtain from your municipal law-enforcement agency in Austin, Texas, any and all written communications received or written or generated or forwarded or compiled or sent or mailed or e-mailed or FAXed by any detective or other crime investigator or any official or other employee of the Austin Police Department in Austin, Texas, at any time since 12:01 a.m. April 17, 2011, which, in each and every such case, directly refer or refers to myself, John Kevin McMillan of Austin, as definitely or apparently or possibly being a victim of continuous crimes of one or more cited types or categories, or as definitely or apparently or possibly being a victim of one or more federal crimes of one or more cited types or categories.

I myself am a lifelong non-Christian, and I am the founder and only approved current member of a new and non-Christian implicitly-deistic "Honor Society" religion, the "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.
That fully independent new religion of mine opposes consumption of drinking alcohol, tobacco products, marijuana, or any other illicit drug; opposes the emblazoning of tattoos on human bodies; opposes facial hair on human beings; opposes anonymous communications violating the privacy rights of the individual being subjected to those types of communications against his wishes; opposes verbalization of profanity in everyday conversations with another person; opposes medically-injurious noise pollution; opposes personal-injury-crimes and sexual-assault crimes; opposes home-invasion crimes; opposes thought-control projects; opposes fraudulent or deliberately dishonest communications; and opposes fraudulent or injurious medical services.

I myself am a former freelance feature writer for the Cedar Park-based "Hill Country News" general-circulation newspaper. I am also a former freelance feature writer for the "Austin American-Statesman" daily newspaper in Austin, Texas.
During the applicable multi-year time period for this particular Open Records request, I have lived in far northwest Austin with a total of three respective apartment-management-team-approved official roommates. The most recent of those male adult persons, my one total official roommate ever since late September 2015, is "Brett Andrew Meyer", who is also my one total official current roommate at Village Oaks Apartments, 10926 Jollyville Road, Building 9, Apartment 902, Austin, Texas, 78759.
That same "Brett Andrew Meyer," according to a Texas Department of Public Safety-issued commercial truck driver's license for himself that Mr. Meyer presented to me in person for review by myself on September 22, 2015 (with myself jotting down information from his driver's license in his presence during that first-ever meeting we had together as prospective new roommates for each other, a meeting that took place inside a Church's Fried Chicken chain restaurant location in Williamson County, Texas), officially resided during that time period in 2015 at: "1917 Ruthie Run, Cedar Park, TX 78613."
Another apartment-management-team-approved roommate of mine during the cited multi-year period ever since April 17, 2011, was "John Douglas Martin". Mr. Martin roomed with me at Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325 (in Building 3), Austin, Texas, 78759, from April 27, 2013, through July 29, 2015.
Mr. Martin stated to me in the spring of 2013 that he was himself employed then as a professional truck driver licensed by the State of Texas to drive commercial trucks in Texas.
My previous roommates this century in northwest Austin also included:
---"Christian Meza," who roomed with me from August 2001 through December 2001 in Apartment 1638 of Building 16 at Wind River Crossing Apartments in northwest Austin. Mr. Meza later stated to me when I happened to run into him in the parking lot of a commercial shopping center in northwest Austin, that he had purchased a home in Cedar Park, Texas, and was living there during that time period;
---and "Sandjaja Utama," a self-identified "citizen of Indonesia" who roomed with me in Apartment 325 of Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard, Austin, Texas, 78759, from April 16, 2011, through May 31, 2011, when he moved out for good.
Mr. Utama had stated to me repeatedly in March and April of 2011 that his cited "auntie," a "Dr. Sheila Shung," he said, and his cited uncle, one or both of whom he said were medical physicians, reportedly maintain a home and reside together in Round Rock, Texas, Mr. Utama told me in the spring of 2011.
Mr. Utama also stated to me in March and April 2011 that he was temporarily staying with his aunt and uncle inside their home in Round Rock, Texas, during the period of the spring of 2011 in which Mr. Utama formally applied to room with me inside Apartment 325 of Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard, in northwest Austin.
Three years after Mr. Utama moved out of the apartment unit I had shared with him at Wind River Crossing Apartments in Austin, a representative for the U.S. Department of Homeland Security informed me on the telephone in 2014 that that federal agency had begun an investigation on Mr. Utama in response to a crime tip from a credible source OTHER than myself, in which the individual providing that crime tip to that federal law-enforcement agency tentatively alleged that Mr. Sandjaja Utama of the Austin area of Texas may have had alleged possible ties to terrorism, according to that federal agency.
I myself never heard what the findings were, if any, from that Homeland Security investigation.
During the multi-year time period applicable to this public information request, I myself resided as an official rent-paying tenant at the following apartment units or hotel rooms:

For instance, would you exclusively focus all of your energies during this period on trying to make as much money as possible from law-abiding and gainful employment, and trying to work as many hours at various workplaces as you possibly could, if you were in my shoes? (12) Is there any foreign nation that you believe has been more respectful toward myself than the United States has been?

Do you yourself ever feel a bit frustrated with persons who label me that way?

(1a) Do you agree with Travis County Government Civil Probate Division Director David Ferris's late 2001 observation to me on the telephone that "There seems to be an effort by many people in Central Texas to drive you (John Kevin McMillan) OUT of the Austin area."
(2) Do you agree or disagree with my biological mother's (Phyllis McMillan) comment to me in 1991, during a long-distance phone call I made to her Westlake Hills home from my rental home in Cuero, Texas: "You (John Kevin McMillan of Texas) may be hearing voices the rest of your life, John."
(2a) Do you have any reason to believe that if I moved to or visited a favorite city of yours, Colorado Springs, Colorado, a city that is presumably more humane than Austin, and if I then established residency there, the "background voices" I do not want in my own life would suddenly and immediately be terminated?
(2b) Do you happen to know a "Mike Laur" who in the 1990s resided in Colorado Springs and who himself professionally pursued photography for a daily newspaper based in Colorado Springs? Mike Laur is a former coworker of mine at "The Daily Texan" student newspaper on the UT-Austin campus.
(2c) Do you happen to know or have you heard about a "Jann Snell Schwab" or a "Jann Snell" who was a coworker of mine at "The Daily Texan" studnet newspaper back in the 1970s, and who was directly cited to me by name by (former Daily Texan coworker) Mrs. Mararet Watson of Dallas, Texas, in a surprising long-distance phone call to me that Margaret Watson made to me in 1990 or 1991, during a period in which I lived in Sweetwater, Texas, in which Margaret Watson stated, "Jann Snell always did have a thing for you (John Kevin McMillan). I raise this question because Jann Snell and her husband, Mr. Schwab, reportedly resided near Denver, Colorado, in the 1990s, and I definitely do not keep up with her or her husband.
(3) Do you agree with my own view that an individual or business entity that or who deliberately or knowingly harms the hearing capacity and medical health of another person by subjecting him to incessant, continuous, and year-round noise pollution, should be charged with a crime or should face a lawsuit from the injured party (myself)?
(3a) Ernie, is there any circumstance in which I could ever persuade you to accept from me a photocopy of the medical reports that Dr. David Tobey, an Ear, Nose, and Throat medical specialist has compiled about me over a multi-year period since he began examining my hearing capacity in 2005? Dr. Tobey did volunteer to me inside his medical clinic about one year ago that permanent damage to my own hearing capacity and medical health had occurred resulting from noise pollution at my workplace (and at other places, too) over a multi-year period since 2005 that I myself did not cause or generate or authorize, he said.
4) Do you know why my biological mother, Phyllis McMillan of Westlake Hills, Texas, assured me on the telephone in 1986, during a period in which I resided in New York City, New York, and attempted to pursue a career there, that "It (your circumstances and living conditions and informational services you have direct access to) will get realer (more realistic, more honest toward yourself) with time, John."

(9) Do you know which media company John Broders of "Texas Monthly" magazine referred in 2000 when he interrupted a comment of mine to him on the telephone about anonymous rumors I'd heard in Austin to the effect that "Temple Beth Israel" reform Judaism congregation of Austin, Texas, reportedly was violating my privacy rights and reportedly or allegedly was verbally harassing me in some manner, by John Broders emphatically stating to me on the telephone: "No, no, that's not it; but there may be an unethical media company harassing you in Austin, John." (10) You stated to me earlier this year on the telephone that schizophrenia is "living a lie." Your comment has since reminded me that Michael Stephens, a former news editor colleague of mine at "The Daily Texan," told me on the telephone in 1988 that I had acquired a public reputation with the news media for myself being citedly "schizophrenic," as of 1988, he stated to me during a long-distance phone call I made to his home in Lockhart, Texas, from my parents' home in Westlake Hills, Texas. Is there any way in which you suspect that some people regard me as "living a lie" in some way?
(11) Do you regard it as unfair on the part of any business entity or media entity or organization or labor union or political group or government-owned institution to attempt to punish me or attempt to restrict me in any way (given the understanding that I am, of course, consistently law-abiding) based on that entity's outlook that I myself definitely identify with a significantly higher percentage of all heterosexual adult men than of all bisexual adult male persons, all homosexual adult male persons, or all transsexual or transvestite adult persons.
(11a) Do you think it's unfair of various persons or entities to seek to punish me or restrict me because I myself am physically repulsed by male adult effeminacy?
(12) Do you have any reason to suspect that some entity or individual or group of individuals have or has illegally claimed to hold powers to "punish me" that under the state laws of Texas the criminal justice system does, in fact, exclusively hold toward persons who are in fact convicted of a crime, I definitely not among those persons.
(13) Do you know which persons or group of persons in the Austin area or elsewhere might most resent or most be alarmed by my own lawful form of heterophilia in my life, including in my personal life? By "heterophilia," I am referring to my own identification with, and my choice to significantly befriend and be lawfully and genially inclusive toward, a significantly higher percentage of all heterosexual masculine adult gentlemen than of all heterosexual effeminate adult male persons, all homosexual masculine adult persons, all homosexual effeminate male adult persons, all bisexual masculine adult persons, all bisexual effeminate adult persons, all transvestite adult persons, or all adult transsexual persons?

(15) Ernie, do you sense that I will have to move to a foreign nation, such as France, Great Britain, Ireland, Australia, Canada, Norway, Denmark, Sweden, Germany, Italy, Greece, Costa Rica, or Spain, in order to myself achieve a lawful termination of these voices to which I have been subjected against my wishes ever since May of 1987 when I resided in Quincy, Mass.?
(16) Ernie, do you know why a family-law attorney whom I consulted in Austin, Mr. Rob V. Robertson, office phone number (512) 335-0208, office address 13740 Research Boulevard, Suite J-5, Austin, TX, 78750, stated to me during a legal consultation I had with him in 2008 or 2009 that if I want to put an end ot the voices that began for me against my wishes in May of 1987 when I resided in Quincy, Mass., I would need to hire an attorney based in the Boston area of Massachusetts to myself file a legal complaint for me in Massachusetts, Mr. Rob V. Robertson advised me orally during one in-person consultation I had with him in 2008 or 2009 for which I paid him with a check made out to either the Travis County Lawyer Referral Service or the Central Texas Lawyer Referral Service.
(17) Ernie, one former Stephen F. Austin High School social studies teacher of mine, Bernie Owen of Austin, told me on the telephone in 1992 that I had acquired a public reputation as of that time for allegedly being prejudiced. Mr. Owen did not specify the type of prejudice to which he referred. Ernie, do you know of any legal restriction that might ever have been, or that could ever be, imposed on me by any person or group of persons or entity based on their own perception of me as allegedly being "prejudiced"?
(18) Ernie, I have heard anonymous allegations hurled at me on millions of occasions in the period since 1987, and particularly while residing in Austin, Texas, on a continuous basis ever since 1997, which alleged that I myself am allegedly "anti-Semitic," and that I myself am allegedly "very similar to Adolph Hitler." Do you regard those types of allegations as being unfair to myself? Do I have any legal recourse against the source of those allegations? Also, do you find it surprising that I have sometimes wondered whether a Jewish person or Jewish group of some type, possibly with ties to the foreign nation of Israel, allegedly has exhibited malice toward me and allegedly has slandered me and allegedly has subjected me to character assassination in Austin, Texas?
(19) I have indicated to you before that at least one of my relatives, Michael McMillan, a chemist employed by the University of Southern California Medical School, has repeatedly stated to me over a multi-year period that he regards my own anti-alcohol and law-enfrocement-minded and anti-illicit-drug religion (Progressive Prohibitionist Religion) as being "Hell on Earth" and "Fascist", in Dr. Michael McMillan's emphatically stated view. That same relative of mine has repeatedly stated to me in writing that he believes I will always be poor and that I am not living frugally enough, he has repeatedly emphasized to me in writing and on the telephone. Michael McMillan offered me that emphatic advice in 2009, for instance, a calendar year in which my gross adjusted income was about $10,400 (significantly less than $11,000, anyway, and I forget at the moment whether it was $10,300 or $10,400), according to my completed tax return prepared for me by an American Association of Retired Persons income-tax expert inside a church in Austin, Texas----a gross ajusted income for me in 2009 that the IRS later confirmed as accurate. Do you have any reason to believe that any relative of mine or "friend" or "associate" or "acquaintance" of mine has possibly meddled in my own life, and has possibly played a role in my not having access to my own total financial wealth?
(20) My oldest brother, Kent McMillan of Austin, in 1994 volunteered to me on the telephone that I had accumulated a sizable financial wealth over the course of my life as of that time, he stated to me during a long-distance phone call I made to him from my "Snyder Daily News" newspaper newsroom where I was employed as a reporter. Kent McMillan indicated in that phone call that I myself did not have access to my own cumulative financial wealth, as of that time. Ernie, do you have any suggestions on how I could gain access to my that financial wealth of mine, which would enable me to continue my current Blue-Cross Blue-Shield health insurance policy that would help me in the event of a worst-case scenario, since it offers a maximum lifetime payout of $6 million, with a $10,000 deductible each year on that policy.
(21) One personal friend of mine in Austin, the kindly and candid John Schlueter, advised me last month to drop my $197-per-month (premium cost to me) health insurance policy with Blue Cross-Blue Shield, since it's unlikely I will ever meet the deductible and also because Blue Cross-Blue Shield currently isn't paying much on my doctor bills. I have also mentioned to John that my Blue Cross-Blue Shield policy does not cover for blood-pressure-related medical problems at all. Do you still believe that I should do everything I lawfully can to continue with my Blue Cross-Blue Shield policy, as Tami Dove, my health-insurance agent, has advised, partly because having that continuity in creditable coverage will be invaluable to me, she has indicated.
(22) Ernie, do you think I have done a good enough job of explaining to yourself and others why I regard myself as being a "morally and aesthetically straight gentleman," and why I myself am more receptive as a human being toward a significantly higher percentage of all heterosexual men and all heterosexual women than of all homosexual adult male persons, all bisexual adult male persons, etc.
(23) Ernie, do you know what prompted John Broders of "Texas Monthly" magazine to state to me in a recent prior year on the telephone that he supports my legal right to myself file a lawsuit against a gay media company (that unethical media company possibly being "Texas Triangle," "Bay Windows," "The Advocate," or some other gay media company) that I definitely do not want to have any involvement in my own life.
(25) Ernie, do you know what prompted Michael Crothers, a fiction writer based in Minneapolis during that period, to state to me in 1990 or 1991, during a long-distance phone call I made to his mother's home in Minneapolis, Minnesota, from Sweetwater, Texas, where I was employed as a newspaper reporter at the time, to state to me that "your circumstances in Texas are dishonest (sic) toward you," with Michael Crothers adding that my writing and personal style as a human being revealed me to be emotionally transsexual in human orientation, he said. He added in that next-to-last (?) phone conversation I had with him, with my last phone conversation wth him having also been in the early 1990s, that I should not be ashamed of my pervasive emotional transsexualism of that type, with Michael Crothers indicating that my own much greater emotional affinity toward a higher percentage of masculine heterosexual gentlemen than of all other subpopulations of adult men or male adult persons, is a soruce of considerable creativity and joie de vivre and happiness for me, he indicated.
(25) Ernie, are you aware of any person or persons or entity that or who seek to "change" me in some noteworthy way?
(26) Ernie, do you know what prompted Margaret Watson of Dallas, Texas, to volunteer to me in 1991, during a surprising unsolicited long-distance phone call she made to my residence in Sweetwater, Texas, that "There are lots of people in this state who are trying to straighten (sic) you out". She made her comment with no apparent context to it.
(29) Ernie, have you been aware of ANY source of outside interference in my own life in any context here in Texas?
(30) Ernie, do you have any reason to believe that I would enjoy greater privacy rights for myself if I were to move to another U.S. state? Which state would that be? Florida, Colorado, Massachusetts, or some other state?
(31) Ernie, do you know of any person with whom I'm somehow legally required to have a relationship of some type? Are you aware of any restriction on my own legal right to exclude (or, for that matter, include) any cited person or entity from my own life?
(32) Ernie, are you completely sure that I have not offended you on any occasion? If so, why do you think it is that I am subjected to anonymous background rumors all day from persons who claim to find me "very offensive," and who repeatedly and incessantly state to me through anonymous background verbalized warnings to me, including during working hours for me inside my Luby's Lakeline and IHOP 290 workplaces, "Prepare to be capitally punished."
(33) Ernie, are you surprised that the Travis County District Attorney's Office in Austin, Texas, in January 2006 established a criminal-intent or harmful-intent criminal-law evidence pre-prosecution legal file strictly for my own benefit, with that file to be promptly consulted by the DA whenever anyone at some future point commits a felony crime victimizing myself, according to Ms. Norma Hilbig, a paralegal employed in the Strategic Prosecution Division of the Travis County DA'S office in Austin, Texas.

It was very thoughtful of you both to send me this very nice E-mail greeting card message from the Los Angeles area.
I thought about your metro area last night as I watched the Hollywood movie "Lincoln" and found it intriguing throughout. The characters included the Flying Nun from our childhood days in Westlake Hills. She did a fine job as Mrs. Lincoln.
I wish that President Obama were a lot more like President Lincoln than Obama actually is. President Lincoln had self-critical aptitude and was a polite gentleman of humility and kindness toward all.
Thank you again to each of you for the very nice Christmas present you both gave me in 2012.
I am referring, of course, to the conveyed wish you both expressed toward me this year.
The kind and honorable wish for myself that the two of you jointly and recently conveyed to me, as you know, is that I myself, John Kevin McMillan, a law-abiding alcohol-free and tobacco-free and anti-marijuana as well as hard-working single adult gentleman living alone in a bolt-locked one-bedroom apartment in Austin, Texas, should myself have the opportunity at present and throughout the future, if I so wish, to lead a life for myself in which I may always sleep alone on my bed inside my rental apartment unit without ANYONE having any physical contact with me during periods in which I sleeping or napping, and without ANYONE having any sexual contact with me during periods in which I am sleeping or napping, and without ANYONE attempting to injure me or harm my medical health or attempting to subject me to artificially-induced and significant sleep deprivation during periods in which I am sleeping or napping alone on my bed.
Among the persons I have sometimes suspected of failing to fully honor my own privacy rights in Austin, Texas, whether through their own conduct or through conduct by one or more of their associates, is a (name withheld from this Blog for the sake of discretion) reportedly residing in New York State. I myself have never met a (cited name withheld from this Blog) in person in my entire life, from what I can recall, but numerous persons have cited him to me as someone who may have possibly meddled in my own life circumstances.

Incidentally, Michael, I have been doing some research to find out which home-security systems are most likely to automatically trigger for me a 911 phone call to the Austin Police Department on my behalf by the company providing me with that home-security system. Apparently many of the home-security systems for apartment units require a 36-month commitment to that system ,which could get to be rather expensive.
Anyway, I think I'm making progress on this new strategy for thwarting an illegal intruder inside my bolt-locked apartment unit, once I figure out which apartment-alarm service will be the cheapest while also being successful for me.
Tomorrow, Christmas Day, I work at Denny's Lakeline restaurant as a waiter. That should be a very busy day there, which will help me to earn a decent amount of money tomorrow.

On Wednesday, September 21, 2011, this particular public-information requestor, John Kevin McMillan, an apartment management-team-approved official current tenant at Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, in northwest Austin, received in my designated apartment mailbox a metered package from the Austin Police Department containing exactly 136 pages of legal documents in response to my September 15, 2016-dated e-mail public-information request to APD.
The APD-assigned identification number to this Open Records request from myself is: ORR# 9-17932.
That ID number is cited on a one-page invoice serving as APD's reply cover letter. The invoice states that I am now being asked in writing by APD to mail a $15.60 check or money order--- which includes $13.60 for the legal documents and $2 for the postage expenses reportedly incurred by Austin Police on this---payable to the "City of Austin". The invoice also states that I should mail my $15.60 payment to the following address: "Austin Police Department, Central Records/Open Records, P.O. Box 689001, Austin, TX, 78768-9001".
The exact verbatim text of the first three paragraphs of my September 15, 2016-dated public-information request to APD stated:

As I am sure you must be painfully aware, the national security of this entire country is severely compromised on a daily and year-round basis by the millions of Americans who are addicted to drinking alcohol or who participate in binge drinking.
As you might well agree, all too many federal employees and federal officials participate in binge drinking or are addicted to alcohol. Congressman McCaul, I would like to ask you to please author a new bill before the U.S. Congress that will provide enabling legislation for a new Amendment to the U.S. Constitution that will help address these very alarming problems while still protecting the rights of Americans at the local level to CHOOSE for themselves whether they want to take advantage of this new Amendment in their own city or county or U.S. state.
The proposed new Constitutional Amendment could state:
"No municipality or county of any individual U.S. state shall be denied the legal right to approve by a majority of the votes cast in a general election or special election, a new law for that city, county, or state that strictly prohibits and classifies as a crime the retail sale or wholesale sale of any and all drinking alcohol, or any cited category of drinking alcohol determined to be medically harmful, anywhere and everywhere in that city or county or state".
My hope is that this type of new Constitutional Amendment will, among other benefits for our nation, help to significantly reduce the amount of violence, including violence by terrorists and mass murderers wielding guns or other weapons, occurring throughout our entire nation each year.
Other obvious benefits from this proposed new Constitutional Amendment ---- a new Amendment strongly upholding "local control" and "states' rights" in government --- include the following:
---reduced incidence of "impulse buys" of drinking alcohol and of "binge drinking" of alcohol that results from a night-time "impulse buy" of alcohol in a convenience store or nightclub.
---reduced incidence of profane speech and obscene speech in public places throughout the United States.
---reduced incidence of sexually-transmitted diseases and reduced per-capita incidence of the HIV virus in each city, county, or state that votes to approve a ban on sale of drinking alcohol per se anywhere in that city or county or state.
---reduced overall crime rate, since many of the categories of crimes that occur, such as motor-vehicle theft and burglaries of homes or businesses and home-invasion crimes and trespassing on private property and the also-outrageous crime of stalking, can be partly linked to alcohol consumption by the crime suspect.
----reduced domestic violence inside homes or apartment residences throughout this nation.
---reduced incidence of motor-vehicle accidents on roadways in each city, county, or state that chooses to approve a drinking-alcohol-sales ban for their city, county, or state, for the obvious reason that sober Americans are safer drivers on the roadways.
----enhanced medical health and enhanced emotional health for Americans living in cities or counties or states where the voters approve a ban on alcohol sales.
---conservation of water, an important goal for American society, which the cities and counties and states approving the ban on alcohol sales would help to promote, since lots of water is currently being wasted through the production of alcoholic beverages in this country.
Congressman McCaul, I would appreciate your letting me know as soon as possible whether you are willing to sponsor or co-sponsor legislation of this type in the United States House of Representatives. I mention this because if you as my own duly elected congressman are not willing to sponsor this legislation before the House, I will have to find another congressman who is willing to provide courageous and very insightful leadership in that way.
