Dear Mr. McMillan,

The Texas Department of Criminal Justice (TDCJ) Ombudsman Coordinator's
Office is in receipt of an email you sent to the Texas State Comptroller's
Office dated April 11, 2008 requesting it be forwarded to TDCJ regarding
the Austin Police Department and allegations of extortion and "snuff-movie"
productions.

TDCJ has the responsibility of housing offenders convicted of a felony and
sentenced to serve time in the Texas state prison system. TDCJ has no
authority over local law enforcement agencies or the investigation of
alleged crimes. Therefore, the issues in your letter are outside TDCJ's
jurisdiction.

I regret I am unable to be of assistance to you.

Dear Winnipeg Police Department Officials in Winnipeg, Canada, and your
very distinguished and innovative colleague, Mayor Katz of the City of
Winnipeg:

Thank you for your conveyed support to myself in your friendly reply E-mail
letter of today (see below, attached) for stronger monitoring of and more
extensive website promulgation of any and all noteworthy crime statistics
by the City Government of Austin in this capital city of Texas.

Among the crime categories that I myself wish that the City of Austin and
Travis County Government would express more concern about are:

verbal harassing featuring obscene verbalized communications; attempted
homicide;

flagrantly illegal "snuff-movie" productions or planned
"snuff-movie" productions aimed at fatally injuring or murdering a cited
victim, and which are either planned or have occurred or that actually are
occurring or at risk of occurring anywhere in Austin, Texas;

terroristic threats and other illegal acts of terrorism;

stalking;

kidnapping;

illegal forms of brainwashing to which any given law-abiding Austin resident is
subjected against his wishes;

illegal forms of intergenerational exploitation of younger persons, including adult persons who are
significantly younger in age than the cited culprit in those cases;

illegal forms of hostage-taking;

noise pollution for which a criminal-law violation appears to have occurred in a context evidenced in Austin, Texas;

fraudulent or deliberately false communications or services that allegedly
deprive law-abiding Austin residents (myself among those persons) of full
and immediate access to fully reliable news and information services and
fully reliable medical or "health-care" services on a year-round basis;

illegal forms of intolerance toward any of the cited Constitutional rights,
including Freedom of Speech and Freedom of Religion legal rights, of
law-abiding single adult male Austin residents such as myself;

extortionism;

any and all cases of slavery ever at any time occurring in
Austin; illegal forms of religious or political persecution of a cited
law-abiding person in Austin (myself, for instance) for which a
criminal-law violation by the alleged persecutors of that Austin resident
(myself, for instance) allegedly has occurred;

illegal forms of retaliation against a law-abiding Austin resident (myself, for instance), that occurred
partly because that Austin resident either filed a lawfully worded legal
complaint or was otherwise vigilant and conscientious and opposed illegal
or injurious or unethical or profane-language conduct he observed or was
victimized by;

blackmail;

illegal forms of bribery;

and illegal forms of gambling.

Please let me know if you ever at any time obtain or hear about possible
evidence corroborating any of these cited concerns of mine in Austin,
Texas. That information will help me to then file a legal complaint in
Austin, Texas, against the cited individual, religious congregation,
political group, civic group, business entity, or government-owned
institution.

Mr. John Broders, Story Assignments Editor for the
Crime-deterrence-minded "Texas Monthly" magazine, an EMMIS Communications
media company in Austin, Texas, the kindly and conscientious John Broders
having helpfully advised me over the telephone from his magazine office
about eight years ago that an "unethical media company" was apparently
"harassing" (exact quote) me in Austin, Texas, during that period, John
Broders helpfully informed me that day in the context of emphasizing that a
cited religious group in Austin that I had briefly mentioned to him in that
phone conversation as having been rumored by others to be somehow stalking
me in my own life in Austin, Texas, definitely was NOT the source of any
alleged verbal harassment of myself during that period, but instead the
source of that cited harassment of me was an "unethical media company,"
John Broders very politely and helpfully emphasized to me that day, John
Broders having on his own volition anticipated a legal conflict for me in
1997 by candidly stating to me in person at that time that while he wished
to be helpful to me, John Broders of "Texas Monthly" magazine would not be
willing to testify for me in a court of law, he candidly volunteered, with
the same John Broders very helpfully volunteering to me on April 6, 2006,
over the telephone that I myself had an urgent need to myself hire an
attorney at that time to obtain factual information for myself relating to
the voluminous harmful-intent or criminal-intent criminal-law evidence file
about myself and my living conditions in Austin, Texas, that had been
established in January of 2006 by the Strategic Prosecution Division of the
Travis County District Attorney's Office in Austin, John Broders helpfully
stated to me on his own volition in that April 6, 2006 comment to me he
made over the phone from his magazine office in downtown Austin.
