Subject: Is this legal advertising on a City-owned pole?

Is it legal for these two businesses to post solicitations for new customers on a City Government of Austin-owned pole for a traffic signal?

I am assuming that neither of these two businesses sought and obtained official permission from the City before posting their advertisements here.

This photo was taken by me at 6:30 p.m. Friday (today) at the intersection of Metric Blvd. and Rutland Drive in north Austin.

The highlighted pole is on the southwestern side of that street intersection. The traffic signal connected to the pole is facing southbound or westbound  motorists driving on Metric Boulevard.
