Dear Open Records Coordinator for the Texas Juvenile Justice Department,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications referring to myself at least once in any manner, including e-mail communications, that at any time since June 21, 2019, were authored, typed, handwritten, sent, received, mailed, forwarded, e-mailed, or FAXed by the General Counsel for your state agency or by any other attorney or staff member or administrator in your state agency's Office of General Counsel.

My legal name is John Kevin McMillan. My date of birth is April 27,1957. I was born in Lincoln, Nebraska. I am a single adult gainfully-employed white Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry.

I reside at a large gated-community apartment complex, Pebble Creek Apartments, 8805 North Plaza Drive in northeast Austin, and many of the residents of the apartment complex are youths age 18 or younger.

 In the approximately two-year period ever since I moved into my current efficiency unit at Pebble Creek Apartments, I have frequently observed Austin Independent School District school buses driving through the parking lot area of my apartment complex in order to pick up or drop off students for Austin ISD primary-level or secondary-level school campuses.

In the most recent year or two, I learned for the first time ever that one of my male coworkers at one of my three current restaurant workplaces in Austin is a Hispanic high school student who also resides at my current apartment complex. I obtained that factual information from his mother about himself being a restaurant coworker of mine after I observed that same male youth---a youth whom I could not recall having ever met before or spoken with before on any occasion--- glaring at me with very surprising apparent antipathy one day as I stood outdoors in front of a laundrymat at this apartment complex. I had briefly stood in front of that laundrymat on a day when I was doing my own laundry inside that laundrymat and there was no air conditioning  available there at that particular time. 

I have been and continue to be gainfully employed as a non-managerial staff member at one or more  restaurant workplaces in the Austin area of Texas on a continuous and uninterrupted basis ever since April 27, 2002. Many of my coworkers at my various restaurant workplaces in the Austin area either have been or currently are high school students.

Officer John Yoder of the Austin Independent School District Police Department in Austin, Texas, contacted me on his own initiative on June 21, 2020, at my home phone number of (512) 342-2295. AISD Police Officer Yoder left the following exact verbatim voice-mail message with me that I have kept recorded in my home telephone's voice-mail system in my apartment unit for future reference:

"'Yes, Mr. McMillan, this is Officer Yoder with the Austin ISD Police Department. Just wanted to, uh, try to make contact with you. We've had some e-mails that you've sent forwarded to us. Sounds like you may be trying to request some information. Just want to see if we could help you out. So give us a call back when you can. Our dispatch number is going to be (512) 414-1703. Thank you."


 I lead a permanently drinking-alcohol-free (ever since 1990), permanently marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana,  lifelong-tobacco-free, lifelong-non-vaping, dependably civil and law-abiding and honest and vigilant, non-sadomasochistic and anti-S&M, non-gambling, non-pranking (I am VERY opposed to pranksterism and fraudulent communications and criminal mischief), lifelong-tattoo-less and anti-tattoos-minded, permanently jewelry-less, clean-talking (no profanity by me in my everyday conversations with others), platonicly polite lifestyle. I strongly oppose "thought-control projects" and I take pride in being privacy-respectful. I myself DO NOT generate any anonymous communications that are inflicted on anyone else in a context that violates or impinges on their own privacy rights. I oppose verbal harassment of or by anyone.

I am a recent criminal-law complainant in APD Alleged  Sex Crimes and Alleged Home Invasion Crimes Case 2021-0830533----an APD crime case that was activated by APD on March 24, 2021. 

I am also a current criminal-law complainant in APD Sex Crimes Case 2021-2449624, a new and currently active 
APD Sex Crimes and alleged Home Invasion Crimes case that was opened by APD on September 1, 2021.  An APD-authorized DNA-swabs forensic sexual-assault-evidence medical exam was performed on me by a female forensic nurse for Austin SAFE Alliance in the early morning hours of September 2, 2021, inside the ER of Dell Seton Medical Center at The University of Texas, in central Austin. The APD Sex Crimes investigator in the current case is APD Detective William Costello. Detective Costello's office phone number is: (512) 974-4247.

In late 2020, I filed an APD Sex Crimes and Home-Invasion Crimes criminal-law complaint for which APD assigned the official ID number of 20-3161213 on November 11, 2020.
