Subject: 11-5-20 question for my 2 state lawmakers re: need for new state law providing formal appeal procedure on rape-exam denials

Dear State Rep. Cole and State Senator Eckhardt,

As each of you is no doubt aware, I am a gainfully-employed, law-abiding and honest, longtime celibate-by-choice (including ever since the day I moved to north Austin in August 2001) , lifelong-single gentleman. I am also a permanently-drinking-alcohol-free, permanently-marijuana-free and anti-marijuana-minded and permanently-illicit-drug-free, lifelong-tobacco-free, lifelong-tattoo-less, platonicly polite and consistently clean-talking (no profanity by me in my everyday conversations with others) white non-Hispanic Anglo-Saxon male adult constituent of each of you two very distinguished state legislators. I myself DO NOT have any criminal-conviction record, as I'm sure that each of you is already very aware.

I reside in each of your two respective legislative districts, as each of you has been previously informed by me in writing.

I am writing to each of you honorable state legislators today to respectfully ask if either of you or both of you are or is willing to sponsor a new bill in the Texas Legislature in January 2021 that will establish a written or oral appeal procedure through local and state government agencies in Texas for self-identified rape victims who were denied a rape-evidence exam on themselves that they had requested.

I am also requesting that the proposed new legislation specifically refer to a scenario in which a criminal-law complainant in an alleged continuous-rape-crimes case involving alleged sex crimes victimizing the complainant over a multi-week or multi-month period can appeal in writing for the legal right to have full and comprehensive 190-day-retroactive DNA-traces processing occur on any and all applicable DNA rape-evidence kits, including new rape-evidence kits, that were ever in the past or are at present or in the future obtained from the body of that crime victim at his request.

As each of you has already been informed by me in writing, on 10 to 20 separate occasions over a multi-year period ever since 2012---including as recently as October 27, 2020, when St. David's Medical Center emergency room physician on duty Dr. Casey S. West very abruptly and without examining my anus for any evidence of alleged sexual assault of myself denied me a rape-evidence exam inside Room 24 of the St. David's emergency room---I myself have been repeatedly denied a rape-evidence exam in Austin. 

Those "no authorization" statements to me or rape-exam denials have been repeatedly verbalized to me over the most recent one-and-one-third-year period and also over the most recent approximately nine-year period by a variety of detectives and at least one sergeant (Sergeant Sandra Benningfield) of the Austin Police Department Sex Crimes Unit and peace officers of other APD units, several respective emergency-room physicians inside three or more respective local hospitals inside the city of  Austin, and by the SAFE Austin Alliance non-profit group apparently receiving partial funding from the government. 
SAFE Austin Alliance is a non-profit group that apparently holds quasi-governmental legal authority over administration of rape-evidence exams in Austin, Texas.

I myself have never been informed of any clearly-delineated currently-available appeal procedure through which I myself could or can officially request permission for a new DNA-traces forensic rape-evidence medical exam on myself.
I am specifically referring to an exam on me in regard to my being a self-identified victim of alleged continuous and continuing daily and year-round anal-rape-crimes and other sex-crimes and alleged continuous daily and year-round personal-injury-crimes involving nocturnal-sleep-harassment and nocturnal deep-sleep ("REM sleep") harassment and artificially-inflicted repeated sleep ruination and infliction of allegedly illegal nasal-inhalants and infliction on me during my sleep of allegedly illegal anal-vibrators and allegedly illegal hydration of my own body. 

I have repeatedly alleged to APD's Sex Crimes Unit that these alleged continuous-and-continuing-daily-and-year-round home-invasion-crimes-related personal-injury-crimes have allegedly been inflicted on me about five times per night during my sleeping hours at nighttime as I lay alone on my own bed, asleep and unconscious and probably also snoring, inside my always-bolt-locked current solo-occupancy private efficiency-apartment unit in northeast Austin.

At present, I maintain that the state penal code of Texas and state laws of Texas apparently do not provide for adequate protection of the legal rights of continuous-rape-crimes and continuous-personal-injury-crimes and continuous-home-invasion-crimes victims in our state.

Thank you in advance, Rep. Cole and Senator Eckhardt, for your very helpful reply letters to me on this. It will be very good to sense that each of you strongly support my own legal right to formally appeal any rape-evidence-exam denial that I am subjected to here in Austin and in Travis County, Texas.
