It is an alleged-continuous-and-continuing-felony-crimes case that was generated by APD on November 11, 2020, minutes after I handed to APD Patrol Officer Blair Brozynski a brand-new flashdrive I had myself purchased that contained infrared motion-sensitive photographic crime evidence transferred onto that flashdrive from an SD card of mine that exposed alleged nighttime home-invasion-crimes perpetrators on a variety of very recent days in 2020 who were each allegedly caught on camera inside my private bedroom of my always-bolt-locked, solo-occupancy current efficiency-apartment unit in Austin as I lay alone on my own bed, asleep and unconscious and probably snoring. I am a longtime celibate-by-choice (including ever since the day I moved to the northern section of Austin in August 2001), platonicly polite, single-by-choice, white English-Scottish-German-ancestry non-Hispanic gentleman age 63. Best Wishes to each of your staff members in Austin and in Travis County, Texas, throughout the Holiday Season and New Year.

This is a public-information request in which I seek to obtain from you a copy of any e-mail communications or other written communications referring at least once in any manner to myself, John Kevin McMillan of Austin, or to my one-member and non-Christian "Progressive Prohibitionist Religion", that were each written, sent, e-mailed, forwarded, or received at any time since January 1, 2000, by a staff member, administrator, or certified peace officer employed or stationed at a federal-government office for U.S. Rep. Doggett in Travis County, Texas.

EXCLUDED from the scope of this public-information request are any and all e-mail communications that were written or sent by myself.

This public-information request was prompted in part by the surprising absence of any reply letter to me from any of Congressman Doggett's federal-government offices in regard to the December 8, 2019, public-information request that I as a constituent of his e-mailed that day to that federal elective official at his official U.S. Government e-mail address.

Nor has Congressman Doggett ever sent me any reply letter at any time, from what I can currently recall, that was directly in response to any public-policy-related question that I myself had directly posed to him in writing. Among those questions I've posed to him is the following, which I submitted to him in writing on December 4, 2019:

"My second question for you is simply this:
"Congressman Doggett, you have received dozens of total e-mails from me over a multi-decade period, and you are very familiar with my own 'living' conditions in your cited hometown of Austin.
"Have you ever on any occasion ever at any time directly contacted the Austin Police Department Sex (Crimes) Unit here in Austin, Texas, to express your own personal concern and indignation about alleged continuous sex crimes and alleged continuous personal-injury crimes allegedly victimizing me during my sleep as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit in Austin, Texas?"

Included in the scope of my public-information request today was the very surprising unsolicited e-mail communication from Rep. Doggett I received in my personal e-mail inbox, which he directly and specifically addressed to me and sent to me on an individualized basis in the year 2000, I believe it was. That e-mail letter to me from Rep. Doggett stated to me in writing (approximate quote): "John (McMillan), I (Rep. Lloyd Doggett) am sure that you strongly support increased federal funding for AIDS treatment and AIDS research".

In fact, as I promptly informed Congressman Doggett in writing in response to that written statement of his to me, I myself have never at any time stated in writing to Rep. Doggett or anyone else that I support increased funding for AIDS treatment and AIDS research. 

I might add with polite emphasis that I have never made any statement to Rep. Doggett or any member of his staff that referred in any way to myself seeking to have or agreeing to have sexual contact with anyone. 

I myself have been completely celibate anywhere and everywhere in Austin and anywhere and everywhere in Central Texas throughout any and all of my own conscious or waking hours ever since December of 1979.

Also included in the scope of this request is the follow-up reply letter that Congressman Doggett wrote and sent to me about 20 years ago, in which Rep. Doggett apologized to me in writing for having himself made an incorrect assumption about what my own beliefs and priorities are in regard to funding for AIDS treatment and AIDS research. 

My own alternative emphasis, as I pointed out in writing to Congressman Doggett in the year 2000 or so, is on increased funding for government-sponsored criminal-law prosecutions in courtrooms of HIV-positive persons who have been formally accused by a government law-enforcement agency of having allegedly infected another person with the HIV virus.

My legal name is John Kevin McMillan. I was born at Lincoln, Nebraska, on April 27, 1957. 

I myself do not have any criminal-conviction record, as I'm sure that Congressman Doggett is very aware.

I have resided in Austin proper on a continuous basis ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency. I was employed full-time in the DPS Motor Carrier Bureau along Guadalupe Street for one year in the late 1990s. I have been employed in the restaurant industry in Austin on a continuous basis ever since April 27, 2002. I previously was employed full-time as a general-circulation- professional newspaper reporter or professional copy-editor in Texas and other U.S. states.

My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same throughout the approximately 21-year period applicable to this public-information request. Ever since August 2019, I have also owned and used a personal cell phone I purchased through AT&T that has the cell phone number assigned to me by AT&T of (512) 993-7305.

I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District in Austin, Texas. I am an alumnus of The University of Texas at Austin and The University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis, respectively.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements. 

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion because it allegedly "kills c-nts" (a shocking obscenity, with one letter from the latter word having been omitted by me here for the sake of propriety and full obedience the law by myself), that self-identified Catholic man stated.  In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

Around the turn of the century, one former Austin-area resident and self-identified older brother  of mine from my childhood family in Westlake Hills, Texas, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's main campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"
