To: Ms. Joya Hayes, Director of Human Resources for the City Government of Austin in this state-capital city for Texas.

Dear Ms. Hayes, 

I was very surprised and disappointed to receive a rejection letter (below) yesterday from an unidentified staff member apparently indicating that he or she "represents" any and all of the social workers employed by the City Government of Austin's Department of Public Health.

I had recently been referred on the telephone to those Austin Public Health social workers by a City Government of Austin employee.

As you are no doubt very aware, Ms. Hayes, the City of Austin Department of Public Health indicates at that department's official website that its staff members take great pride in serving and assisting any and all residents of the City of Austin. 

I assume that Austin Public Health's admirable devotion to all Austin residents applies regardless of those respective Austin residents' sexual identity (longtime celibate and possessing a very high capacity for strictly-mutual-agreement platonic relationships, in my case), marital status (single on a lifelong basis, in my case), roommate status (none, in my case: I live alone and am the only official tenant and only approved occupant in my current always-bolt-locked solo-occupancy efficiency apartment unit at Pebble Creek Apartments in northeast Austin, as my current signed official one-year lease agreement for my rental-unit that expires at 11:59 p.m. June 30, 2021, clearly states), gender (male, in my case), age (senior citizen, in my case), medical status (disease-free and psychologically healthy and addiction-free and always sober and never high on drugs, in my case), ethnic identity (English-Scottish-German ancestry, in my case), nation of citizenship (United States of America, in my case), place of birth (Lincoln, Nebraska, in my case), ancestral identity (a descendant of Puritan religious leader Rev. William Brewster of the Mayflower), racial identity (white non-Hispanic, in my case), lawfully-expressed political ideology (opposition to legalization of marijuana, in my case), lawfully-expressed personal beliefs and lawfully-expressed cited or conveyed personal affinities, socioeconomic status, intellectual aptitude level, or religious identity (Progressive Prohibitionist Religion, in my case).

I myself also have a public reputation among many Central Texans for being a law-abiding non-Christian and founder and only current approved member of a new and non-Christian "Honor Society" religion with very stringent membership-eligibility requirements, the "Progressive Prohibitionist Religion" or "PPR". It is a new religion with very stringent membership-eligibility requirements. Around the turn of the century I gave several televised speeches for local community access television about that one total religion of mine (PPR) on local community-access television here in Austin. Many Austin residents have told me at various times that they either dislike or intensely  dislike my fully-independent new religion, or they question whether it meets the criteria for being an actual religion, in their opinion.

Ms. Hayes, it also seems to me that support for safe housing conditions for all Austin residents are a very natural component of the cited official mission of the City of Austin Public Health Department. It is a healthful-living-conditions-minded municipal department so highly-regarded and so integrity-minded that  Austin Public Health ever since 2016 has been an officially nationally-accredited member of the Public Health Accreditation Board, according to the official website for the Austin Public Health Department.

The official website for that City of Austin department states that "everyday (sic) in every part of our community, public health protects Austin and Travis County residents from infectious diseases and environmental threats and educates us about the benefits of healthful behaviors in avoiding chronic diseases.

"We (Austin Public Health employees) offer: 

  • "Services to help people meet needs across the lifespan, such as immunizations, shelter, food, clothing, and job assistance..."

I am sure you would agree, Ms. Hayes, that there is a strong relationship between safe housing conditions for any and all Austin residents inside their locked private residence---including throughout the entirety of their sleeping hours as they lie on their own bed---and all Austin residents' medical health and creatively-vital medical lifespan.

As you of course know, Ms. Hayes, safe housing conditions involving full freedom from "environmental threats", to quote a phrase from Austin Public Health's own website, play a vital role in all Austin residents' ability to enjoy full and revitalizing, rejuvenating, healthful "deep sleep" or "REM sleep" as well as un-harassed, un-interrupted, continuous non-REM sleep under quiet and calm conditions each night inside their own locked residence in Austin.

I am sure you would also agree, Ms. Hayes, that the medical health of an apartment tenant living alone inside a solo-occupancy locked apartment unit in Austin benefits greatly from his or her not being subjected to infectious diseases inside his rental-housing unit. I am referring to the sexually-transmitted diseases or COVID-19 and the germs and bacteria that alleged home-invasion-crimes perpetrators and alleged trespassers and allegedly fraudulent "medical-services providers" might allegedly inflict on an official apartment tenant (myself, for instance) during his own sleeping hours inside his bolt-locked home environment in Austin.

Ms. Hayes, I would like to ask you to please provide me in writing with the name of an Austin Department of Public Health staff member or official, if any, who routinely or occasionally or on very rare occasions will assist this capital-city's self-identified personal-injury-crimes victims or self-identified sexual-assault victims in obtaining a forensic DNA-traces rape-evidence medical exam on themselves here in Austin. 

I am making this request because, as you may already be aware, the Austin Police Department Sex Crimes Unit and other APD units on 10 or more total separate occasions over a multi-year period since early 2012 have repeatedly and consistently declined to authorize, or to help me obtain official APD authorization for, ANY of those respective 10 or more separate forensic DNA-traces crime-evidence medical exams on myself that I have, in fact, requested during that approximately-nine-year-period in this state-capital city for Texas. 

The most recent forensic-DNA-swabs rape-evidence kit that the Austin Police Department Sex Crimes Unit officially authorized for me in advance on the day I requested a rape-evidence exam on myself was obtained from my own body at my request on April 28, 2011, for APD Sex Crimes Case 11-1180447 by a female forensic nurse inside the St. David's Medical Center emergency room located near the UT-Austin Law School campus.

I would also like to ask you, Ms. Hayes, if you would please provide me with the name of any current employee or current official of the City of Austin Department of Public Health who have occasional or frequent communications with, or who serve as a liaison to, the Austin Police Department in another cited specific context. 
I am specifically referring to a context in which that employee or official of Austin Public Health either directly contacts or receives phone calls or e-mails from APD about cited Austin residents or cited visitors to Austin who believe or suspect that they themselves have been victimized by alleged criminal activities injurious to their own medical health inside their locked rental apartment unit or locked hotel room or locked home in Austin during their own sleeping hours.

Finally, Ms. Hayes, I would like to ask you if you know of any Austin Public Health Department staff member who ever at any time in recent years has had communications with APD in regard to a cited victim of alleged CONTINUOUS personal-injury-crimes or alleged CONTINUOUS sex crimes that were allegedly inflicted on that cited victim over a multi-day or multi-month period during periods when he or she was either asleep or held unconscious by an alleged crime perpetrator here in Austin.

Does your professional realtors organization support the legal right of a gainfully-employed diligently-rent-paying official tenant and only approved occupant on a currently-active signed lease agreement for an apartment unit in Austin to himself keep anyone and everyone away from any portion of the interior of his bolt-locked apartment unit during his bedtime hours at nighttime?

I might add that the media services provider for my current unit's Internet, cable television, and landline home phone service is a media services provider headquartered in San Marcos, Texas---Grande Communications---that has an exclusive contractual relationship with the management team at Pebble Creek Apartments. That media-services contract with the polite management team at Pebble Creek Apartments required me ever since June 2019 to choose Grande Communications for my home telephone service, my Internet service, and my cable television service inside my always-bolt-locked current apartment unit. No staff member for Grande Communications has ever been observed by me anywhere inside my current apartment unit on any occasion since June of 2019 or possibly July 2019---and strictly in connection with on-duty technicians installing my new media services through three or more separate on-duty visits to my unit inside my current unit.
