It is very important for me that Lt. Governor Patrick receive a copy of this public-information request of mine. I mention this because here in Texas the lieutenant governor generally holds more legal authority over the everyday operations of the state government than does the governor, according to what I have heard and read.
I would also appreciate receiving from Ms. Spaw the correct email address specifically for Lt. Governor Patrick.
I myself have never received any reply letter from Lt. Governor Patrick in regard to the alleged home-invasion-crimes and alleged personal-injury-crimes and alleged sex crimes I've repeatedly informed federal and state and local law-enforcement government agencies about to which I have been subjected on a daily and year-round and multi-year basis here in Austin during my sleeping hours inside my bolt-locked rental-apartment unit in our state capital city for Texas. I would welcome a reply letter from Lt. Governor Patrick on this major legal-liability issue currently facing the State Government of Texas.
The alleged felony crimes have (correction on grammar for this blog--JKM) apparently involved the frequent use of a nasal inhalant such as chloroform that held me unconscious throughout the duration of personal-injury-crimes or sex crimes victimizing me, as Dr. David Tobey, a highly-rated ear, nose, and throat medical specialist in Austin, Texas (who is very familiar with Boston, Mass., since his prior training included a medical internship at a first-rate hospital in Boston), very helpfully informed me during a medical appointment I had with Dr. Tobey in the last several years at his new medical clinic office location in northwest Austin.
I stated to Dr. Tobey during that in-person medical appointment I had with him (and also to primary-care physicians of mine whom I've consulted in person here in Austin in recent years) that I have often had a mysterious nasal-inhalant sensation in my nostrils and an unpleasant vibrating sensation in my anus or pain in my anus, and wobbliness in my legs, immediately after I was awakened in the middle of my sleep with no intruder visible inside my locked apartment unit. I always sleep ALONE on my own bed, and I do NOT own or use any nasal inhalants or vibrators.

In that regard, an August 18, 2018-dated public-information request of mine to you provided you with the factual information that my duly-elected congressman at that time, Republican Congressman McCaul of Texas, in 2018 invited me to submit e-mails to him at a specially designated e-mail address of "mccaul.casework@mail.house.gov" in regard to my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes and alleged sex crimes during my sleeping hours as I lay alone on my own bed inside my bolt-locked apartment unit in Austin.
Below, to refresh your memory, are the opening paragraphs of a June 15, 2018, e-mail letter I wrote and sent to Congressman McCaul during a time period when I resided in his congressional district of Texas-----the verbatim text of which I had shared with you in an August 18, 2018-dated public-information request I submitted to yourself, Senator Cruz.

"I would like to thank you again for kindly inviting me --- through a local phone call to me I received inside my private residence on May 25, 2018, from your Austin office staff member Bobby Dyke --- to myself send you criminal-law complaints and crime evidence I obtain to 'mccaul.casework@mail.house.gov' about my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes.
"Those alleged personal-injury crimes have allegedly been inflicted on me by one or more alleged illegal intruders unbeknownst to me during periods when I was or am asleep and unconscious and lying alone on my own bed inside my bolt-locked or locked rental-apartment unit in northwest Austin...."
As you are no doubt aware, Congressman McCaul and his family maintain a permanent home in Westlake Hills, Texas.
Congressman McCaul does not currently provide me with any constituent services, his office has helpfully informed me by email in a recent prior month. I myself currently reside in the congressional district of Democratic Party-affiliated U.S. Rep. Lloyd Doggett.
Senator Cruz, you yourself apparently chose not to directly invite me to write to you using a "casework" e-mail address with your own name in it (if in fact you also have that type of option as an official representative for me in the U.S. Senate).
However, the male deputy director of your federal-government office in Austin, a gentleman named "Chris", did helpfully volunteer to me, during an October 3, 2016, local phone call I made to that office, that there may be federal-agency involvement in my own sleeping conditions inside my respective apartment units in Austin, Texas, Chris stated.
That federally-employed staff member, Chris, then added in that same 2016 phone conversation I had with him that "You (John Kevin McMillan of Austin) have a need for an attorney."
Senator Cruz, I want to thank you in advance for your prompt and authoritative and very thorough reply letter providing me with any and all legal documents responsive to this public-information request from myself.

I would welcome any factual information or unconfirmed reports or rumors or speculations about my case that any member of the U.S. Senate or U.S. House of Representatives or any other federal official, or anyone else, for that matter, is willing to offer to that hotline phone service at any time.
