One question for you: Is your very influential organization willing to help me to obtain a reply letter from my duly-elected Democratic Party-affiliated Congressman, U.S. Rep. Lloyd Doggett of Austin, Texas, in response to my December 8, 2019-dated public-information request (last item, below) that I wrote and e-mailed to him?
I have politely called Rep. Doggett's Austin office about this several times over a multi-month period, and a female staff member of his did acknowledge (below) receipt of that public-information request, and also acknowledged that I reside in Rep. Doggett's congressional district. Despite this, I have not received any written communication on behalf of Rep. Doggett in response to my December 8, 2019, public-information request.
I might add that I have submitted a written appeal on this (below) to the U.S. Department of Justice, and to another federal agency, and I have not received any reply other than the following automatic-message response to me:

One question for you: Is your very influential organization willing to help me to obtain a reply letter from my duly-elected Democratic Party-affiliated Congressman, U.S. Rep. Lloyd Doggett of Austin, Texas, in response to my December 8, 2019-dated public-information request (last item, below) that I wrote and e-mailed to him?
I have politely called Rep. Doggett's Austin office about this several times over a multi-month period, and a female staff member of his did acknowledge (below) receipt of that public-information request, and also acknowledged that I reside in Rep. Doggett's congressional district. Despite this, I have not received any written communication on behalf of Rep. Doggett in response to my December 8, 2019, public-information request.
I might add that I have submitted a written appeal on this (below) to the U.S. Department of Justice, and to another federal agency, and I have not received any reply other than the following automatic-message response to me:

Dear Federal Freedom of Information Act Administrators with the U.S. Government in Washington, D.C.,
I am hereby appealing in writing the alleged apparent failure by U.S. Congressman Lloyd Doggett, a Democrat, to send me any reply reply letter or any reply e-mail letter in response to my December 8, 2019-dated e-mail public-information request (last item below, LEGAL DOCUMENT "B") that was specifically addressed to himself.
I have repeatedly and politely over a multi-week period contacted the Austin office of Congressman Doggett ---- my current duly-elected current congressman representing me in the U.S. House of Representatives --- to inquire about the current status on my December 8, 2019, public-information request.
A female staff member of his in Austin, Texas, assured me on the telephone in mid-January 2020 that Congressman Doggett did, in fact, receive my public-information request, and that he would e-mail me his reply letter, she indicated to me.
In connection with this written appeal, I am also sending to you (first item, LEGAL DOCUMENT "A", directly below) a copy of January 17, 2020, follow-up correspondence of mine with Congressman Doggett that refers to a December 21, 2007, signed reply letter I received from Republican Congressman Michael McCaul of Westlake Hills, Texas, during a prior time period when I resided in McCaul's congressional district. Thank you for your December 21, 2007-dated and signed reply letter to my recent Federal Freedom of Information Act request----a reply letter on your behalf, addressed to myself at my cited residential address in Austin, that was signed by Kris Parker, Constituent Services Coordinator for yourself, who is based in Austin, Texas.
Your December 21-dated reply letter to myself states, and I quote verbatim from the second paragraph and third paragraph your three-paragraph reply letter: "The Freedom of Information Act applies only to agencies of the United States as defined therein. The Act specifically excludes Congress from its definition of an agency. See 5 U.S.C. 551a(1), 552(f). This exclusion is grounded in separation of powers concerns as well as Congress' constitutional immunities from outside questioning and interference. Accordingly, the Congressman is not subject to the Act and must decline to produce the information you requested.

---Does Congressman McCaul have any evidence indicating any intrusive or manipulative involvement in my own life or life circumstances by any media company, civic group, religious group, educational institution, government agency, business entity, or any other entity of any type?
----Does Congressman McCaul have any evidence indicating that I myself have been subjected to any anonymous communications, any fraudulent communications, or any obscene verbalized communications in any context impinging on my own privacy rights?
----Has Congressman McCaul had any communications with the Travis County District Attorney's Office in Austin, Texas, in regard to the "John McMillan" criminal-law file that was officially established by paralegal Norma Hilbig of that DA's Office's Strategic Prosecution Division in January of 2006, with Ms. Hilbig emphasizing to myself over the telephone in 2006 that that very same criminal-law file would be used for my own benefit, and would be consulted by Travis County District Attorney Ronald Earle in Austin in the event that any person ever at any future time allegedly commits a felony crime in any context victimizing myself, John Kevin McMillan of Austin.
----Does Congressman McCaul concur with the emphatically stated view of a State Bar of Texas member, University of Texas at Austin Law School Alumnus John F. Campbell of Campbell & Morgan Law Firm, who stated to me one day in the late 1990s during an in-person consultation I had with Mr. Campbell inside his downtown Austin law firm during a period in which his legal services were paid in part by the Westlake Hills-based Texas Legal Protection Plan legal-aid service in which I have been a dues-paying member ever since 1997, that "if there is indeed an ongoing verbal harassment of yourself (John K. McMillan of Austin) somehow occurring in Austin these days, such as might occur from the use of sophisticated electronic or media technology, that would comprise adequate proof for myself, attorney John F. Campbell suddenly declared to myself with emphasis as he sat across from me at a conference table during a two-person meeting we had that day inside his law firm office.
----Does Congressman McCaul agree with my own emphatic view, and with the view as well of an ear nose and throat specialist in northwest Austin, Dr. David Tobey, whom I consulted a few years ago about the matter, that persistent and year-round noise pollution in Austin, Texas, ever since I moved back to Austin in mid-March of 1997, most recently, has been significantly injurious to my own medical health, including to my own hearing capacity, in particular.
---Does Congressman McCaul have any reason to believe that any government-owned institution or any government agency at any level of government, possibly including at the federal level, may possibly have wronged myself, John K. McMillan, in any noteworthy manner at any time?

I myself do not have any criminal-conviction record, as I'm very sure you also know.
I mention this partly because you and I are each very honorable alumni of Stephen F. Austin High School of Austin Independent School District, and I'm sure you take great pride in honorable law-abiding conduct by as many Austin High alumni as possible, including myself.
Congressman Doggett, I would appreciate your answering a public-policy-related question from me:
Are you aware of any current involvement by any federal agency or federally-owned institution in any aspect of my own current living conditions during my sleeping hours per se inside my current solo-occupancy bolt-locked efficiency rental-apartment unit at Pebble Creek Apartments in Austin, Texas?
If your answer to the above question is "no", my polite follow-up question to you is:
Do you know of any way in which the federal government can help to protect my own privacy rights and my full freedom from sexual or physical contact of any type by anyone during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my current bolt-locked efficiency apartment unit in north Austin?
I myself strongly support the sanctity of sleep---restful and revitalizing and rejuvenating and healthful sleep--- for any and all constituents of yours, including myself.
I was reminded to respectfully pose the above question to you after I received the following apparent invitation (below) from the U.S. Department of Health and Human Services federal agency to myself contact their telephone hotline service in order to myself file a complaint through that federal agency that they would then have the legal authority to apparently investigate.

Dear Title V Administrator of the federally-funded "Sexual Violence Prevention" program at the Texas Department of State Health Services state agency in Austin,
I appreciate having read this week for the first time (see above link to your official webpage) about the life-saving federally-funded program you offer for prevention of sexual violence in Texas.
I myself am 62 years old at present, and I am a longtime celibate-by-choice, single-by-choice, permanently-drinking-alcohol-free, permanently-illicit-drug-free, lifelong-tobacco-free, dependably civil and law-abiding and honest Anglo adult gentleman of English, Scottish, and German ancestry. I am gainfully employed in the restaurant industry here in Austin.
Is there any context in which the Sexual Violence Prevention program that your state agency provides Texans can also offer full and year-round protection for myself, John Kevin McMillan of Austin, from any current or future risk of alleged personal-injury-crimes perpetrators and alleged sex crimes perpetrators and alleged home-invasion crimes perpetrators allegedly victimizing me during my sleeping hours as I lie alone, asleep and unconscious and probably also snoring, in the bedroom of my bolt-locked current solo-occupancy rental-apartment unit?
I would also like to find out whether your Title V-funded Sexual Violence Prevention program at your state agency in Austin also provides funding and authorization for DNA-trace rape-evidence exams on a cited victim of alleged continuous and continuing sexual assault crimes allegedly being inflicted on that victim during periods in which he or she is held unconscious throughout each of the alleged sexual assaults?
If so, is your state agency in Austin also willing to request full 190-day or full 180-day retroactive DNA-tracing on cases of individuals (myself, for instance) who appear to have been victimized by alleged continuous daily and year-round sex crimes during their own sleeping hours inside their own rental apartment unit?
I am posing this second question to your state agency because the Austin Police Department has declined to officially authorize any DNA-trace rape-evidence exam on myself that I have requested, on any occasion in more than eight years.
This year, calendar year 2019, both the APD Sex Crimes Unit and the Austin SAFE Alliance non-profit group (which, in the latter case, holds apparent quasi-governmental authority in regard to who gets DNA-trace rape-evidence exams in Austin) have denied each of my requests for a rape-evidence exam. I might add that two emergency room physicians in Austin have each this year chosen not to request a rape-evidence exam on myself that I had politely requested during that visit to their respective hospitals' emergency rooms.
I am always hopeful that Austin Police Chief Brian Manley will ask his APD Sex Crimes Unit to please authorize for me in 2019 my first-ever DNA-trace rape-evidence exam in more than eight years, with an emphasis on full retroactive DNA-traces processing for the most recent 190-day or 180-day period on that proposed new rape kit from myself.

Dear Federal Freedom of Information Act Administrators with the U.S. Government in Washington, D.C.,
I am hereby appealing in writing the alleged apparent failure by U.S. Congressman Lloyd Doggett, a Democrat, to send me any reply reply letter or any reply e-mail letter in response to my December 8, 2019-dated e-mail public-information request (last item below, LEGAL DOCUMENT "B") that was specifically addressed to himself.
I have repeatedly and politely over a multi-week period contacted the Austin office of Congressman Doggett ---- my current duly-elected current congressman representing me in the U.S. House of Representatives --- to inquire about the current status on my December 8, 2019, public-information request.
A female staff member of his in Austin, Texas, assured me on the telephone in mid-January 2020 that Congressman Doggett did, in fact, receive my public-information request, and that he would e-mail me his reply letter, she indicated to me.
In connection with this written appeal, I am also sending to you (first item, LEGAL DOCUMENT "A", directly below) a copy of January 17, 2020, follow-up correspondence of mine with Congressman Doggett that refers to a December 21, 2007, signed reply letter I received from Republican Congressman Michael McCaul of Westlake Hills, Texas, during a prior time period when I resided in McCaul's congressional district. LEGAL DOCUMENT "A" also contains the full exact text of my December 10, 2007, public-information request to Congressman McCaul.

Thank you for your December 21, 2007-dated and signed reply letter to my recent Federal Freedom of Information Act request----a reply letter on your behalf, addressed to myself at my cited residential address in Austin, that was signed by Kris Parker, Constituent Services Coordinator for yourself, who is based in Austin, Texas.
Your December 21-dated reply letter to myself states, and I quote verbatim from the second paragraph and third paragraph your three-paragraph reply letter: "The Freedom of Information Act applies only to agencies of the United States as defined therein. The Act specifically excludes Congress from its definition of an agency. See 5 U.S.C. 551a(1), 552(f). This exclusion is grounded in separation of powers concerns as well as Congress' constitutional immunities from outside questioning and interference. Accordingly, the Congressman is not subject to the Act and must decline to produce the information you requested.

(2) Are you aware that Congressman Lloyd Doggett of the Austin area and United States Senator Edward Kennedy of Massachusetts have each sent me respective reply letters in recent years in response to separate Federal Freedom of Information requests of mine, and that each of those respective members of Congress stated to me in their reply letter to myself that they have no documents responsive to my Federal Freedom of Information request, and that neither of those two respective members of the U.S. Congress cited any exemption from the law on their part in their response to my public-information request.

---Does Congressman McCaul have any evidence indicating any intrusive or manipulative involvement in my own life or life circumstances by any media company, civic group, religious group, educational institution, government agency, business entity, or any other entity of any type?
----Does Congressman McCaul have any evidence indicating that I myself have been subjected to any anonymous communications, any fraudulent communications, or any obscene verbalized communications in any context impinging on my own privacy rights?
----Has Congressman McCaul had any communications with the Travis County District Attorney's Office in Austin, Texas, in regard to the "John McMillan" criminal-law file that was officially established by paralegal Norma Hilbig of that DA's Office's Strategic Prosecution Division in January of 2006, with Ms. Hilbig emphasizing to myself over the telephone in 2006 that that very same criminal-law file would be used for my own benefit, and would be consulted by Travis County District Attorney Ronald Earle in Austin in the event that any person ever at any future time allegedly commits a felony crime in any context victimizing myself, John Kevin McMillan of Austin.
----Does Congressman McCaul concur with the emphatically stated view of a State Bar of Texas member, University of Texas at Austin Law School Alumnus John F. Campbell of Campbell & Morgan Law Firm, who stated to me one day in the late 1990s during an in-person consultation I had with Mr. Campbell inside his downtown Austin law firm during a period in which his legal services were paid in part by the Westlake Hills-based Texas Legal Protection Plan legal-aid service in which I have been a dues-paying member ever since 1997, that "if there is indeed an ongoing verbal harassment of yourself (John K. McMillan of Austin) somehow occurring in Austin these days, such as might occur from the use of sophisticated electronic or media technology, that would comprise adequate proof for myself, attorney John F. Campbell, that someone is trying to kill (sic) you (sic), John (sic)!" (approximate quote), attorney John F. Campbell suddenly declared to myself with emphasis as he sat across from me at a conference table during a two-person meeting we had that day inside his law firm office.
----Does Congressman McCaul agree with my own emphatic view, and with the view as well of an ear nose and throat specialist in northwest Austin, Dr. David Tobey, whom I consulted a few years ago about the matter, that persistent and year-round noise pollution in Austin, Texas, ever since I moved back to Austin in mid-March of 1997, most recently, has been significantly injurious to my own medical health, including to my own hearing capacity, in particular.
---Does Congressman McCaul have any reason to believe that any government-owned institution or any government agency at any level of government, possibly including at the federal level, may possibly have wronged myself, John K. McMillan, in any noteworthy manner at any time?

I myself do not have any criminal-conviction record, as I'm very sure you also know.
I mention this partly because you and I are each very honorable alumni of Stephen F. Austin High School of Austin Independent School District, and I'm sure you take great pride in honorable law-abiding conduct by as many Austin High alumni as possible, including myself.
Congressman Doggett, I would appreciate your answering a public-policy-related question from me:
Are you aware of any current involvement by any federal agency or federally-owned institution in any aspect of my own current living conditions during my sleeping hours per se inside my current solo-occupancy bolt-locked efficiency rental-apartment unit at Pebble Creek Apartments in Austin, Texas?
If your answer to the above question is "no", my polite follow-up question to you is:
Do you know of any way in which the federal government can help to protect my own privacy rights and my full freedom from sexual or physical contact of any type by anyone during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my current bolt-locked efficiency apartment unit in north Austin?
I myself strongly support the sanctity of sleep---restful and revitalizing and rejuvenating and healthful sleep--- for any and all constituents of yours, including myself.
I was reminded to respectfully pose the above question to you after I received the following apparent invitation (below) from the U.S. Department of Health and Human Services federal agency to myself contact their telephone hotline service in order to myself file a complaint through that federal agency that they would then have the legal authority to apparently investigate.

Dear Title V Administrator of the federally-funded "Sexual Violence Prevention" program at the Texas Department of State Health Services state agency in Austin,
I appreciate having read this week for the first time (see above link to your official webpage) about the life-saving federally-funded program you offer for prevention of sexual violence in Texas.
I myself am 62 years old at present, and I am a longtime celibate-by-choice, single-by-choice, permanently-drinking-alcohol-free, permanently-illicit-drug-free, lifelong-tobacco-free, dependably civil and law-abiding and honest Anglo adult gentleman of English, Scottish, and German ancestry. I am gainfully employed in the restaurant industry here in Austin.
Is there any context in which the Sexual Violence Prevention program that your state agency provides Texans can also offer full and year-round protection for myself, John Kevin McMillan of Austin, from any current or future risk of alleged personal-injury-crimes perpetrators and alleged sex crimes perpetrators and alleged home-invasion crimes perpetrators allegedly victimizing me during my sleeping hours as I lie alone, asleep and unconscious and probably also snoring, in the bedroom of my bolt-locked current solo-occupancy rental-apartment unit?
I would also like to find out whether your Title V-funded Sexual Violence Prevention program at your state agency in Austin also provides funding and authorization for DNA-trace rape-evidence exams on a cited victim of alleged continuous and continuing sexual assault crimes allegedly being inflicted on that victim during periods in which he or she is held unconscious throughout each of the alleged sexual assaults?
If so, is your state agency in Austin also willing to request full 190-day or full 180-day retroactive DNA-tracing on cases of individuals (myself, for instance) who appear to have been victimized by alleged continuous daily and year-round sex crimes during their own sleeping hours inside their own rental apartment unit?
I am posing this second question to your state agency because the Austin Police Department has declined to officially authorize any DNA-trace rape-evidence exam on myself that I have requested, on any occasion in more than eight years.
This year, calendar year 2019, both the APD Sex Crimes Unit and the Austin SAFE Alliance non-profit group (which, in the latter case, holds apparent quasi-governmental authority in regard to who gets DNA-trace rape-evidence exams in Austin) have denied each of my requests for a rape-evidence exam. I might add that two emergency room physicians in Austin have each this year chosen not to request a rape-evidence exam on myself that I had politely requested during that visit to their respective hospitals' emergency rooms.
I am always hopeful that Austin Police Chief Brian Manley will ask his APD Sex Crimes Unit to please authorize for me in 2019 my first-ever DNA-trace rape-evidence exam in more than eight years, with an emphasis on full retroactive DNA-traces processing for the most recent 190-day or 180-day period on that proposed new rape kit from myself.

Congressman Doggett, do you support safe housing conditions, including safe sleeping conditions, for myself on a 24-hour-a-day and year-round basis for me inside my current bolt-locked apartment unit in Austin, Texas---an efficiency apartment, I wish to politely emphasize, where NO ONE but me is ever authorized to be anywhere inside my bolt-locked rental unit at any time between the hours of midnight and 9 a.m., in particular.
