IF I WERE THE CHIEF EDITOR FOR A DAILY NEWSPAPER, I WOULD INSIST ON ESTABLISHING A 'RECYCLING NEWS' BEAT TO WHICH A FIRST-RATE REPORTER ON MY STAFF WAS ASSIGNED TO COVER THAT BEAT FULL-TIME
