Subject: Fw: Case # 195342: Fw: TSB-1576 [EXT] Fw: 5-5-21 FYI: Anti-Crime Fusion Centers for only three U.S. states---ND, Ohio, TN---have each sent me an individualized reply letter

May 8, 2021

Dear Honorable Texas Governor Greg Abbott,

I apologize for yet another factual correction I have to make to the text of my two-part letter addressed to you for which I sent you the first portion this morning and and the second portion this evening. This is now a three-part letter to yourself, and I greatly appreciate your kind patience and understanding on that.

The additional correction I need to make is to the following paragraph of my two-part letter addressed to yourself.

Governor Abbott, I  have deleted the term "current or" that had originally preceded the phrase "former 'housemate' of mine", with the text of that phrase now being worded by me as: "or any former 'housemate' of mine":
"I also wish to emphasize that I have NEVER once permitted any neighbor of mine at Pebble Creek Apartments, a large gated-community complex where I live at 8805 North Plaza Drive in Austin, or any current or former coworker of mine or any current or former relative of mine, or any former 'roommate' or any former 'housemate' of mine, to enter my current apartment unit, Apt. 2418, at any time since I moved into this unit in Building 17 on June 21, 2019."

I am a lifelong-single gentleman and I have always lived alone inside my current apartment unit in northeast Austin ever since the day I moved into my current solo-occupancy efficiency rental-housing unit at the gated-community Pebble Creek Apartments on June 21, 2019.

Governor Abbott, I feel very sure that a representative for the polite apartment-management team at this apartment complex where I currently reside will be willing to confirm for you in writing, with my permission on that disclosure to you hereby being offered, that in the entire two-year period ever since I moved into my current  solo-occupancy rental-housing unit on June 21, 2019, no one but me has ever been directly authorized by the management team here at Pebble Creek Apartments, or by the owner of this apartment complex, to himself or herself or themselves ever be physically present anywhere inside any portion of the interior of my current always-bolt-locked rental-apartment unit on any occasion or at any time during the nighttime hours after 9 p.m. or on any occasion or at any time during the early-morning hours before 8 a.m.

Please do not hesitate to write to me or call me, Governor Abbott, if you have any questions of your own that you would like to pose to me at this time.

Sincerely and Best Wishes,
John Kevin McMillan, current criminal-law complainant and self-identified single adult longtime-celibate-by-choice white Anglo-Saxon currently-64-year-old male crime victim in Austin Police Department Alleged-Home-Invasion-Crimes-and-Alleged-Sex Crimes Case Number 21-0830533---a new crime case that was generated by APD at my polite request during a one-to-one interview I had with APD Officer Mark Bozyk (APD Badge Number 8504) inside the St. David's Medical Center emergency room in central Austin on the morning of March 24, 2021.

May 8, 2021

Dear Texas Governor Greg Abbott,

Thank you for your kind willingness to review the follow-up e-mail letter of criminal-law complaint from myself that I wrote and sent to you this morning.

I need to make a few corrections and clarifications to the text of that e-mail letter, which I wrote and sent to you under major time constraints early this morning as I prepared for a workshift of mine that began for me this morning inside one of my three corporate-owned chain-restaurant workplaces in north Austin.

I need to mention with polite emphasis that I myself am a lifelong single person, I have never been married, and I am an adult white gentleman, age 64. I believe that I am officially classified by the U.S. Bureau of the Census as a single adult Anglo non-Hispanic gentleman.

During any and all of my own periods of residence anywhere in Texas, including most recently ever since mid-March 1997 in which I've resided in Austin on a continuous and uninterrupted basis, I myself have never at any time stated  to any non-Anglo person that I agreed to have any type of sexual contact or any type of intimate physical contact with that non-Anglo person or any other non-Anglo person. Nor have I ever had any such sexual contact or intimate physical contact anywhere in Texas with any non-Anglo person at any time in my entire life.

I hereby insist on my legal right to myself press criminal-law charges against any and all non-Anglo persons (or any Anglo persons, for that matter), who ever at any time allegedly committed any home-invasion-crime or any sex crime or any personal injury crime that victimized me or who allegedly verbally harassed me or who allegedly violated my privacy rights in Austin, such as by spying on me, in flagrant violation of the state or federal penal code.

Governor Abbott, I am very alarmed by frequent anonymous rumors I have been subjected to in Austin, Texas, which stated that one or more law-enforcement agencies or government officials in Austin, Texas, have possibly cited fear of racially-motivated retaliation or racially-motivated rioting against themselves if they were to fully and professionally investigate, and assist in full criminal-law prosecution of, the alleged daily-and-year-round-and-multi-year home-invasion-crimes-and-trespassing-crimes-and-sex-crimes-and-personal-injury-crimes allegedly victimizing me during my sleeping hours as I lay alone or lie alone on my own bed, asleep and unconscious and possibly snoring, inside my bolt-locked current solo-occupancy current efficiency apartment unit in Austin, Texas.

The type of full and thorough and fully professional crime investigation to which I refer would include full 190-day (or longer, is possible) retroactive processing of the two rape-evidence kits from me from 2011 that the Austin Police Department here in this state-capital city already has in its possession. No such full 190-day retroactive processing of either rape-evidence kit from me from 2011 has ever taken place. Since I myself have been completely celibate ever since and including the day I moved to north Austin in August 2001, any DNA matches to any human being other than myself resulting from full retroactive DNA-traces processing of each of those two rape kits from me are very compelling crime evidence in a court of law that I was in fact sexually assaulted or victimized by illegal assault by physical contact by that individual during my sleeping hours as I lay alone on my own bed inside my locked apartment unit in Austin.

The two rape kits from me that APD already has and is reportedly storing are for APD Sex Crimes Case 11-1180447 (generated by APD on April 28, 2011) and for APD Sex Crimes Case 11-3550615 (generated by APD on December 21, 2011, with the actual forensic DNA-swabs medical exam on me having occurred in the early-morning hours of December 22, 2011, inside the St. David's Medical Center ER in central Austin, after I successfully completed a pre-scheduled workshift of mine for myself on December 21, 2011, as a waiter at a Luby's corporate-owned cafeteria in far northwest Austin, and then with prior permission from APD Officer Guzman (APD Badge Number 4611), who had politely provided me with an APD case number for that case on December 21, I traveled directly from my Luby's-chain restaurant workplace to the St. David's hospital ER for the forensic anal-rape exam on myself by a female forensic nurse. Luby's cafeterias were headquartered in Houston, Texas.)

I am the ONLY tenant and ONLY approved occupant cited in each of the two total respective official signed 12-month lease agreements for Apartment 2418 of Building 17 at Pebble Creek Apartments, 8805 North Plaza Drive in Austin, that have been applicable for me on a continuous and uninterrupted basis ever since the day I moved into my current efficiency unit here on June 21, 2019. Each of those official lease agreements for Apt. 2418 here at this complex have been signed both by myself and by a polite member of the management team here at Pebble Creek Apartments in northeast Austin.

Also, please note that I have also inserted the last name of "Costello" in bold-faced type into the following sentence of the final paragraph in the letter I had sent you this morning---both directly below here and in the text of the full letter to you directly below:
"First-rate APD Sex Crimes Unit Detective William Costello is the polite crime detective assigned to that crime case. Detective Costello has recently informed me on the telephone that if I am able to provide him with video or photo-evidence documentation of an alleged home-invasion-crimes perpetrator or alleged trespasser inside my current bolt-locked apartment unit during my sleeping hours, Detective Costello will in that future scenario be willing to authorize a forensic-medical evidence DNA-traces medical exam on myself. "

Governor Abbott, I would also like to take this opportunity to politely ask you to please request that the Texas Legislature approve a new state law automatically classifying any and all inter-racial home-invasion-crimes and any and all inter-racial sexual assaults and any and all inter-racial assaults-by-physical contact and any and all inter-racial personal-injury-crimes in Texas as racially-motivated "hate crimes".

I strongly support that proposed revision to our state penal code. It will promulgate the very emphatic and very wise view of the Texas Legislature and State Government of Texas that any and all inter-racial home-invasion-crimes and any and all inter-racial sexual assaults or inter-racial physical assaults or inter-racial personal-injury-crimes in Texas---regardless of whether the alleged perpetrator or perpetrators are of African ancestry, American-Indian ancestry, Far East Asian ancestry, Asian Indian ancestry, Asian ancestry, Black Hispanic ancestry, Anglo Hispanic ancestry, Caribbean ancestry, Anglo non-Hispanic  ancestry, etc. ----are officially and automatically classified as unconscionable and outrageously heinous hate crimes.

Thank you again, Governor Abbott, for taking the time to review this two-part e-mail letter of criminal-law complaint from myself.

I will gladly and gratefully welcome any and all forensic DNA-traces medical exams on myself that you are willing to authorize for me in your capacity as our state's very powerful Chief Executive Officer presiding over the the Office of the Governor Child Sex-Trafficking Crime-Fighting Team here in Austin and other types of criminal investigations. Those criminal investigations, I assume, might also include investigations of any crimes that occur in the context of current or planned future movie-making productions in Texas. I mention this possible legal jurisdiction and leadership role you might have in the latter context since it is my assumption that your Office of the Governor of Texas has some possible legal control over the conduct of actors and "participants" in and directors and producers of professional film-making projects that are pursued in Texas, along with the content of those productions. I assume, for instance, that your Office of the Governor makes every effort to ensure that no movie-making production occurring anywhere in Texas might ever inflict any form of permanent bodily injury on any actor or "participant" in those productions, and that any and all "participants" in those movie productions in Texas are given every opportunity to state in writing in advance in a signed legal contract whether they agree to appear in or have an involvement in any such movie production occurring in Texas. I might add that any hypothetical bodily injury to an actor or participant that might ever occur in those "movie-making" productions in Texas would comprise a possible massive legal liability for the State Government of Texas, since it might imply that some form of "possible snuff movie" or "near-fatal movie" or "medically injurious" movie production in our state were somehow being "endorsed" or "sponsored" or "permitted" or "financed in part" or allegedly "perpetrated" by our state government in Austin.

I myself am neither an "entertainer" nor an "actor", as I'm sure you are very aware, and I am in fact a conscientious private citizen.
My own career pursuits in Texas include my former role as a full-time newspaper reporter and former full-time employee here in Austin of the Texas Department of Public Safety state-law-enforcement agency, the Texas Department of Criminal Justice state agency, and the Board of Pardons and Paroles state agency. I have frequently observed in Austin, Texas, that numerous residents of Austin over a multi-decade period have stated within earshot of me in public places in Austin that they regarded me as being a "Fascist". Fascism involves infliction of terrifying physical violence on others. I would like to point out that I myself am among the most consistently civil and law-abiding and NON-violent of all of the single adult men of Austin.

The Austinites who over a recent multi-decade period have labeled me as "Fascist!" were apparently conveying their disapproval of my own strong support for law-enforcement and my own year-round public-safety-minded vigilance and my year-round dedication to providing law-enforcement agencies in Austin with reports of possibly suspicious and possibly illegal activities allegedly occurring in Austin. I also believe that many of the Austinites who have labeled me as "Fascist" did not like the fact that I am very opposed to legalization of marijuana or so-called "medical marijuana", though I acknowledge that state law in Texas currently permits consumption of  "medical" marijuana in certain specified contexts that involve official permission from a government agency in Texas, from what I understand. I might add that many Austinites have apparently labeled me as "Fascist" because they dislike my drinking-alcohol-free and tobacco-free lifestyle and accompanying fully-independent new religion, the politely non-Christian "Progressive Prohibitionist Religion" Honor Society with very stringent membership-eligibility requirements--a new religion that promotes alcohol-free and tobacco-free lifestyles.

I hope to hear from you soon, Governor Abbott.

Sincerely and Best Wishes,
John Kevin McMillan, a dependably civil and law-abiding and very honest, permanently-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), lifelong-tobacco-free, lifelong-tattoo-less, clean-talking (no profanity by me in my everyday conversations with others), anti-sadomasochistic and non-sadomasochistic, single adult male criminal-law complainant and current constituent of yours in Austin, Texas.
I might add that I myself do not have any criminal-conviction record. In fact, I take great pride in being very crime-prevention-minded and public-safety-minded through frequent and year-round 311 calls and 911 calls I make to the Austin Police Department and the City Government of Austin's 311 telephone information and referral service.
My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019:
Pebble Creek Apartments (a Belco Equities-affiliated, large gated-community complex where the vast majority of the tenants and residents here whom I happen to observe when I am walking outdoors toward or from the front gate of our complex are individuals who appear to politely speak Spanish fluently or, in some cases, politely speak another foreign language fluently), 8805 North Plaza Drive, Building 17 (northeastern corner of complex), Apt. 2418, Austin, TX 78753.

May 8, 2021

Dear Texas Governor Greg Abbott,

I would like to politely call your attention (below) to the apparently greater interest in myself and my legal rights and human rights that the Governor of Utah has consistently conveyed to me through reply letters indicating that the Utah Governor is willing to provide me with constituent services. It seems possible, Mr. Governor, that the very distinguished and very honorable Governor of Utah has a higher estimation of me as a human being than you yourself have.

I hope very much that you as a presumably honorable attorney member of the State Bar of Texas and as a former Attorney General of Texas who received numerous criminal-law complaints from me relating to alleged home-invasion-crimes and alleged anal-rape-crimes victimizing me during sleeping hours in Austin, are aware of the possibility that the Governor of Utah will do more than you have done (or not done) to help me keep anyone and everyone away from the interior of my bolt-locked solo-occupancy efficiency apartment unit during my sleeping hours. I live alone, as I have repeatedly informed you, and I DO NOT permit  and have never at any time permitted anyone but on-duty Austin Police Department officers or, on one total occasion that occurred several months ago, on-duty Austin-Travis County Emergency Medical Services staff members responding to a phone call of mine about my having vomited repeatedly inside my current solo-occupancy apartment unit, to enter my current apartment unit at nighttime. I have lived alone in my current unit ever since June 21, 2019.

I also wish to emphasize that I have NEVER once permitted any neighbor of mine at Pebble Creek Apartments, a large gated-community complex where I live at 8805 North Plaza Drive in Austin, or any current or former coworker of mine or any current or former relative of mine, or any former "roommate" or current or former "housemate" of mine, to enter my current apartment unit, Apt. 2418, at any time since I moved into this unit in Building 17 on June 21, 2019.

I am a longtime celibate white Anglo-Saxon gentleman (including ever since the day I moved to north Austin in August 2001),  I always sleep alone on my own bed inside my locked apartment unit, and I myself DO NOT agree to ever myself "participate" in or ever myself "be subjected to" any form of inter-racial sexual contact with myself. I take great pride in my northern European heritage as a polite dependably civil and law-abiding and vigilant law-enforcement-minded white gentleman of English, Scottish, and German ancestry.

Governor Abbott, I need to politely emphasize to you that I will not hesitate about myself pressing criminal-charges through the Austin Police Department or the Texas Rangers or the Federal Bureau of Investigation or the U.S. Department of Justice against any person or group of persons, regardless of whether they are current or former "relatives" of mine or current or former government officials or current or former law-enforcement officers, for that matter, who are ever determined at any time to have had any involvement of any type, whether as allegedly secretive financiers of or participants in conspiracy to commit, or as alleged perpetrators of, alleged home-invasion crimes or sex-crimes or personal-injury crimes or alleged continuous and medically-injurious noise pollution-infliction crimes victimizing me or through other illegal activities victimizing me in any alleged violations of my own legal rights or through alleged possible obstruction of justice in Texas that has allegedly victimized me in Texas.

Sincerely and Best Wishes,
John Kevin McMillan, a law-abiding current constituent of yours who is also myself a very honest and very honorable always-sober gainfully-employed criminal-law complainant in Austin Police Department Alleged Home-Invasion-Crimes-and-Sex-Crimes Case Number 21-0830533. First-rate APD Sex Crimes Unit Detective William Costello is the polite crime detective assigned to that crime case. I have repeatedly stated to the APD Sex Crimes Unit that since this is an alleged continuous-and-continuing-daily-and-year-round-and-multi-year home-invasion-crimes-and-sex-crimes case in which I am the cited victim and criminal-law complainant, full 190-day retroactive processing of any and all DNA-swabs evidence obtained from a rape-evidence exam on me (and on the previous two rape-kits from me from 2011 that APD has not yet pursued full 190-day retroactive DNA-traces processing of) will be urgently needed in order to identify the dozens or hundreds or thousands of crime suspects, regardless of their racial identity or ethnic identity or nation of birth or nation of citizenship, who are then accused of having committed alleged sexual assault of myself during my sleeping hours as I lie alone on my own bed (I snore or possibly snore during my sleep), or of accused assault by physical contact victimizing me during my sleeping hours.
