Dear Noble Cap Metro Public Transit Service Representatives in Austin, Texas,
Best Wishes to each of you and your hard-working and courageous colleagues in the New Year.
I was repeatedly disappointed to note a problem I encountered in 2020 when I called 911 or 311 from a Cap Metro bus stop to report a suspicious incident or a possible public-safety issue in Austin.
If I cited for my location information the posted Cap Metro bus stop identification number where I was standing, the 911 dispatcher and 311 staff member replied that he or she did not have access in their computer system to a street address for the Cap Metro bus stop identification number I had directly cited to them.
This indicates to me, and I find this gap in coordination very alarming, that there has not yet been any comprehensive computer-records sharing of location-identification information between Cap Metro and the City of Austin's 311 and 911 telephone services.
Even if I told 911 or 311 that I was situated at the North Lamar Transit Center--a well-known public landmark in north Austin----my recollection is that the 911 or 311 dispatcher would still ask me to cite the exact street address where I was located. They apparently indicated to me, if I remember correctly, that the "North Lamar Transit Center" name per se did not immediately provide them with the street address they needed.
I don't know of any Cap Metro bus stop in the Austin area where the specific street address for that bus stop is posted by Cap Metro, with the exception of the North Lamar Transit Center near Research Boulevard. If I remember correctly, that major bus stop for Cap Metro does offer its specific street address somewhere in their posted-information display.
All of this explains why potentially disastrous and fatally-injurious delays can occur in responding to a possible crisis when a resident of or visitor to Central Texas attempts to call 911 or 311 from a Cap Metro bus stop to submit a tentative crime tip or public-safety report to the Austin Police Department, Austin-Travis County Emergency Medical Services, the Austin Fire Department, or the Travis County Sheriff's Office.
I am writing this letter to each of you Cap Metro officials to respectfully ask that you please provide Austin 911 and Austin 311 staff members' online computer system records with fully-up-to-date and regularly-updated (when applicable) street location information for each and every Cap Metro bus stop in the Austin area.
I am also writing this letter to ask that Cap Metro please post an easy-to-read exact street address that glows in the dark and is provided immediately below the Bus Stop Identification Number for each and every Cap Metro bus stop in the Greater Austin area.
Incidentally, I would also like to ask that Cap Metro please make sure that all bus stop ID numbers posted at Cap Metro bus stops always glow in the dark (no lighting is currently provided at many of the Cap Metro bus stops at nighttime.)
Also, please make sure that the braille version of each and every Cap Metro bus stop ID is provided at each and every Cap Metro bus stop. That braille version at each and every bus stop can be a life-saver for visually impaired Cap Metro passengers.
I hope this brainstorming letter is helpful to Cap Metro and to the courageous staff members at Austin 311 telephone information and referral service and the Austin 911 emergency phone line in this state-capital city for Texas.
