 Dear Williamson County District Attorney's Office Public Information Coordinator Chapman,

I am hereby withdrawing the January 4, 2021, public-information request of mine that I had directly sent specifically to you yourself for the first time on January 5, 2021. Please disregard that earlier version of my 2021 public-information request to your DA's Office in Georgetown, Texas.

For the sake of simplification and clarity of communication, and in order to expand the time frame on my 2021 public-information request to your DA's Office in Georgetown, I am hereby submitting to you a revised and updated version of that public information request that I am re-dating for today:

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all telephone records and e-mail communications or other written communications that were authored, generated, produced, received, forwarded, sent, or mailed by District Attorney Shawn Dick, yourself, or any other official or staff member in your Williamson County District Attorney's Office at any time between 9 a.m. January 1, 2017, and 11:30 a.m. January 19, 2021, that each directly refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

Excluded from the scope of this public-information request are any and all e-mail letters that were directly sent to your DA's office by myself.

 I was reminded to submit this public-information request after recently noting that DA Dick's immediate predecessor, Williamson County DA Jana Duty, on March 18, 2015, personally wrote and directly sent to me the following initial reply to a polite public-information request-related follow-up note I had e-mailed to Ms. Duty at her official Williamson County DA's Office e-mail address:

 I am so sorry Mr. McMillan. I have been preparing for a Capital Murder trial that starts on Monday, March 30th and I've been so focused that I let your request get past me. I'm in San Antonio today visiting my best friend who's dying from ovarian cancer. As soon as I get into the office tomorrow I will send you what I have. As far as I know, I only have the e-mails from you. I have never responded to them and I have never forwarded them to anyone. I will get right on it when I get back to the office. I'm sorry  for the oversight. Jana

Ms. Chapman, this revised and updated public-information request today was also prompted in part by very surprising news I received in 2017 during Williamson County DA Shawn Dick's first year in his current position as chief prosecuting attorney for your Central Texas county. That very surprising news for me was that a Jewish religious group in the very same city where your DA's office is situated --- Georgetown, Texas --- had rejected me in writing.

 The text of the April 28, 2017, rejection letter I received from Ellen Silverman, Co-President of the Havurah Shalom unaffiliated Jewish religious congregation at 1530 Sun City Boulevard, Georgetown, TX, 78633 (office phone number 512-591-7000), along with the e-mail letter Ms. Silverman had received from me about six minutes before she sent her rejection note to me, are as follows:

Subject: Fw: City Attorney's 'assertions' re: 12-22-11 rape kit prompt questions from OAG

A respectful FYI to each of you on the following, which contains (last item, below), the verbatim exact recorded transcript of an April 26, 2017, voice mail message left on my AT&T private home phone line by Assistant Attorney General of Texas Joseph Behnke of the Austin area.

The recorded message from Mr. Behnke is in regard to the alleged failure by the City Attorney of Austin to respond adequately and in a timely manner to an official legal letter from Mr. Behnke on my behalf, which requested copies of actual documents from the City that directly refer to the reported APD Sex Crimes Unit's shipment of, and the current processing site for, the Dec. 22, 2011, doctor-ordered forensic rape-evidence kit for APD Sex Crimes Case 11-3550615 (with myself the cited victim as well as the longtime celibate and permanently alcohol-free and gainfully employed and law-abiding single adult white male complainant) that is reportedly being stored or processed at a private DNA lab in Salt Lake City, Utah.

 Please do not hesitate to call me or write to me if you have any questions about this very alarming legal-liability issue currently facing the City Government of Austin in this capital city of Texas.

 Sincerely and Best Wishes,

John Kevin McMillan, a former full-time newspaper reporter in Texas and other states, and currently a resident of Austin proper on a continuous basis ever since mid-March 1997.My home phone: (512) 342-2295.My home address: Village Oaks Apartments (a northwest-Austin apartment complex reportedly owned and managed by a for-profit corporation, Northland, that is itself headquartered in Newton, Massachusetts), 10926 Jollyville Road, Building 9, Apartment 902, Austin, TX 78759.

Ms. Chapman, I would also like to offer you the following factual information about myself that might be helpful to you as you attempt to locate legal documents on file at your DA's Office that are responsive to this January 19, 2021, public-information request from myself:

 My legal name is John Kevin McMillan. I was born at Lincoln, Nebraska, on April 27, 1957.

 I myself do not have any criminal-conviction record, as I'm sure that your DA's Office in Georgetown is already very aware.

 My primary personal e-mail address of "mcmillanj@att.net" and my primary personal phone number of "512-342-2295" have remained the same for many years. Ever since August 2019, I have also owned and used a personal cell phone I purchased through AT&T that has the cell phone number assigned to me by AT&T of (512) 993-7305.

 I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District in Austin, Texas. I am an alumnus of The University of Texas at Austin and The University of Minnesota Graduate School of Journalism and Mass Communications in Minneapolis, respectively.

In the period ever since January 1, 2015, I have resided at the following locations, listed chronologically from oldest address for me to most recent address:
---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759;
---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759;
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759;
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753; and
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or that support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion,  that self-identified Catholic man stated.  In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

 Around the turn of the century, one former Austin-area resident and self-identified older brother  of mine from my childhood family in Westlake Hills, Texas, Dr. Michael Kim McMillan, declared to me in person with indignation and revulsion in his tone of voice and facial expression in a conversation I had with him outdoors near UT-Austin's main campus that occurred during a brief visit of his to the Austin area from out of state: "The 'Heaven on Earth' religion you've (John Kevin McMillan of Austin) established has inflicted Hell on this entire planet!"

John Kevin McMillan
