I live alone in my apartment, and I NEVER permit anyone ---- with the ONLY exceptions having been on-duty Austin Police Department officers (obtaining photo-images crime evidence from me or interviewing me in response to a crime report from me or visiting my apartment unit to obtain lost-and-found-items from me that I had discovered outdoors) and, one one total occasion ever since my move-in date of June 21, 2019, on-duty medical staff members for the Austin-Travis County Emergency Medical Services team shortly after I vomited repeatedly inside my unit ---- to enter my current double-bolt-locked unit at nighttime.
My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019:

Dear Mr. President,
Congratulations on your phenomenally first-rate style as our nation's wonderfully incisive and courageous new Chief of State! Each succeeding day of your presidency brings the great news from you that you are diligently addressing public-policy-related crises in our nation in a very prompt and wise manner.
Mr. President, this is a courtesy reminder note to yourself. I continue to await a reply letter from you at your earliest convenience on the following (farther below) online question and accompanying comments that I respectfully posed to you online at 2:11 p.m. Central Time on the day of your Inauguration (Wednesday, Presidential Inauguration Day, January 20, 2021) at your official U.S. Government White House website.
I would also like to take this opportunity today to respectfully ask you whether you as our first-rate new U.S. President have the legal authority to yourself directly and personally order from The White House a comprehensive new January 2021 or February 2021 comprehensive DNA-swabs forensic medical-evidence sexual-assault exam on me by a first-rate certified forensic nurse.
The proposed new forensic medical-evidence DNA-swabs sexual-assault exam for me that I am requesting could be performed on me in Austin, Texas, or, if you prefer, in the Washington, D.C. area or in Minnesota or Nebraska or in the greater Boston area of Massachusetts or in Central Massachusetts or Delaware or Pennsylvania or New York City, New York, for instance.
I am referring to a new forensic rape-evidence medical exam on me that will be accompanied by full 190-day-or-longer retroactive DNA-traces processing of any and all DNA swabs and all other DNA-traceable items in the new rape-evidence kit to be obtained from myself. I have been completely celibate ever since and including the day I moved into my current double-bolt-locked apartment unit; any retroactive or current forensic medical-exam DNA trace to anyone other than me is very strong crime evidence that I was sexually-assaulted by that individual.
That new rape-evidence kit from me that I am requesting, with your kind help on that, will be the first-ever rape-evidence kit from me in 10 years that any government agency or law-enforcement agency or medical-services provider has been willing to authorize for me.
The Austin Police Department Sex Crimes Unit continues to store two rape-evidence kits from me from 2011---two rape-evidence kits, I might add, that apparently have never been retroactively processed by that APD unit for DNA-trace evidence from full maximum possible applicable 190-day retroactive-processing time period that extended backward to 2010 or earlier in 2011, respectively.
Mr. President, below is the full text of the online statement to you I addressed and submitted directly to you at your official White House website after your Inauguration on January 20, 2021, with one total clarification added by me below through my subsequent insertion of the word "than", sandwiched between parentheses, into the third paragraph below:
"Are you willing to ask your FBI director today to authorize an immediate and comprehensive DNA-traces forensic medical exam on me ASAP that obtains forensic swabs of my anal cavity, behind, groin area, mouth, hips, legs, etc.?
"Full and comprehensive 190-day-or-longer retroactive DNA-traces processing of that entire FBI-obtained rape-evidence kit from me will be a life-saver for me. I can then press criminal-law charges through the FBI or Homeland Security or, at the state/local level, the Austin Police Department, Texas Rangers of the Texas Department of Public Safety state agency, Travis County Sheriff's Office, Travis County DA, State Comptroller's Office Criminal Investigations Division, Attorney General of Texas, or the Office of the Governor of Texas.
"I am a longtime celibate (including ever since I moved to N. Austin in Aug. 2001), permanently-drinking-alcohol-free, polite, clean-talking, single adult white gentleman. ANY DNA trace to anyone other (than) me is virtual proof in a courtroom that that person raped me during my sleep.
"I seek to press criminal-law charges against any and all perpetrators of alleged home-invasion-crimes, hate crimes, personal-injury-crimes, sleep-harassment-crimes, pain-infliction crimes, thought-control-project-infliction crimes, 'deprogramming services'-related crimes, and alleged felony sex crimes involving organized-crime activities that have allegedly victimized me during my sleeping hours on a daily and year-round and multi-year basis as I lie ALONE on my own bed, asleep and unconscious, inside my current double-bolt-locked solo-occupancy efficiency apartment unit in NE Austin.
"I suspect that many of the alleged perpetrators are foreign citizens and may possibly be supported or employed by a foreign government. Russia is the foreign nation where readership of my blogs about my being a self-identified continuous-home-invasion-crimes rape victim during my sleeping hours has been the highest."

FYI to each of you very honorable government officials and law-enforcement officers on the most recent update from this week, final item below, in regard to my longstanding Open Records complaint against the Texas Department of Public Safety Office of General Counsel here in Austin that I filed on or about October 1, 2020, through the Attorney General of Texas Open Records Division in Austin. I myself am a former full-time employee of the Texas DPS state law-enforcement agency here in Austin. Details about this case are provided directly below:
In late November of 2020, the Texas Department of Public Safety state law-enforcement agency's Office of General Counsel in Austin was officially notified in writing (below) by the Attorney General of Texas about that DPS office's alleged failure to reply in writing to either of two specifically cited separate Open Records requests of mine in 2020.
I had written and emailed those two public-information requests to the officially-designated Texas DPS Open Records Coordinator---a staff member in the DPS Office of General Counsel---on August 13, 2020, and February 21, 2020, respectively.
The Attorney General of Texas has specifically informed me this week (see final item, below) that it has combined my two separate Open Records complaints against the Texas DPS Office of General Counsel into one total combined complaint and has assigned that complaint an ID number of 857196.
As of this Tuesday afternoon, January 26, 2021---two months after the late November of 2020, legal letter from the Attorney General to the DPS Office of General Counsel on this issue----the DPS Office of General Counsel still had not provided me with ANY document or
ANY final reply responsive to either of my two applicable Open Records requests from 2020.
My August 13, 2020, public-information information request to the Texas DPS officially-designated Open Records Coordinator in the DPS Office of General Counsel had stated:
"This is a Texas Open Records request in which I seek to obtain from your state-government law-enforcement agency in Austin a copy of any and all e-mail communications or reports referring to myself, John Kevin McMillan of Austin, at least once in any manner, and that were written, e-mailed, sent, mailed, received, or FAXed at any time since 12:01 a.m. April 28, 2011, by any certified peace officer or law-enforcement officer or administrator based at the Texas DPS Capitol Complex, Capitol Region Headquarters, with your Regional Director who directly supervises your Capitol Region Headquarters being one such applicable DPS administrative official.

My February 21, 2020, Open Records request to the designated public-information coordinator for the Texas DPS Office of General Counsel had stated:
"This is a Texas Open Records request in which I seek to obtain from you copies of 10 separate very recent photo images that I myself had e-mailed to your state-law enforcement agency's Texas Rangers Division during the multi-month (clarification in time frame) period from December 21, 2019 (correction on year), through the present, and that each appear to contain an image of someone other than myself apparently having been physically present inside the bedroom of my current solo-occupancy and always-bolt-locked and fully-secured efficiency apartment unit in north Austin...."

BELOW ARE DETAILS ABOUT THE LATE NOVEMBER 2020 LEGAL REMINDER LETTER THAT THE ATTORNEY GENERAL OF TEXAS SENT TO THE TEXAS DPS OFFICE OF GENERAL COUNSEL, WITH A CARBON-COPY HAVING BEEN MAILED TO ME BY THE ATTORNEY GENERAL'S OFFICE IN AUSTIN:
On Friday, November 27, 2020, I received in my apartment-unit mailbox U.S. Postal Service mail-delivery an official carbon-copy letter directly addressed to me that had been mailed to me at my current Pebble Creek Apartments mailbox address in northeast Austin by the Attorney General of Texas in Austin.
That carbon-copy was a two-page November 23, 2020-dated official legal letter from the Attorney General of Texas (OAG) to Texas Department of Public Safety state agency Assistant General Counsel Michele Freeland that specifically referred to me by name at the very end of that legal letter.
That legal letter on official OAG stationery cited the alleged failure by the Texas DPS state law-enforcement agency headquarters in north Austin to respond "appropriately" to a public-information request I myself had submitted to the DPS several months ago:

Dear Very Honorable Government Officials and Law-Enforcement Officials,
I would like to thank Texas Assistant Attorney General Jesse Harvey for making a polite return phone call to me at 12:04 p.m. Tuesday, January 26, 2021, in response to a recent voice-mail message I had left with the Attorney General's Office Open Government Hotline here in Austin.
In that return phone call to me yesterday, Assistant Attorney General Harvey stated that my two Open Records complaints from 2020 against the Texas Department of Public Safety state agency have been combined into one legal complaint by the Attorney General's Office.
That combined Open Records complaint from me---a legal complaint citing to the alleged failure of the Texas DPS state law-enforcement-agency to send me any reply letter in response to either of two separate Open Records requests I had written and e-mailed to the DPS on August 13, 2020, and February 21, 2020, respectively---is still classified as a currently-active complaint, Mr. Harvey stated.
The Open Records complaint identification number for that combined legal complaint of mine against the Texas DPS is "857196", Mr. Harvey said.
"It's an active complaint," Assistant Attorney General Harvey stated to me on the phone yesterday. "They're looking at it and they'll figure out what they need to do."
I neglected to ask Mr. Harvey whether the pronoun "they" contained in the word "they're" from his comment to me referred to the officially-designated Open Records Coordinator for the Texas DPS Office of General Counsel---the DPS office in Austin that is legally responsible for officially replying to Open Records requests to the DPS---or to the Open Records Division of the Texas Attorney General's Office.
I assumed during my phone conversation with Mr. Harvey that the "they" in his comment was referring to his Attorney General of Texas Open Records Division here in Austin. However, I have since considered the possibility Mr. Harvey may have been referring to the DPS Office of General Counsel here in Austin.

Dear Very Honorable Government Officials and Law-Enforcement Officials,
I would like to thank Texas Assistant Attorney General Jesse Harvey for making a polite return phone call to me at 12:04 p.m. Tuesday, January 26, 2021, in response to a recent voice-mail message I had left with the Attorney General's Office Open Government Hotline here in Austin.
In that return phone call to me yesterday, Assistant Attorney General Harvey stated that my two Open Records complaints from 2020 against the Texas Department of Public Safety state agency have been combined into one legal complaint by the Attorney General's Office.
That combined Open Records complaint from me---a legal complaint citing to the alleged failure of the Texas DPS state law-enforcement-agency to send me any reply letter in response to either of two separate Open Records requests I had written and e-mailed to the DPS on August 13, 2020, and February 21, 2020, respectively---is still classified as a currently-active complaint, Mr. Harvey stated.
The Open Records complaint identification number for that combined legal complaint of mine against the Texas DPS is "857196", Mr. Harvey said.
"It's an active complaint," Assistant Attorney General Harvey stated to me on the phone yesterday. "They're looking at it and they'll figure out what they need to do."
I neglected to ask Mr. Harvey whether the pronoun "they" contained in the word "they're" from his comment to me referred to the officially-designated Open Records Coordinator for the Texas DPS Office of General Counsel---the DPS office in Austin that is legally responsible for officially replying to Open Records requests to the DPS---or to the Open Records Division of the Texas Attorney General's Office.
I assumed during my phone conversation with Mr. Harvey that the "they" in his comment was referring to his Attorney General of Texas Open Records Division here in Austin. However, I have since considered the possibility Mr. Harvey may have been referring to the DPS Office of General Counsel here in Austin.

My August 13, 2020, public-information information request to the Texas DPS officially-designated Open Records Coordinator in the DPS Office of General Counsel had stated:

My February 21, 2020, Open Records request to the designated public-information coordinator for the DPS Office of General Counsel had stated:
"This is a Texas Open Records request in which I seek to obtain from you copies of 10 separate very recent photo images that I myself had e-mailed to your state-law enforcement agency's Texas Rangers Division during the multi-month (clarification in time frame) period from December 21, 2019 (correction on year), through the present, and that each appear to contain an image of someone other than myself apparently having been physically present inside the bedroom of my current solo-occupancy and always-bolt-locked and fully-secured efficiency apartment unit in north Austin...."

Do either of you state lawmakers who officially represent me in the Legislature believe that the Texas Legislature has done enough to protect me from continuous and medically-injurious anonymous and fraudulent communications violating my privacy rights in Austin and allegedly subjecting me to alleged continuous noise pollution determined by an ENT specialist to have been significantly harmful to my hearing capacity, and alleged assault by illegal physical contact, including during my sleeping hours as I lie alone on my own bed inside my solo-occupancy double-bolt-locked rental-apartment unit in northeast Austin?
I hope to hear from either of you as soon as possible on this very important public-policy issue and legal-liability issue for the State Government of Texas.

One Boston-area civil-rights attorney in Massachusetts did volunteer to me on the telephone several years ago that he believed I may have been subjected to an illegal federally-sponsored "thought-control project" in the South Shore area near Boston that began in the 1980s, he said. That polite Jewish male attorney did not pursue any legal actions on my behalf that I was ever informed about. I can find his full legal name, if either of you legislators who represent me in the Texas Legislature would like that information. I did write to the Boston-area synagogue that attorney was a member of in order to politely express my appreciation for that kindly attorney after I was saddened to learn that he had died several years after he had kindly offered me that courageous legal disclosure on the phone, which he had done during a long-distance call I had made to his law firm office from my apartment unit at that time, at Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, in northwest Austin.

Subject: 1-27-21 urgent plea for bill to increase financial incentives for renewable energy industry in Texas

Dear State Representative Sheryl Cole and State Senator Sarah Eckhardt,
Best Wishes to each of you very influential state legislators from Travis County, Texas, throughout the entire current 2021 session of the Legislature.
I am a law-abiding and gainfully-employed, permanently-alcohol-free, lifelong-tobacco-free, single adult male constituent of each of you. I am also the founder and only approved current member of a new and non-Christian, factually-minded "Honor Society" religion, the "Progressive Prohibitionist Religion". My fully-independent religion seeks to help promote environmentally-safe renewable energy development.
I am writing to each of you today to ask that you please author or sponsor a new bill this Legislative session that helps to facilitate increased reliance on renewable-energy sources throughout Texas. The proposed new bill might offer financial incentives and other incentives to promote the growth of reputable and law-abiding renewable-energy businesses throughout our entire state.
Representative Cole and Senator Eckhardt, I would like to share with each of you an invaluable online link, below. That link is to a reportedly authoritative and very comprehensive nationwide clearinghouse for factual information about public policies being pursued in the USA to foster energy conservation and renewable energy. The registered-trademark and currently copyrighted online clearinghouse, "DSIRE", is located at North Carolina State University (NCSU) in Raleigh.

As you each consider authoring or sponsoring a new renewable-energy-promotion bill this session, I urge each of you to please ask your legislative staff members to obtain as much pertinent factual information as they possibly can from the North Carolina-based renewable-energy-theme information clearinghouse.

It is possible that the cited clearinghouse in North Carolina might be willing to enter into an agreement with the State Government of Texas that might enable any State of Texas-owned institution anywhere in our southwestern state to have full year-round online access to any and all pertinent data or reports in that NCSU clearinghouse's computerized records.
I hope to hear from either of you legislators as soon as possible about the urgent need for additional incentives from the Texas Legislature for promotion of renewable energy and renewable energy-related honorable businesses throughout our state.
