Dear Staff Members in the Office of General Counsel for the Texas Department of Public Safety state law-enforcement agency here in Austin,

I still have not received any reply letter from your office in response to my February 21, 2020-dated public-information request (below) that I submitted three months ago to your state agency --- a public-information request from me that began with the following paragraph:

"This is a Texas Open Records request in which I seek to obtain from you copies of 10 separate very recent photo images that I myself had e-mailed to your state-law enforcement agency's Texas Rangers Division during the multi-month (clarification in time frame) period from December 21, 2019 (correction on year), through the present, and that each appear to contain an image of someone other than myself apparently having been physically present inside the bedroom of my current solo-occupancy and always-bolt-locked and fully-secured efficiency apartment unit in north Austin."..._________

Dear Open Records Coordinator for the Texas Department of Public Safety,

This is a Texas Open Records request in which I seek to obtain from you copies of 10 separate very recent photo images that I myself had e-mailed to your state-law enforcement agency's Texas Rangers Division during the multi-month period (clarification on time frame) from December 21, 2019 (correction on year by JKM on 5-22-20), through the present, and that each appear to contain an image of someone other than myself apparently having been physically present inside the bedroom of my current solo-occupancy and always-bolt-locked and fully-secured efficiency apartment unit in north Austin.

My legal name is "John Kevin McMillan". I am a longtime celibate-by-choice, single-by-choice, gainfully-employed Anglo gentleman, and I live alone.

I might add with polite emphasis that I NEVER permit ANYONE other than on-duty Austin Police Department officers to enter my current always-bolt-locked and always-fully-secured rental apartment unit at any time during the nighttime or early-morning hours.

I might also add with polite emphasis that as of the late afternoon of my move-in-date here of June 21, 2019, I never with my own eyes ever once definitely saw any person other than myself who was himself or herself physically present anywhere inside my bedroom of my current efficiency rental unit at any time during my own conscious hours.

I was born on April 27, 1957, at Lincoln, Nebraska. I have been a resident of Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

I was a full-time employee of your state agency's Motor Carrier Bureau in north Austin from October 1997 through October 1998....

Dear UT-Austin Open Records Coordinator Davis,

Best Wishes to you from a gainfully-employed single adult male University of Texas at Austin (UT-Austin) alumnus currently residing in northeast Austin here in Travis County, Texas.

This is a Texas Open Records request in which I seek to obtain from you
a copy of any and all e-mail communications or reports that at any time
since 12:01 a.m. April 28, 2011, were each written or sent or forwarded or received by any staff member or officer or work supervisor or
administrator of your UT-Austin Police Department, and that each
refer or refers at least once in any manner to myself, John Kevin McMillan
of Austin.

EXCLUDED from the scope of this public-information request are any e-mail letters or e-mail notes that were
written exclusively by myself.

On the morning of April 28, 2011, the Austin Police Department (APD) Sex Crimes Unit here in this state capital city officially authorized for me my
first-ever forensic-swabs medical-evidence sexual-assault exam on myself
that has occurred anywhere in the entire world. That official authorization
was for APD Sex Crimes Case 11-1180447, in which I was and am the cited
longtime-celibate and permanently-drinking-alcohol-free,
lifelong-tobacco-free and very-anti-tobacco-minded, civil and law-abiding,
white non-Hispanic Anglo-Saxon male adult victim and complainant.

In my entire life thus far, I myself have never at any time been informed about any possible arrest or any arrest of any person by APD who was himself or herself officially charged with having wronged me in a context that allegedly violated an ordinance of the City Government of Austin or a state or federal law....

Dear Ms. Anzaldua-Torres,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all e-mail letters that were written by Austin Community College District Police Chief Chester (Lynn) Dixon at any time since 12:01 a.m. April 28, 2011, that each referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.
ACC District Police Chief Dixon is reportedly based at ACC District Police Headquarters, 6001 Airport Boulevard, Suite 2390, Austin, TX 78752. Chief Dixon's office phone number is: (512) 223-7262.

Ms. Anzaldua-Torres, this request was prompted by a 2012 intra-agency e-mail letter from Austin Community College District Police Chief Chester Dixon. I directly received from you a copy of that e-mail letter on November 23, 2016, in your written response to a public-information request of mine to your school that ACC had officially identified as ORR 1548.

The cited 2012 e-mail letter (directly below) from Chief Dixon was partly in response to factual information I had myself directly provided to ACC officials about myself being a self-identified continuous-and-continuing-anal-rape-crimes-and-personal-injury-crimes victim in Austin-----and that I was seeking DNA-trace forensic medical exam testing on myself and DNA lab processing of that alleged-crime evidence in Austin, Texas, with help from ACC on that, as I had also stated in writing to your community college system.

Dear Eanes ISD Open Records Coordinator,

This is a Texas Open Records request in which I seek to obtain from you
a copy of any and all e-mail communications, reports, or other
written communications that any staff member or officer or administrator
for your Eanes ISD "Safety and Risk Management Department"
or your Eanes ISD safety coordinator's office has received or produced
or sent or e-mailed or mailed or forwarded or FAXed at any time
since 12:01 a.m. April 28, 2011, and that, in each such case, referred
at least once in any manner to myself, Eanes Elementary School
alumnus John Kevin McMillan of Austin, Texas.

Included in the scope of this request are any and all responsive
documents referring to me in any manner that were each received,
produced, sent, e-mailed, mailed, forwarded, or FAXed by Matthew Greer,
the current director of the Eanes ISD Safety and Risk
Management Department.

This public-information request was prompted in part by alleged anonymous rumors and alleged possibly fraudulent rumors I have been subjected to against my wishes in Austin, Texas, that repeatedly and throughout the nine-year applicable time period referred to numerous former classmates of mine or former schoolmates of mine and several former teachers of mine at Eanes Elementary School,
and to former students at Westlake High School of Eanes ISD (including "Kazuo Hiraizumi", a former classmate of mine at O. Henry Junior High School of Austin ISD in Austin) who each attended Westlake High in Westlake Hills, Texas, in the 1970s.

I myself was an Honor Student at Eanes Elementary School of Eanes ISD, and I graduated from Eanes Elementary in 1969.

One very distinguished Eanes ISD alumnus, my biological sister Mrs. Julie (McMillan) Lechtenberger, helpfully volunteered to me on the telephone in 1999, during a long-distance phone call I made from my rental-apartment unit at ViewPoint Apartments, near UT-Austin's main campus, to her and her attorney husband's home in Houston: "I've (Julie Lechtenberger) never denied that you (Eanes ISD alumnus John Kevin McMillan) are hearing actual, verifiable, voices (sic) on a daily and year-round basis in Austin. But that should not hurt your earnings capacity at all. If you lose a job, you can always find a new job."...

Dear Round Rock ISD Open Records Coordinator,

This is a Texas Open Records request in which I seek to obtain from you
a copy of any and all e-mail communications or reports or other written communications that any staff member or officer or administrator of
your Round Rock ISD "Safety and Security Department" has received or produced or sent or e-mailed or mailed or forwarded or FAXed at any time since 12:01 a.m. April 28, 2011, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of Austin,
Texas.

Among the staff members of your highly-regarded public school district who are included in the scope of this request are Jeffrey D. Yarbrough, Executive Director of Safety and Security, office phone number 512-253-1600; Amy Grosso, Director of Behavioral Health Services for your school district's Safety and Security Department, with her phone number of 512-464-5976; and Rosanna Oliver, Coordinator of your Safety and Security Department, phone number 512-464-5904.

Many of the very polite and helpful coworkers of mine at chain restaurant workplaces where I have been employed as a server, busser, or maintenance staff member in the multi-year time period responsive to this public-information request have each stated to me inside our workplace that they were students or recent alumni of Westwood High School, McNeil High School, or another public high school of Round Rock ISD. At least one Westwood High School student or recent alumnus of Westwood High politely stated to me during working hours for each of us inside our Outback Steakhouse chain-restaurant workplace that his public high school had a reputation for being the "Harvard High" of Austin, he said.

One hard-working Westwood High School alumnus, Trevor Glynn,
in 2011 or 2012 very courageously stated to me outdoors about 10
or 20 feet from the side entrance to our Outback Steakhouse chain
workplace that "I (Outback Steakhouse server Trevor Glynn) know
for a fact (sic) that it's (alleged daily home-invasion-related
personal-injury crimes victimizing you, coworker John Kevin McMillan,
during your sleeping hours as you lie alone on your own bed inside
your bolt-locked apartment unit) going on!"
In that same conversation I had with Trevor Glynn, or
possibly another conversation we had outdoors during that time
period that took place a matter of feet from the side entrance to
our Outback workplace, Trevor Glynn stated to me that he himself
would like to someday work for the Federal Bureau of Investigation
law-enforcement agency....

Dear State Representative Rodriguez,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including any e-mail communications, that you or a legislative staff member of yours has or have written at any time since June 14, 2016, and that in each such document referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

My personal-computer-system records indicate that I have sent you a total of 302 e-mails in the four-year period ever since June 14, 2016, and that you have chosen not to send me any reply note or reply letter at any time during that  four-year period. Of those 302 e-mails from me, 38 were sent to you at your previous official Texas Legislature e-mail address of: "eddie.rodriguez@house.state.tx.us".

According to my computer system records, my first-ever e-mail letter to you, which I sent to you on June 14, 2016, bore the subject heading of '6-12-16 request for prompt state aid boost to TX DPS DNA lab operations'.

My legal name is John Kevin McMillan. My e-mail address is: mcmillanj@att.net. My respective permanent home addresses ever since June 14, 2016, have been:

---10926 Jollyville Road, Apt. 902, Austin, TX 78759.

---8805 North Plaza Drive, Apt. 2418, Austin, TX 78753.

My landline home phone number has remained the same ever since and including June 14, 2016. That home phone number is: (512) 342-2295.

City Government of San Antonio,
Department of Government and Public Affairs,

Office phone: (210) 207-8109

This is a Texas Open Records request in which I am seeking a copy of any and all e-mail communications that at any time since January 1, 2011, were generated or received or sent or FAXed or mailed by the City Attorney of San Antonio or any Assistant City Attorney of San Antonio or any other official or staff member employed in the City Attorney's Office in your city, and that, in each and every such case, directly referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

This public-information request was prompted in part by the disclosure to me on September 11, 2018, by your municipal government that the City of San Antonio Police Department (SAPD) had classified as a "zoning" (exact quote) issue a legal document of mine on file with SAPD that was focused on myself and Austin (TX) Police Department Sex Crimes Unit Sergeant Martina St.Louis....
__________

This April 3, 2020, public-information request was also prompted by a very surprising and very terse e-mail letter I received one day after Christmas Day of 2014 from the FBI's regional office in San Antonio in my e-mail system inbox of my personal computer inside my rental-apartment unit at 11411 Research Boulevard, Apt. 325, in northwest Austin:

''On Friday, December 26, 2014 12:01 PM, San Antonio FBI wrote:
'"Remove FBI San Antonio from this mailing list.'"
_____

Also noteworthy were specific oral recommendations on the telephone I received in 2012 from the Austin-based University of Texas (UT) System Police Department Assistant Director Ruben Puente. Officer Puente volunteered to me in two separate 2012 phone conversations I had with him that I myself might want to consider dropping UT-San Antonio from my list of educational institutions I contact by e-mail....

This public-information request was also prompted by the following e-mail letter I received from a City of San Antonio official who at that time possibly indicated in writing that her municipal government for the county-seat of Bexar County, Texas, did not have any applicable documents on file that referred to myself:

"On Monday, March 12, 2018 11:06 AM, Open Records wrote:
'''Mr. McMillan,
''Please remove the City of San Antonio from the mailing list as your request is based out of Austin and the City of San Antonio would not have any responsive documents.
'''Thank you,

"'115 Plaza de Armas, Suite 110, San Antonio, Texas 78205
"'E: moraima.montenegro@sanantonio.gov | P: (210) 207-0297'"
_______

This public-information request was also prompted by an August 15, 2011, reply E-mail letter to me from Mr. Robert Rivard, Editor in Chief of the Hearst media company-owned "San Antonio Express-News" in San Antonio, Texas. That letter to me from Mr. Rivard stated as follows: "Pls remove my name from your list."...

My legal name is "John Kevin McMillan". My date of birth is April 27, 1957. I was born in Lincoln, Nebraska....

EXCLUDED from the scope of this public-information request are any and e-mails that I myself exclusively wrote, or that I forwarded to you.
