July 20, 2020

Dear Ms. Reyes-Kitch of Austin ISD,

Thank you for your friendly reply note (below) to me on behalf of the Austin Independent School District (AISD) Board of Trustees here in this state-capital city for Texas.

As a former Salutatorian of AISD's Stephen F. Austin High School, I appreciated hearing from you.
I am a longtime-celibate (including on a continuous and uninterrupted basis ever since the day I moved to the northern section of Austin in August 2001), permanently-drinking-alcohol-free (ever since 1990), dependably civil and law-abiding and very honest, gainfully-employed, single adult Anglo non-Hispanic gentleman living alone in an always-fully-locked, solo-occupancy efficiency apartment in northeast Austin.
I have resided alone as the only rent-paying tenant and only approved occupant inside my current rental-apartment unit (Apartment 2418 in Building 17) at Pebble Creek Apartments, 8805 North Plaza Drive in Austin, ever since June 21, 2019.
I myself do not have any criminal-conviction record. I am a former full-time employee for the Texas Department of Public Safety state agency here in Austin.
I am also a longtime-criminal-law complainant with Austin Police in APD Case 16-1340923, among other APD cases ever since April 28, 2011, in which I am or was the self-identified personal-injury-crimes victim and self-identified sex-crimes victim as well as criminal-law complainant.
Ms. Reyes-Kitch, I would welcome any DNA-traces forensic medical exam on myself that your highly-esteemed AISD school board is willing to ask any government agency or police department with legal authority to authorize or order for me at any time.
I need to politely emphasize to you the alleged continuous-and-continuing nature of the alleged personal-injury-crimes and alleged sex-crimes to which I have been subjected against my wishes on a daily and year-round and multi-year basis during my sleeping hours as I lie ALONE or lay ALONE, asleep and unconscious, on my own designated bed in numerous respective locked rental-housing units where I have resided here in Austin, Texas.

I would like to politely ask that any and all DNA-traces processing of a proposed new sexual-assault-forensic-evidence kit to be obtained from me as soon as possible --- the first such rape-evidence kit to be obtained from me on any occasion since 2011 --- will be applied retroactively as far back as possible.

The maximum possible retroactive processing of DNA traces from a rape-evidence kit is six months before the time the kit was obtained, according to what I was told on the telephone by APD Sex Crimes Unit Detective David Silva in May of 2011 in regard to APD Sex Crimes Case 11-1180447.

In that APD Sex Crimes Case, I was the self-identified victim during the early morning hours of April 28, 2011, as I lay alone on my own bed, asleep and unconscious and probably also snoring, inside my locked apartment unit at Wind River Crossing Apartments in northwest Austin.

Thank you again, Ms. Reyes-Kitch, for your reassuring reply note to me. I hope to hear from you soon.

Sincerely and Best Wishes,
John Kevin McMillan.

On behalf of this four-part public-information request, I need to mention that my legal name is "John Kevin McMillan." I was born on April 27,1957, at Lincoln, Nebraska. I am a former Salutatorian of Stephen F. Austin High School of Austin Independent School District.

My home address ever since June 21, 2019, has been and continues to be: Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Building 17, Austin, TX 78753. I reside alone as a rent-paying official tenant inside a solo-occupancy always-fully-bolt-locked and always-fully-locked efficiency rental-apartment unit at this very large gated-community apartment complex in north Austin.

When AISD classes are being held, my current apartment complex is serviced on schoolday mornings by AISD buses and AISD bus drivers.

I have maintained the same primary personal e-mail address of "mcmillanj@att.net" and the same landline personal home phone number of (512) 342-2295 for many years, including at present.

In the nine-year time period ever since April 28, 2011, I have resided as a rent-paying official tenant or rent-paying approved occupant at the following locations, listed chronologically from oldest residence of mine to most recent:
---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759.
---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729.
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759.
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759.
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753.
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms their own medical health or that is aimed at punishing them for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators of that noise pollution.

Numerous Austin residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion"---an implicitly-deistic, non-atheistic factually-minded religion on behalf of which around the turn of the century I gave several televised speeches on local Community Access Television here in Austin.
