Subject: 8-8-20 PIR re: APD reports focused on results from six-month-retroactive DNA-traces retroactive processing of my two 2011 rape-evidence kits

August 8, 2020
A respectful FYI to each of you government officials, law-enforcement officers, civic leaders, and religious leaders on the following public-information request of mine I submitted online at about noon today (August 8, 2020) to the Austin (TX) Police Department at their official City of Austin website, with APD (final item, below) providing me with an immediate computer-generated confirmation of my public-information request today.

I need to also add to my factual statements below that I myself lived alone as the only approved official rent-paying tenant and only approved occupant inside Apartment 1609 at Village Oaks Apartments, 10926 Jollyville Road, Austin, TX 78759, and, before that, inside Apartment 902 at Village Oaks Apartments, for a combined total multi-month period that occurred in 2016 and 2018, respectively.

"I am seeking a copy of a legal record or report specifically stating that the Austin Police Department has obtained full six-month-retroactive DNA-trace processing of the APD Sex Crimes Unit rape-evidence kits for APD Sex Crimes Case 11-1180447 and APD Sex Crimes Unit Case 11-3550615, respectively.

"I am also seeking a copy of a legal record or report that also states the DNA-trace results that have been obtained from each of those two rape-evidence kits for the entire 190-day or 180-day period immediately before each of my two total rape-evidence collection dates that APD has authorized----either at the time of the exam or after the exam was conducted on me at my request.

"My legal name is John Kevin McMillan. I was born on April 27, 1957, inside Bryan Memorial Hospital in Lincoln, Nebraska.
"I have resided within the city limits of Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

"I am the self-identified victim and complainant in each of those two respective APD Sex Crimes Unit cases from 2011.
The first rape-evidence kit that the APD Sex Crimes Unit has in its possession was obtained from me by a female forensic nurse inside St. David's Central Medical Center Emergency Room in central Austin on the morning of April 28, 2011. The most recent rape-evidence kit that APD Sex Crimes Unit has in its possession was obtained from me by a female forensic nurse in the early morning hours of December 22, 2011, inside St. David's Central Medical Center in central Austin.

"I have repeatedly informed the Austin Police Department Sex Crimes Unit in writing that I have been victimized by home-invasion-crimes allegedly involving illegal physical contact with me and illegal sexual contact with me on a daily and year-round and multi-year-and-continuing basis during my sleeping hours as I lay alone or lie alone, asleep and unconscious and probably snoring, on a bed I myself own inside my bolt-locked or fully-locked apartment unit. I am a longtime celibate Anglo non-Hispanic gentleman, as I have repeatedly informed the APD Sex Crimes Unit, and I have been completely celibate throughout any and all of my own conscious or waking hours ever since and including the day I moved to the northern section of Austin in August 2001.

"I have lived alone in Austin in a rental-housing unit of my own for more than three total combined years of the nine-year time period ever since April 28, 2011:
"---from May 30, 2011, through April 26, 2013, when I resided alone as the only apartment-management-team-approved tenant and only approved occupant inside Apartment 325 in Building 3 of Wind River Crossing Apartments, 11411 Research Boulevard in northwest Austin.
"---from July 29, 2015, through late September 2015, when I resided alone as the only apartment-management-team-approved rent-paying tenant and only approved occupant in an upper-floor unit and, beginning a day or two later, Apartment 133, at Crossland Economy Studios (Extended Stay America), 12621 Hymeadow Road, in far northwest Austin.
"---from July 14, 2019, through the morning of July 21, 2019, when I resided alone as the only hotel-management-approved rent-paying tenant and only approved occupant in a first-floor apartment unit at Austin Motor Inn, 11400 North Interstate Highway 35, Austin, TX 78753.
"---from July 21, 2019, through the present, when I have resided alone as the only apartment-management-team-approved official rent-paying tenant and only approved occupant in Apartment 2418 of Building 17 at Pebble Creek Apartments, 8805 North Plaza Drive, Austin, TX 78753."
