A respectful FYI to each of you on the latest development relating to the December 5, 2016-dated e-mail Texas Open Records request I had originally submitted to the City of Austin Public Information Office.

That request from me was later forwarded by that municipal department to the Austin Police Department after no other department or office of the City of Austin was determined by the City's Public Information Office to have the factual information I sought relating to exact date of the shipment to, and identification of, the specific out-of-state DNA lab, for the Dec. 22, 2011, forensic DNA-swabs rape-evidence kit in APD Sex Crimes Case 11-3550615--a felony-crime case in which I myself am the cited single-by-choice, longtime-celibate-by-choice, teetotaling, gainfully employed, and law-abiding adult white male victim and complainant.

To this day, I still have not received from the City of Austin any copies of actual documents I had requested from the City in my Dec. 5, 2016, PIR, which would have cited the date and time when the APD Sex Crimes Unit sent my rape-kit to an out-of-state DNA lab for processing, and which would have cited the specific name and address and phone number and other APD contact information for the cited out-of-state DNA lab.

My duly-elected Austin City Council Member for District 10, the Harvard-and-Stanford-trained public policy expert Dr. Alison Alter, has reportedly imposed a permanent ban on me that prohibits me from ever at any time making any phone call to, or ever at any time writing to, herself or her husband, a male UT-Austin History Department professor as well as UT-Austin LBJ School public-policy professor, or to any of Dr. Alison Alter's District 10 staff members.

The City of Austin "Community Liaison" official who on March 9, 2017, informed me of Council Member Alison's ban on me, James Turner, did so during an unannounced on-duty official visit he and a male coworker of his made to my two-bedroom, two-bathroom rental apartment unit at Village Oaks Apartments in northwest Austin.

"Uh, in relation to the correspondence uh, the, uh, governmental body sent us and did not copy you in, in the informal complaint process, there are less rules, and stuff associated procedurally.

"Um, and so they are, they are not required to---often they do, but they are not required to send uh, what correspondence they send to us, to the requestor as well, to the complainant as well.

"Um, so, uh, it it's not, I mean if you did make a complaint, uh, it would, it's not a violation or anything that we could do anything about.


"Um, and so, uh, so there's, I mean, so I mean you're welcome to file a complaint. But it probably wouldn't go, uh, anywhere, because it's not a violation----because they are not required to send it to the complainant as well.
