This email response is to let you know that CAPCOG has no correspondence or records during the time period that meet the criteria of your request.

In response to your initial question to Eric Carter, we should also let you know that CAPCOG’s homeland security program is a planning and grant administration program that is focused on training and equipping first responders in our region. 


 Our homeland security program has nothing to do with individual residences or home invasions. 

We apologize for any oversight in informing you about this when your first inquiry was sent.

This public-information request was prompted in part by the surprising absence of any reply note to me from your regional government authority's Director of Homeland Security, Eric Carter, in response to the following (see below) e-mailed question that I had politely posed to him in writing on November 30, 2016.

This public-information request was also prompted by the also-surprising absence of any follow-up note to me or follow-up phone call to me by Doug Greco, Chief of Staff for my own duly-elected representative in the Texas House, District 49 State Rep. Gina Hinojosa, in regard to Mr. Greco's written promise to me on March 24, 2017 (below).

In that March 24 statement, Mr. Greco had indicated to me that he would contact your government agency's Homeland Security Director, Mr. Eric Carter, and obtain for me a written response by Mr. Carter to the question that I myself had directly posed to Mr. Carter on November 30, 2016.

My legal name is John Kevin McMillan. I was born in Lincoln, Nebraska, on April 27, 1957. I am an alumnus of the University of Texas at Austin and the University of Minnesota in Minneapolis.

I am also the founder and only currently approved member of a new and non-Christian religion, the implicitly-deistic, alcohol-free, marijuana-free and illicit-drug-free, and tobacco-free Progressive Prohibitionist Religion, that has very stringent membership-eligibility requirements.

Rep. Hinojosa, are you willing to help me persuade the "Capital Area Council of Governments" Homeland Security Director, Mr. Eric Carter, to send me a reply letter to the following public-policy question (below) that I had posed to him nearly four months ago?
