Dear Highly-Esteemed State Senator Kirk Watson of the Texas Legislature in Austin,

Thank you again for a friendly official reply letter on official City of Austin letterhead that you wrote and signed and mailed to me in the late 1990s, during a prior period of yours in which you served as my and others' duly-elected Mayor of Austin. 

Your signed reply letter to me was in response to a public-policy recommendation I had made in my capacity as the president and only approved member of the non-Christian and quality-of-life-minded and implicitly-deistic and non-atheistic "Progressive Prohibitionist Religion". 

That one total religion of mine is a new and non-praying, rational-goals-setting-minded, drinking-alcohol-free, illicit-drug-free, anti-tobacco-minded, anti-facial-hair-minded, anti-tattoos-minded, anti-profanity-in-everyday-speech-minded, against-anonymous-communications, against-thought-control-projects, and anti-stalking "Honor Society" religion with very stringent membership-eligibility requirements.

As you know, Senator Watson, today I am also a constituent of yours, this time in your capacity as my duly-elected state senator in the Texas Legislature here in Austin.

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail notes or letters or reports or memoranda or proposed bills before the Legislature or any other written communications, that you or any staff member of yours have written or generated or forwarded or sent or mailed or e-mailed or FAXed or received at any time since 8 a.m. May 23, 2017, and that, in each such case, directly refer at least once in any manner or context either to myself, John Kevin McMillan of northwest Austin, or to my still-one-member-only "Progressive Prohibitionist Religion".

EXCLUDED from the scope of this public-information request are any and all letters or e-mail letters that were exclusively and solely written by myself, John Kevin McMillan of Austin.

This public-information request has been prompted by my own considerable surprise in noting that with the exception of computer-generated automatic and instantaneous reply "thank you" e-mail messages to me, you and your staff have apparently chosen not to send me any actual reply letter or any actual reply e-mail letter on any occasion during the entire cited two-and-one-half-year period applicable to this public-information request.

This very surprising silence toward me by you and your staff has occurred during a multi-year period in which your Constituent Services Manager position has been held throughout that entire period by one total staff member---Ms. Keysha Walcott, an African-American lady.

This public-information request was also prompted by my hope that through this request I will obtain a legal document from your State Senate office that provides me with factual information that might explain why your Assistant General Counsel and Legislative Analyst, Ms. Ana DeFrates of your State Senate office staff, chose not to send me any reply letter of any type in response to the following urgent question from me that I politely submitted to her in writing on June 16, 2014 (with the full text of that letter I sent to her also being provided as the very last item, below, for your convenience):

I wish to again emphasize to you, Senator, that a nationally renowned ear, nose, and throat medical specialist in Austin, Dr. David Tobey, has informed me during a recent medical appointment I had with him that permanent damage to my own hearing capacity and medical health from that noise pollution I myself did not generate or authorize has been significant and very alarmingly injurious in nature toward myself.

I might add that the ONLY exception to that legal right for myself I am seeking and agree to authorize would be if the Texas Department of Public Safety, a reliable and trusted former employer of mine, or the Travis County Sheriff's Office or the Dallas County District Attorney's Office or the Dallas County Sheriff's Office or some other reputable government agency or government official, such as the FBI or the U.S. Department of Homeland Security or U,S. President Obama, or the very distinguished State of Texas Senator Kirk Watson himself, or possibly the Austin Police Department or the Travis County DA's Office, were to be willing to provide me with top-secret and externally controlled electronic surveillance of my entire bedroom per se and my entire bathroom per se on a temporary multi-day or multi-week basis.
 
I am a low-income single adult white gentleman, and I  cannot financially afford ADT surveillance of my private bedroom or bathroom at present.
 
 I ALWAYS sleep alone, and I have ALWAYS been completely celibate throughout the entirety of all of my conscious or waking hours, with no sexual contact or intimate physical contact of any type with any person or any creature, for that matter, at any time ever since and including the date when I moved into Apartment 325 in January 2002 at this Westdale-managed apartment complex in northwest Austin.
 
Any and all DNA-swab evidence ever since January 2002, for instance, that was obtained from my own anus or buttocks or genitals or mouth or other part of my body, and that can be traced to a human or animal DNA source OTHER than myself, is therefore very clear and convincing criminal-law evidence and legal proof in a court of law in Austin that I was, in fact, raped by that alleged criminal person or creature.
 
I feel hopeful that either Westdale headquarters officials in Dallas or my professionally polite general manager, Ms. Coker, would agree to government-provided top-secret electronic surveillance of my bedroom and bathroom on a temporary multi-day or multi-week basis during this time period.
