Dear Utah State Legislature House Majority Leader Mike Schultz,
I appreciate your very kind invitation to me earlier this month that I share with you concerns of mine as a new permanent resident of Utah that might possibly be of interest to yourself and your Utah State Legislature House of Representatives colleagues.
Majority Leader Schultz, a question arose for me this morning about whether the "Utah Department of Health and Human Services" state agency here in our beloved Beehive State currently might possibly have some possible legal authority or legal jurisdiction over my own rental-housing conditions during my sleeping hours. I live alone and always sleep alone on a bed I purchased and own inside my fully locked and bolt-locked solo-occupancy studio rental apartment on the Ninth Floor of a HUD-subsidized senior citizens apartment complex in downtown Salt Lake City.
At about 9 a.m. today I received an unexpected long-distance phone call on my cell phone inside my current rental apartment unit from a female staff member for the "Texas Department of Health and Human Services" state agency in Austin. That female staff member, who interviewed me on the phone, indicated to me in that phone conversation that her State Government of Texas agency will soon be making an official determination in regard to whether their state agency currently has legal authority or legal jurisdiction over my current sleeping conditions inside my current apartment unit in Salt Lake City, Utah. I am the only rent-paying tenant and only rent- paying occupant inside that unit.
I myself have been a permanent resident of Utah ever since January 1, 2023. I lead a longtime celibate (ever since one total day in 1995), permanently alcohol-free (ever since 1990), lifelong-tobacco-free, lifelong nonvaping, permanently marijuana-free (ever since 1984), lifelong illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tattoo-less, facially cleanshaven (no mustache or beard or goatee), consistently clean-talking and non-profane, platonicly polite, dependably civil and law-abiding and tactfully honest lifestyle. I myself do not have any criminal-conviction record.
Utah House Majority Leader Schultz, I am primarily writing to you today because I am very concerned about the apparent absence of truly statewide and comprehensive year-round crime-prevention services and related staffing in much or nearly all of our great state.
I feel very sure that well-planned and effective "Utah Crime Prevention Strategies and Services" throughout our great state can save Utah taxpayers millions of dollars per year while also enhancing our state's reputation for being a "Low-Crime Rate Haven" for honorable and law-abiding American citizens.
Among the crime-prevention questions I would like to pose to you and your Utah House of Representatives:
---Do you support financial incentives for for-profit "Crime Prevention Service Businesses" in Utah through the Utah state corporate tax system? If so, this might help to promote the growth of that much-needed new or emerging Crime Prevention Services industry here in Utah.
---Do you support the proposed establishment of a "Utah Crime Prevention Superfund" that could be financed by the Utah Legislature as well as by philanthropists? I am referring to a proposed Superfund that could be administered by a State of Utah agency that officially approves and disburses Crime Prevention Grants to a wide variety of applicants based in our state.
---As you of course already know, there has been a recent influx of thousands of newcomers into Utah this century from other states and other nations. Many of those newcomers are persons who were convicted of having committed a violent felony crime or violent misdemeanor crime in another state or a foreign nation.
Do you want your Utah House governing body to approve legislation in 2024 that will provide funding for the establishment of one or more officially designated and full-time or part-time "Crime Prevention Officers" in each city and town and county and each state law-enforcement agency and each public university or public college or public school district of Utah?
---House Majority Leader Schultz, do you want the Utah House to hold a hearing to investigate what happened to the "Utah Crime Prevention Association" that reportedly became inactive several years ago? Whenever I have attempted to write to that non-profit organization at their cited official online e-mail address of "info@utahcrimeprevention.org", I have received an automated message reply that my attempt to contact that cited group had failed.
---Do you support State of Utah funding for annual or semiannual "Crime Prevention" Educational Workshops for the general public in each county and each city of Utah? If so, which State of Utah agency, if any, should officially sponsor and help organize this event on an annual or semiannual basis?
---Do you support the official appointment by the Utah Legislature of a full-time and year-round "Utah Crime Prevention Coordinator" or "Utah Crime Prevention Chief"?

If so, is there any way that your Utah House of Representatives could assist in promoting or endorsing the proposed establishment of a comparable statewide organization for Utah?

I am very impressed by the respectful style that city officials here in Cottonwood Heights convey in responding to reports from private citizens and members of the general public such as myself.
If any job vacancy ever develops for a part-time or full-time crime-prevention-research position of employment with the City of Cottonwood Heights, I would welcome the opportunity to apply for that position.
I am a former full-time employee in Austin, Texas, for the Texas Department of Public Safety, and I do not have any criminal-conviction record. I am diligently law-abiding and honest and conscientious. I have a keen interest in helping to prevent and deter crime here in Cottonwood Heights, Utah. I have a professional newspaper-reporting background and a Master's Degree in Journalism that would serve me well in pursuing factual research and writing crime-prevention-theme and crime-deterrence-theme reports for the City of Cottonwood Heights.
One such proposed new report for our friendly city could provide a helpful and easy-to-read list for the general public of each of the municipal ordinances of Cottonwood Heights, county ordinances of Salt Lake County, or state laws of Utah that new residents of or visitors to this city and Utah, respectively, are the most likely to violate because they are either not aware of or do not understand that ordinance or state law.
I recently had a friendly in-person conversation with a female staff member for the Sandy (UT) Police Department inside Sandy Police headquarters who stated to me that she likes the idea of their municipal law-enforcement agency compiling and offering a fact sheet which cites several or more state laws and possibly local-government laws here that visitors and new residents in Sandy might be the most likely to violate because of their being unaware of those laws.

Candy stated to me that she herself is not aware of any specially designated officer for that municipal law-enforcement agency whose duties primarily or exclusively are focused on crime prevention. "They (each of the officers of the Cottonwood Heights Police Department) all do the crime prevention...," Candy added.
Candy also stated to me at about 10:41 a.m. Mountain Time this Monday, March 28, that I myself would need to speak with her department's Assistant Police Chief, Paul Brenneman, for authoritative information in regard to whether there are any officially designated crime-prevention officers currently employed by that municipal law-enforcement agency in Salt Lake County, Utah.
Candy then forwarded my phone call to the telephone-service extension for Assistant Chief Brenneman. I then responded to a recorded-message voice-mail greeting from himself by leaving a polite voice mail message requesting a return phone call from Assistant Chief Brenneman on the above-cited subject.
