Thank you again for inviting me on December 6, 2023, (farther below) to send you additional statements on behalf of the great cause of Road Rage Prevention and Road Rage Deterrence here in Utah.
After writing and sending you earlier today a related brainstorming letter, I would like to offer you these additional possible Utah Road Rage Deterrence strategies:
-----The Utah Department of Health and Human Services, Utah Department of Public Safety, and Utah Department of Transportation could be asked by the Utah State Legislature to develop an easy-to-read online list, in English as well as in Spanish, of each of the 20 to 50 most frequently cited "explanations" that Road Rage perpetrators in Utah offer when they were asked to state what prompted them to commit an act of Road Rage-related violence in our state.
That list could include rational and factual pro-law-enforcement responses from the Utah DPS and other state agencies to each of the "explanations" that were provided by Road Rage perpetrators.
Among the most frequently cited "explanations" from Road Rage perpetrators that the proposed list here in Utah might include are:
----"I got off on the wrong side of the bed this morning and have felt very irritable and angry ever since then."
---"I had a very bad nightmare during my sleep earlier this morning, so I think the Devil is trying to meddle in my life. I refuse to ever make any bargain with the Devil!"
---"I got beaten up by a classmate at my high school today, so I had an urgent need to beat up someone else in order to prove to myself that I am still very tough."
---"My girlfriend rejected me earlier today and I am very angry about it."
----"I learned earlier today that I am at risk of flunking out of college."
----"After my friend committed suicide last month, I have felt lots of rage whenever I am driving on the roadway here in Utah. I know who I blame for my friend's suicide, but police have not even interviewed that crime-suspect psychopath, much less arrested him!"
---"The car I crashed into today was the exact make and model that my fiancee who abruptly called off the wedding used to drive all over town. It's like someone is trying to torture me by reminding me on the roadway of the mental cruelty toward me by herself!"
---"All month long it was like no one ever showed me any respect! Then when this teenage boy cut in front of me in the highway I just snapped!"
----"I could see enough of the other driver's face to know for sure that I hated him. He looks a lot like my worst enemy at my high school!"
----"I am very disgusted with my ugly substandard used car and trying to get my parents to buy me a new car. I figured that if I totaled my current car in an accident in which I rear-ended a driver I also happen to despise, my parents would finally buy me the new car I need!"
----"I was infuriated by the bumpersticker message on the bumper of his car, and this got me so upset that I lost focus on keeping a distance between my car and his. I saw red suddenly as if everything else was banished from my mind!"
-----"I have drag-raced with friends in the past, but this was very different. He seemed hellbent on killing me, so I had to protect myself in order to survive!"
----"I will not tolerate anyone flipping the bird at me when I am driving. I was very determined to retaliate decisively so he would never again show a lack of respect toward me in public!"
---"I got into an argument with my girlfriend while I was driving her home, so I was already angry when the driver behind me starts honking repeatedly at me! I hate bad manners on the roadway so I shouted 'Go to Hell!' to the motorist behind me. I then got out of my car when the light turned red at a street intersection and I smashed that guy's driver-side window with a baseball bat I had in my front seat!"
----"I'm a guy in my 20s and I hate the way these older drivers in their 70s cramp my style whenever I am trying to get somewhere on time! This is one of the main reasons why I hate senior citizens. Their lack of a sense of urgency in their driving practices is very outrageous to me!"
----"I hated the way the drunk driver in front of me made it impossible for me to enjoy my cell phone conversation with my girlfriend while I was driving toward Salt Lake City! It felt like coitus interruptus on the roadway that repeatedly slapped me in the face! That drunk driver wobbled in and out of his traffic lane, and I have no patience for drivers who are driving under the influence! I attempted to make a citizens arrest on him at a stoplight but he refused to let me handcuff him with handcuffs I keep in my car at all times. He knew full well that I was going to hand him over to a Utah DPS trooper. The suspect's refusal to cooperate made me even angrier, so I punched the drunk driver in the face in order to pacify him before a trooper arrived at the scene."
Rep. Cutler, thank you for giving consideration to this recommendation for a State of Utah-sponsored official online review of the leading "excuses for their conduct" that Utah Road Rage motorists offer.
I wish you the best of success in your noble life-saving goal of helping to reduce the monthly number of violent Road Rage incidents that occur here in Utah.

It seems likely that a high percentage of the motorists in Utah who in 2023 or in the most recent two-year period were arrested on a Road Rage-related criminal charge had six or fewer hours of sleep the night before that incident.
----The Alcoholics Anonymous nonprofit group in Utah could be urged by yourself to also establish a related Road Rage Anonymous support group that holds regular meetings for individuals who are at risk of committing a future Road Rage-related crime, who are a relative or friend or roommate or housemate or spouse or girlfriend or boyfriend of a confessed Road Rage perpetrator, or who were themselves victimized by a Road Rage perpetrator.
----The Utah State penal code could be revised to include Road Rage Violence as a cited basis for a temporary 48-hour or 24-hour peace officers commitment of that alleged perpetrator to a psychological services mental health facility for up to 48 hours.
---State law could be revised to permanently deny a Utah driver's license to any resident of Utah who is convicted on at least two or three separate occasions of having committed a Road Rage crime in Utah.
---A new study could attempt to obtain an estimate on the percentage of all Road Rage incidents in Utah in which the alleged perpetrator had been recently diagnosed by a mental health professional as either "Manic Depressive" or "Paranoid Schizophrenic".

I myself am not an attorney, which limits my ability to precisely evaluate the wording of your courageously public-safety-minded anti-Road Rage legislation. I will strive to study your proposed legislation in the very near future during my leisuretime.
As a private citizen myself, I am very hopeful that the following additional tentative brainstorming questions and ideas might be useful to you and your legislative colleagues as you continue to review whether a multi-faceted "Utah Road Rage Deterrence Policy" can be helpful to all Utahns and all visitors to Utah:
---Could a proposed new "Utah Road Rage Hotline" telephone reporting and referral service serving any residents or visitors to Utah on a 24-hour-a-day and year-round basis help to promulgate the message to anyone and everyone in Utah that this is one U.S. state with a "Zero Tolerance Policy Toward Incivility on Our State's Highways and Roadways"?
The proposed new Utah Road Rage Hotline reporting service could accept telephone reports, desperate pleas for emergency assistance, and text messages from Utahns and visitors to Utah who witness or are victimized by what they believe to be a Road Rage incident in our state.
The proposed new Road Rage Hotline Service throughout all of Utah might also employ trained bilingual telephone counseling staff members who on a 24-hour-a-day basis help callers in English and in Spanish to "calm down and proceed in a rational, civil, and law-abiding manner in your own conduct relating to the motorist or passenger of a motor vehicle whom you believe was exhibiting Road Rage toward yourself".
----Should the State of Utah provide funding for psychological-services-provider training programs for 911 Emergency phone line dispatchers and Non-Emergency telephone dispatchers, EMS staff members, and hospital emergency room staff members in Utah that help them to successfully elicit greater composure, calmness, and civility in callers or in-person medical patients who state that they are infuriated by or victimized by or seek to retaliate violently against another motorist here in Utah?
----Should the Utah Legislature authorize a state agency such as the Utah DPS or Utah Department of Transportation to sponsor a factually authoritative and photo-illustrated and regularly updated online "History of Road Rage Crimes Here in Utah"? That proposed new website could help educate any and all Utahns about the severity and scope of the Road Rage Crisis currently endangering the safety of any and all Utahns and visitors to Utah throughout our entire state.

---Should Road Rage deterrence laws in Utah state in very clear and easy-to-understand language that Road Rage crimes in which the perpetrator is of a racial group different from that of the victim will be presumed in a court of law to be a possible or apparent or likely Hate Crime in our state, regardless of whether the alleged Hate Crime perpetrator is black and claims that they were "provoked by racial prejudice or racial antipathy that the other motorist, a white man, exhibited toward myself (himself or herself)" in a context in which NO act of violence and NO racial epithet or ANY severe form of profanity or ANY death threat per se was actually hurled at the alleged black perpetrator by the cited non-black motorist.
----Should the Utah State Board of Education state agency sponsor or approve the creation of of a new board game or new video game in Utah in which the winner is the participant who responds in the most consistently civil and law-abiding manner to a hypothetical Road Rage incident in Utah in which another motorist is attempting to provoke himself or herself into committing or attempting to commit a felony crime?
----Should driving instructors in Utah public high schools be required to simulate "Road Rage Challenges" for students in which each student passes that unit successfully if he or she can refrain from responding with rage or violence toward the role players who were assigned to provoke themselves?
---Should the State of Utah sponsor the production of a new educational videotape that describes each of the "20 Most Common Causes of Road Rage in Utah", and that explains how each of those rage-triggering moments can occur ---- and why none of those cited sources of Road Rage in Utah would justify a violent or law-breaking response by a motorist in Utah?
----Should the State of Utah sponsor 30-second radio announcements by a variety of Utahns who experienced or were victimized by Road Rage in our state, and why they urge other Utahns to pursue Diplomacy Under Duress (DUD) skills to avoid having any violence or any additional violence get triggered by that incident?
---Should prominent opinion leaders in Utah, including yourself and Utah Governor Spencer Cox and Utah DPS Commissioner Jess Anderson and Utah Lt. Governor Deidre Henderson and Salt Lake County Mayor Jenny Wilson and Utah Attorney General Sean Reyes, each be asked to deliver Public-Service Announcement "Anti-Road Rage" pleas on the radio and on television throughout Utah?
----Should all police officers and sheriff's deputies and Emergency Medical Services team members in Utah be legally required to obtain full training on how to help successfully defuse conflicts between motorists who are in the midst of a Road Rage Conflict or who were the victim or alleged perpetrator in a Road Rage assault that occurred here in Utah?
---Should the Utah Legislature require the Utah DPS, each municipal law enforcement agency in Utah, and each county sheriff's office in Utah to compile on a monthly or weekly basis very specific statistics on certain types of categories of reported conduct that reportedly had a role in reported Road Rage incidents in Utah?
For instance, should statistics be compiled on a year-round and ongoing basis in regard to whether Organized Crime had an alleged or suspected role in any particular Road Rage incident in Utah?
Also, should statistics be compiled on the number and percentage of all Road Rage incidents in Utah in which one or more of the drivers was under the influence of alcohol, was "recovering from a hangover after he participated in binge drinking the night before", or was under the influence of marijuana, State-approved "medical marijuana", or an illicit drug other than marijuana?
Should statistics be compiled on a year-round basis in regard to whether one of the motorists in an alleged Road Rage incident in Utah allegedly and in a deliberate manner attempted to harass and torture and distract and stalk the other motorist through very loud and very offensive infliction of continuous noise pollution victimizing the other motorist over a prolonged period of time?

Thank you for your friendly and very thoughtful reply note (below) to me on Wednesday.
I wish I had the expertise on the subjet of Road Rage between and among Utahn motorists that you are seeking. I myself am a longtime pedestrian who travels on foot, by Utah Transit Authority (UTA) trains, and by UTA buses. I do not own any motor vehicle.
State Rep. Cutler, I respectfully recommend that you consider asking an official of a statewide or local organization for driver education instructors here in Utah; the American Automobile Association Traffic Safety Foundation; any insurance company for motorists; any health insurance or life insurance company; or a professional organization that represents Utahn insurance agents or Utahn physicians or Utahn psychologists (the "Utah Psychological Association"), to offer a statement to, or testimony for, your legislative committee.
One of my own theories is that Utahn motorists who smoke a cigarette while driving on the roadway in our state might be far more likely to exhibit verbalized rage toward other motorists than either the tobacco-addicted motorists who refrain from smoking while driving on the roadway or the motorists who never smoke cigarettes. I have read about "Smokers' Irritable Personality Syndrome", I believe it may be called by some psychologists.
The more that the Utah Legislature can help fund tobacco-addiction and illicit-drug addiction treatment programs that are very affordable and successful for as many Utahn smokers or drug addicts as possible, the lower the risk that Road Rage incidents will occur, it seems to me.
It seems to me very likely that cocaine-addicted motorists here in Utah pose a major threat of their exhibiting Road Rage on the roadways of our state. Cocaine addiction can trigger "hostility" toward others, according to what I have recently read online. It also seems to me that any illicit drug (possibly marijuana, for instance) that can trigger intense fearfulness or "paranoid delusions" in a Utahn motorist might also trigger Road Rage on the roadways of our state.
An insurance industry representative here in Utah might be willing to offer you an estimate on the total combined annual financial cost to taxpayers of Utah and average annual increase in auto insurance premiums, average annual increase in medical insurance premiums, and average annual increase in life insurance premiums, that Road Rage incidents on Utahn highways and roadways inflict on our state each year.
Incidentally, I suspect that Utahn motorists who are driving their their vehicle without any---or adequate--- auto insurance are much more likely than are insured motorists to exhibit Road Rage after their car is destroyed in a motor vehicle accident.
I hope the Utah State Legislature will approve funds for the design and purchase and posting of eye-catching and persuasive "Control Your Road Rage!" posters on the walls of high schools and community colleges and vocational schools and government-agency workplaces throughout our state.
Rep. Cutler, I am also very hopeful that the "National Conference of State Legislatures" will be willing to share with you information about already-approved state laws or current or former legislative proposals in other states of the USA that have helped or could help or could have helped to prevent Road Rage in those states.

I am very happy to be living in the same state where my paternal grandparents, Mr. and Mrs. Parley and Alice Mae Pugh (her maiden surname) McMillan, lived together as civic-minded residents raising a family in Murray, Utah. Parley McMillan owned a butcher shop in Murray, and he and his wife were devoted members of The Church of Jesus Christ of Latter-day Saints.
Their youngest son ----my father, Murray native Dr. Calvin McMillan, who was employed for many years as a Botany Professor at The University of Texas at Austin ---- commented to me in the 1980s or 1990s that in his own entire life he (Father) had never once sustained any traffic accident at any time when Calvin McMillan was behind the wheel of a motor vehicle.

Dear Utah State Legislature House of Representatives Majority Leader Mike Schultz,
I greatly appreciate your kind stated recent written request to me that I also share with you in writing any concerns of mine that might be helpful to you and your Utah House colleagues as you give full consideration to possible new proposed state laws and state policies for our great State of Utah.
Some additional concerns of mine are:
---Some or many of the respective persons that were each holding or claiming to hold "power of attorney" legal authority over a permanent resident of Utah might possibly have subjected that Utahn resident--- and possibly a government official in Utah---to deliberately fraudulent or knowingly hostile communications, or may have abused or injured or endangered the personal safety of the cited Utahn resident through "power of attorney" actions they pursued that were ostensibly on behalf of that individual but were instead harmful to that Utahn resident.
---I also sense that some or many current residents of Utah were never at any time provided by a person claiming to hold "power of attorney" over themselves with the opportunity to obtain for their own legal records file and review a notarized copy of the currently applicable power-of-attorney authorization form they had approved in writing that gave power of attorney authority to a cited individual.
----I am not sure whether state law in Utah currently requires that any person claiming to hold legal authority over a permanent resident of Utah must keep that notarized and approved legal-authorization document on file at all times with an officially designated office of the County Government in the county of residence of the individual holding that legal authority, and also in the county of residence of the individual who reportedly had "given" power-of- attorney authority to the former individual.
It might be help law enforcement agencies in Utah and protective services investigators in Utah if they each had immediate and automatic year-round online access to any and all such "power of attorney"online records that are ever on file anywhere in Utah.
-----The incidence of Road Rage-related personal- injury crimes on or along highways and other roadways here in Utah may continue to occur with alarming frequency unless the Utah Legislature takes action.
Among the possible actions the Utah House might pursue are:
(1) Require that all high school students at public high schools in Utah and all public-college students in Utah must each attend an all-school or all-campus assembly featuring an educational movie about "Road Rage in Utah"---a movie that offers 15 or more tips on how to avoid being victimized by Road Rage violence and how to avoid victimizing others with Road Rage violence here in Utah.
Presentation of each such educational film before students and faculty of that public school or public institution of higher education in Utah could be followed by a question- and-answer session in which an "Expert on Road Rage Prevention in Utah" answers questions from students and faculty members.
(1a) The Utah Legislature could authorize the Utah DPS and Utah Department of Transportation to develop guidelines for official issuance of "Utah Road Rage Prevention Specialist" certifications here in Utah.
(2) The Utah Legislature House of Representatives could authorize funding for State-mandated establishment of a fully-illustrated and easy-to- understand English-language and Spanish-language "Utah Road Rage Prevention" official website.
The proposed website could offer 10 or 15 online tips on how a Utahn motorist or Utahn pedestrian or Utahn bicyclist can help prevent Road Rage-related violence from ever occurring.
A variety of online photos and videoclips at that official website could illustrate HOW a motorist in Utah SHOULD NOT react or conduct himself when he is involved in a Road Rage incident.
Other online photos and videoclips at that website could offer tips on HOW TO RESPOND in a civil and law-abiding and polite manner during a possible verbal conflict, such as after a collision with another motorist or a pedestrian or bicyclist or scooter rider, etc.
(3) The Utah Legislature could require certification by all driver-education instructors in Utah on how they can successfully teach their students to never themselves ever commit a Road Rage-related act of violence or verbalize a death threat or threat of violence against another motorist here in Utah.
Each driver-education instructor in Utah could be required to ask each of his or her students to take and pass a written Road Rage Prevention multiple-choice test before each such student is permitted to ever take a driver certification test by the State of Utah that enables him or her to get approved for a State of Utah-issued driver's license.
(4) Require that any and all persons involved in a Road Rage-related incident in Utah must undergo medical tests on their blood or urine or breath that identify whether any of the persons involved in that Road Rage incident were under the influence of marijuana, so-called "medical" marijuana, cocaine or another illicit drug, or alcohol at the time of the incident. Road Rage crime suspects could be subjected to automatic Felony Crime allegations if any of those tests indicate that the cited motorist was driving "under the influence" of alcohol or a psychoactive drug or illicit drug.
(5) Revise the state penal code of Utah, if need be, to specifically include the term "Road Rage", such as "Road Rage Assault" or "Road Rage Vehicular Homicide" or "Road Rage Death Threat", in any and all formal criminal charges for which a law-enforcement officer in Utah arrests an applicable suspect along a roadway in Utah.
(6) Sponsor a study to determine whether the incidence of Road Rage Crimes in Utah may be heavily concentrated at certain highway intersections or along specific stretches of public highways in Utah.
The Utah House of Representatives under your very fine leadership could approve funding for a study by the Utah Department of Transportation and the Utah DPS to identify where the "Road Rage Hubs" of Utah currently are located.
(7) I am concerned about the possibility that inadequate shoulders or the absence of shoulders along some highways in Utah, potholes on roadways, hazardously narrow lanes, overly abrupt "merge lanes" conditions on roadways in Utah, and slippery or icy conditions on roads in our state may increase the risk of angry conflicts erupting between motorists here in Utah.
Possibly the State of Utah could offer financial incentives for motorists to purchase brand-new snowy-weather and icy-weather tires that are less likely than conventional tires to hydroplane in Utah. The better the traction of motorists' tires on roadways here in Utah, the lower the risk of collisions occurring that might trigger Road Rage here in our state.
Another possibility might be that the Utah House could approve increased funding for the Utah Department of Transportation toward the purchase of additional snowplows and employment of additional emergency weather conditions staff members who help quickly remove snow and ice from highways and other heavily traveled roadways here in Utah.
The Utah House could approve funding for a new study by the Utah Department of Transportation state agency and the Utah Department of Public Safety state agency, including the Utah Highway Patrol, that attempts to determine the percentage of Road Rage incidents in Utah in which highway or bridge design or construction flaws or a damaged road or bridge or inadequate placement of traffic safety signs along highways in Utah might have caused or partly caused conflicts between motorists along or on a highway or other roadway in Utah.
