Subject: Questions for State Government of Utah Medical Cannabis Officials

September 13, 2023

Dear Officials of the "Utah Center for Medical Cannabis" state agency in Salt Lake City,

Among the many very  tentative questions I myself need to pose to you about the massive and  alarming recent  increase in the total  number of Utahns who have reportedly "qualified" to hold a State of Utah-approved "Legal" Medical Cannabis consumer card and who are  consuming so-called "medical marijuana" on a year-round with full approval from the State of Utah:

---Is the State of Utah requiring that anyone employed by the State of Utah in your "medical cannabis" program must be someone who does not have any prior illicit-drug-related conviction or any prior theft of property conviction in any criminal-history record they may have?

---Did the State Government of Utah fully investigate and and  all  alternative  pain relievers for persons who were diagnosed as terminally ill?

---Will inmates in state prisons of Utah be permitted to apply for and qualify for State of Utah-approved "medical marijuana" supplies?

---is the massive increase in the total number of Utahns consuming so-called "medical" marijuana with full approval by the State of Utah expected to trigger an increase in the number of sexual-assault crimes and other personal injury crimes in Utah, since marijuana has been cited as having increased the sex drive in many men?

---Will Utahn parents high on "approved medical cannabis" inside their home when they receive an unexpected phone call from a child of theirs asking to be picked up from school, be authorized by the State to promptly  drive a motor vehicle to that child's school and then, while still  "high" on medical marijuana, drive the child home from school?

---Does the State of Utah offer any guidelines to Utahns enrolled in your "medical marijuana" program on how many total  hours those customers after getting "high" must wait inside their home before it is legal for them to drive a motor vehicle or clock in at their  workplace in Utah and begin on-the-job  work duties?

---Is there a risk that a Utah resident consuming "medical marijuana" might over-consume from their weekly supply on any given day and might require emergemcy hospitalization for that alleged "overdose" of medical marijuana?

---Will the State of Utah be authorizing additional "medical marijuana" supplies upon request  to approved "medical cannabis" consumers who contact your state agency and claim that they ran out of "cannabis" sooner than expected for any given week?

---Is there any risk that adult male persons who consume so-called "medical marijuana" with full approval from the State of Utah will be more likely to commit a pederastic sex crime when they interact with male youths or female youths at a time when they themselves are "high" on marijuana?

---Has any official of the Utah Department of  Health ever contacted the globally prestigious "Cleveland Clinic" to find out why medical physicians there have long opposed consumption of so-called medical marijuana by persons who have been diagnosed as terminally ill?

---Is there any risk that any of the Utahns qualifying for "Medical Marijuana" might cast a vote in an election here in Utah at a time when they are under the influence of marijuana and "too high" on that illicit drug for their vote to be considered valid?

---Will "Medical Marijuana" patients who drive a motor vehicle in Utah be at risk of being pulled over on a roadway and  arrested by a police officer or Utah DPS officer for "driving under the influence" of marijuana?

----Would "Medical Marijuana" patients in Utah who drive a motor vehicle in our state cause a public safety hazard on roadways that increases the risk of their vehicle colliding with another vehicle, with a bicyclist, with a Scooter rider, or with a pedestrian attempting to cross the street?

---Will the Utah DPS be requiring that any and all Utah driver's licenses issued to State-approved "medical marijuana" consumers must clearly state that the cited Utah resident has been officially approved to consume marijuana exclusively for medical purposes?

---Will Utah-approved "medical marijuana" consumers be exempted from  being subjected to  blood tests or urine tests when they drive recklessly or speed  on the roadways of Utah?

---Will the "mellowness" and lack of alertness often attributed to marijuana consumers  require that the State of Utah pay for the "Medical Marijuana" patients' transportation  expenses by Uber Drivers or by Taxi Drivers?

---Is there a risk that unemployment claims or disability claims by previously employed "Medical Marijuana" consumers in Utah could be astronomically high?

----Is there a risk that a full-time or part-time  air traffic controller in Utah who gets State of Utah approval for participation in  the so-called Medical Marijuana program might have a mental error while on the job that results in the crash of a commercial airplane that kills all passengers and crew members?

---Is there a risk that the involvement of the State Government of Utah in production and distribution of so-called "Medical Marijuana" to qualifying  Utahns with cited "medical conditions" could trigger a lawsuit against the State of Utah if a "medical cannabis" consumer in Utah complains that he experienced medical side-effects harmful to himself that the State of Utah had allegedly failed to warn him about in writing?

---Is there a risk of a lawsuit against the State of Utah if a State-approved "medical marijuana" consumer in this state alleges that the State of Utah knowingly sold him a contaminated or impure or poisoned supply of "medical marijuana" that resulted in the patient requiring hospitalization in Utah for which the State was expected to pay all of the patient's medical bills resulting from that multi-day stay in a hospital and also compensate the complainant for irreparable alleged harm to his own medical health resulting from the cited "bad batch" of so-called marijuana?

---How much money would the State Government of Utah have to spend each year in order to hire "Medical Marijuana Quality Control" staff members?

---Did any  Utahns pay bribe money to a medical physician in Utah in exchange for their being cited by that medical doctor as having a "medical problem that meets the criteria" required by the State of Utah?

---Did the State of Utah require that only State of Utah-certified medical physicians residing in Utah are authorized to sign a form stating that a medical patient of theirs met the "medical diagnosis criteria" in order to officially enroll in the State of Utah "Medical Cannibus" program?

---Did any of the Utahns fake medical symptoms while being examined by a Utah physician in order to then get "certification" by that medical physician in Utah for participation in the State-approved "Medical Cannibus" program?

---How much total tap water in Utah has been diverted from other purposes toward irrigating  so-called "medical marijuana" production  here in the Beehive State?

---Is there any evidence that total consumption of tap  water by the so-called "Medical Marijuana Industry" in Utah will be so excessively high that cherry farmers in Utah will suffer from reduced access to water for irrigating their commercial cherry trees?

---Has the State of Utah hired a first-rate staff of auditors and investigators to certify each year whether they identified any evidence of fraudulent claims in the so-called Medical Marijuana program sponsored by the State?

---Has there been any evidence that any of the so-called Medical Marijuana customers here in Utah shared or sold any portion of their State-allotted marijuana supplies to friends or relatives or acquaintances of theirs?

---Is there any risk that an approved "medical marijuana" customer in Utah might host a "Medical Marijuana" party for friends of his during the Holiday Season or on his birthday?

---Is there a risk of violent retaliation against Medical Marijuana producers in Utah by unabashedly illicit marijuana dealers in Utah or another state?

---Have any of the so-called "Medical Marijuana" patients of Utah also purchased marijuana from illicit marijuana drug dealers or other illicit drug dealers here in Utah anytime AFTER  those "Medical Marijuana" patients got official approval from the State of Utah to join the so-called "Medical Marijuana" program?

---Were any of the Utahns qualifying for participation I'm the "Medical" Marijuana program ever previously arrested on a criminal charge relating to an illicit drug other than marijuana?

I hope to hear from you soon.

Sincerely and Best Wishes,

John Kevin McMillan, 535 South 200 East, Apt. 912, Salt Lake City, UT 84111.
