Texas Department of Criminal Justice (TDCJ) state agency,
TDCJ Headquarters Offices,
2 Financial Plaza,
Suite 600,
Huntsville, TX 77340
Dear Open Records Coordinator for the TDCJ,
This is a public-information request in which I seek to obtain from you a copy of any and all e-mail communications, reports, memoranda, or other written communications that were typed, word-processed, handwritten, sent, mailed, FAXed, or forwarded at any time since 12 p.m. June 21, 2019, by any staff member or attorney or administrator in your state-agency's Office of General Counsel in Huntsville, Texas, and that, in each and every such case, referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.
I am a former full-time TDCJ employee in Austin, Texas. I worked for the TDCJ in north Austin for a month or two in 1999 before I then obtained a TDCJ-approved job transfer for myself to a full-time job immediately afterward at the TDCJ-affiliated Texas Board of Pardons and Paroles state agency offices along Shoal Creek Boulevard in north Austin. I am also a former full-time employee in Austin of the Texas Department of Public Safety state law-enforcement agency. I was employed full-time from the fall of 1997 through the fall of 1998 at the Texas DPS Motor Carrier Bureau along Guadalupe Street in north Austin.
Earlier this century, one highly-esteemed Huntsville-based staff attorney for your state agency, Mr. Jim Frazier, volunteered to me on the telephone during a long-distance phone call I made to his public law office in Huntsville from my rental-apartment unit at that time, Apt. 325 in Building 3 at Wind River Crossing Apartments in northwest Austin, that "the people of Austin have not been friendly toward you, John. I (TDCJ attorney Jim Frazier) recommend that you move to Huntsville, Texas, and purchase a home for yourself here" (approximate quote).
I hope to hear from you soon.
Sincerely and Best Wishes,
John Kevin McMillan.

My legal name is "John Kevin McMillan". My date of birth is April 27,1957. I was born in Lincoln, Nebraska. I am a single adult gainfully-employed white Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry. I am a certified direct descendant of the Rev. William Brewster, the Puritan religious leader who served as head chaplain on the Mayflower and, later, as the leading religious adviser to British Plymouth Colony Governor William Bradford. I am also a certified direct descendant of honorable members of the Church of Jesus Christ of Latter-day Saints who in the 19th Century were reportedly harassed and stalked by non-Mormons in Nauvoo, Illinois. I am also the founder and only member of the non-proselytizing "Progressive Prohibitionist Religion", a politely non-Christian public-safety-minded Honor Society religion with very stringent membership-eligibility requirements. My own religion is not open for any additional member until a full 12-month period has transpired in which I am personally convinced that throughout that entire 12-month period I myself am enjoying full privacy rights, full freedom from home-invasion crimes, full freedom from personal-injury-crimes, and full access to fully reliable news and information services in my own life.
My SID number with the TDCJ is 04530055. I myself do not have any criminal-conviction record, as I'm sure that your state agency is very aware. The SID number refers to an alleged "reckless damage" incident in Sweetwater, Texas, on April 13, 1991, in which a pebble allegedly flew from a car wheel of mine in an outdoor parking lot of the apartment complex where I resided in Sweetwater, and that pebble allegedly traveled over a fence and allegedly struck the glass door of the home of an honorable Hispanic gentleman, Steven Alcala, date of birth 11-28-1954 according to the Sweetwater Police report (Mr. Alcala's home address 506 Locust Street in Sweetwater), whom I myself had never met before and have never spoken with in person in my entire life. No court hearing ever occurred in connection with that case. Charges against me were formally dismissed by the Nolan County Attorney after I agreed to pay and paid a sum of money for disbursement to the private-citizen complainant as full compensation for the alleged pebble-flying reckless damage incident. The cited witness in the pebble-flying incident was Felix Trevino, date of birth 2-21-1914, of "506 1/2 Locust St." in Sweetwater, according to the Sweetwater Police report I obtained a copy of through a public-information request.
In 2021, I myself was a very recent criminal-law complainant and cited single adult male victim in Austin (TX) Police Department Sex Crimes Case 2021-2440624---a case for which an APD-approved forensic DNA-swabs anal-rape-evidence medical exam was performed on me in the early-morning hours of Sept. 2, 2021, by a female forensic nurse in the emergency room of Dell Seton Medical Center at The University of Texas, in central Austin. APD Sex Crimes Detective William Costello was the investigator for that case. His office phone number is: (512) 974-4247.
I have been gainfully employed at all times as a support-staff member for three respective separately-owned first-rate corporate-owned chain restaurants in Austin, Texas, on a continuous basis throughout the entire two-and-one-half year period applicable to this public-information request.
I myself lead a permanently drinking-alcohol-free (ever since 1990) and never-previously-addicted, permanently marijuana-free (ever since 1984) and never-previously-addicted, lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-non-vaping, dependably civil and law-abiding and vigilant and pro-law-enforcement, non-stalking, privacy-respectful, facially-cleanshaven (no beard, no mustache, no goatee), lifelong-tattoo-less, non-sadomasochistic and anti-S&M, very-recently-certified-HIV-negative, permanently-jewelry-less, consistently clean-talking (no profanity by me in my everyday conversations with others), platonicly polite, longtime-celibate (including on a continuous and uninterrupted basis ever since the day I moved to north Austin in August of 2001) lifestyle. I have lawfully and in a civil manner rejected numerous cited persons from my own past, and I fully honor any person's legal right to reject me as well. I might add with polite emphasis that I myself have NEVER subjected anyone to continuous verbalized anonymous communications, any deliberately fraudulent communications, or to any verbalized death threat. I also add that in my entire life, I have never subjected anyone to any thought-control project. I am very opposed to any and all thought-control projects, which I regard as being illegal and in flagrant violation of the U.S. Constitution.
Throughout the approximately two and one-half-year time period applicable to this public-information request, including at present, I have resided as a rent-paying official tenant or rent-paying approved occupant in a solo-occupancy bolt-locked efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive, Bldg. 17 (northeastern corner of complex), Apt. 2418, Austin, TX 78753.
I hope to hear from you soon.
Sincerely and Best Wishes,
John Kevin McMillan.
