Commissioner Keller, I am writing you today to politely inform you that I myself will be moving away from Texas for good on December 31, 2021.

I will be relocating on that wonderful day for me to a U.S. state with a significantly lower home-invasion-crimes rate, a significantly lower sexual-assault-crimes rate, a significantly lower violent-crimes rate, a significantly lower personal-injury-crimes rate, a significantly lower incidence of continuous and medically injurious noise-pollution, a significantly lower number of convicted felons per capita, a significantly lower incidence of organized-crime, a significantly lower profanity-addiction rate and obscene-speech addiction rate, a significantly lower per-capita incidence of knowingly dishonest or deliberately fraudulent anonymous---or non-anonymous, for that matter---communications that violate the privacy rights of the individual being subjected to those communications against his or her wishes, a significantly lower tobacco-addiction rate, a significantly lower vaping-addiction-rate, a significantly lower alcohol-consumption rate, a significantly lower per-capita incidence of binge drinking, a significantly lower marijuana-consumption rate, a significantly lower illicit-drug addiction rate, a significantly lower tattoos-addiction rate, a significantly lower per-capita incidence of private citizens inflicting graffiti on public-properties, a significantly lower per-capita incidence of beards, mustaches, or goatees on the adult male persons of that state, a significantly lower per-capita incidence of nostril rings and tongue rings on the adult male persons of that state, and a significantly lower per-capita incidence of extensive jewelry on adult male persons, than does Texas.

Commissioner Keller, do you know of any higher-education entity currently situated in Texas in regard to which your State of Texas agency believes or senses that I myself---I being a dependably civil and law-abiding and very honest, permanently-alcohol-free, lifelong-tobacco-free, white Anglo-Saxon single-by-choice, longtime-celibate-by-choice, adult gainfully-employed private citizen, as you may recall---am "required" or "expected" to have a continuing involvement after I move away from Texas for good on December 31, 2021?

If so, may I ask what the nature of that required or expected "continuing" involvement would (or will) be for this particular very honorable private citizen---myself? 

Also, which specific institution or institutions of higher education, if any, currently appear to be entities that I myself am either required or expected to have a continuing involvement with after I move away from Texas on a permanent basis on December 31, 2021?

Thank you in advance, Commissioner Keller, for your very helpful and informative reply letter to me that provides me with very helpful answers to these important higher-education-system-related public policy questions that I have posed to you today.

I plan to arrange for a meeting with you sometime in January 2022 after I move to Salt Lake City on December 31.

Dear Salt Lake City Mayor Mendenhall,

I hope that you and all of your noble colleagues with the City of Salt Lake enjoy a very healthful, prosperous, and joyous Holiday Season and New Year.

Mayor Mendendall, I am writing to you today because I read recently about the significant recent increase in the number of residents in your truly great state-capital city. 

It seems to me very likely that the increase in residents in your first-rate and well-planned city brings with it a significant increase in citywide demand for water in your thriving community.

Do you personally believe that Salt Lake City has a possible need for establishment of an official new or revised and updated Drought-Emergency-Response Plan that, when a drought occurs, could be immediately consulted and implemented by City officials on a citywide basis?

It is possible that some award-winning private consulting firm in Utah, Arizona, or California, for instance, might have particular expertise at helping enlightened municipal governments such as the City of Salt Lake to develop a Drought-Abatement Plan in the event of a water shortage. 

I have not pursued any factual research on that subject. I just wanted to raise this possibility for your benefit. I am a firm believer in the value of public-policy-minded tentative brainstorming by private citizens during their leisuretime that can be helpful to public-policy-makers.

I am also very hopeful that your very influential Salt Lake City Council will be willing to consider sponsoring a new study to identify each of the current businesses, current industries, or homeowners in Salt Lake City who or that currently consume the most water.

In the event of a future drought in Salt Lake City, should or does the City of Salt Lake have the legal authority to impose temporary multi-hour or, if needed, multi-day, restrictions on water consumption levels by cited businesses or cited industries (possibly your city's popular beer breweries, for instance) in Salt Lake City that consume the greatest quantities of water per day or per week?

Also, should or does the City of Salt Lake currently have the legal authority during a drought to impose temporary restrictions on water-consumption levels by homeowners and private citizens in your much-admired capital city?

Finally, I would like to raise the question of whether the City of Salt Lake could benefit from reliance on a meteorologist consultant, if needed, who could help the City to immediately identify weather conditions that appear to be on the verge of triggering expected multi-day drought-like conditions in your city or urban area.

Thank you in advance, Mayor Mendenhall, for your very kind willingness to review this brainstorming letter from a future resident of your globally-admired city. 

I feel very enthusiastic about moving to your great and beautiful city of outstanding civility on December 31 of this year! It will be a great honor for me to live in the very same city where my beloved father, Dr. Calvin McMillan, then an LDS member, attended the University of Utah and excelled academically there in subjects such as Chemistry and Botany. I have also emphasized repeatedly to the APD Sex Crimes Unit that I insist on asserting my legal right to press criminal-law trespassing charges, assault-by-physical-contact charges (if applicable) and sexual-assault charges (if applicable) through APD against any person---regardless of whether they claim to be a current or former "relative" or "friend" or "coworker" or "work supervisor" or "neighbor" or "associate" or "teacher" or "roommate" of mine, etc.---who is ever identified at any time as having been physically present anywhere inside my current double-bolt-locked efficiency apartment unit during my sleeping hours at nighttime (I ALWAYS sleep alone on my own bed, and I have NEVER permitted anyone but on-duty APD officers or on-duty Austin-Travis County EMS employees to be physically present inside my current locked efficiency-apartment unit anytime between the hours of 8 p.m. in the evening and 7:59 a.m. in the morning).

Pebble Creek Apartments is a very large gated-community complex that is managed by the Austin-based Belco Equities. Inc., with Mr. Cecil Domel being the highly-regarded
area supervisor for this complex and Mr. Juan Acosta the highly-esteemed general manager for this complex.
The owner of this apartment complex is "Pebble Creek Babay, Ltd.," according to my current official six-month lease agreement for my efficiency unit, with "Pebble Creek Babay, Ltd."---this according to an October 15, 2010-dated online "Amendment to Certificate of Limited Partnership" record of the California Secretary of State state agency that I reviewed today---being a "California Limited Partnership" with a mailing address for its "general partner", Christa Babay, at 612 N. Alpino (apparent typo by their State Government of California agency: it should instead be "Alpine") Drive, Beverly Hills, California 90210.
 Other apparently reliable online records I reviewed today indicate that the highly-esteemed Christa Babay, general partner for the owner of my current apartment complex, has a middle initial of "H" and is reportedly an 82-year-old senior citizen.

I am seeking to obtain from you a copy of any and all e-mail communications and other written communications, and any and all phone messages, that were or are generated, received, written, sent, forwarded, mailed, or FAXed at any time from 8 a.m. November 1, 2021, through 8 a.m. Friday, December 3, 2021, by Travis County Attorney Delia Garza or any other attorney or administrator or other staff member in the Travis County Attorney's Office here in Austin, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of Austin.

EXCLUDED from the scope of this public-information request are any and all written communications that were specifically e-mailed to the Travis County Attorney's Office directly by myself.

My legal name is John Kevin McMillan. I was born on April 27, 1957, in Lincoln, Nebraska. Ever since January of 1988, I have resided in Texas on a continuous and uninterrupted basis. 

This public-information request was prompted by an unexpected development relating to each of the two most recent public-information requests focused on myself that I wrote and submitted this calendar year to your public-law office in Austin.

Your county attorney's office in Austin responded to each of those public-information requests of mine from 2021 by sending an official legal letter to the Attorney General of Texas. In each of those legal letters, your public law office sought official permission to withhold from me documents responsive to my information request that involved communications within your County Attorney's Office in regard to me by staff members and attorneys in your office; consultation of your County Attorney's Office in regard to me by Travis County Judge Andy Brown; and consultation of your public law office in regard to me by a prosecuting attorney for the Travis County District Attorney's Office and two staff members in the DA's Office. One of the two legal letters your office submitted to the Attorney General this year also sought to withhold from me documents referring to consultation of your County Attorney's office by Travis County Auditor Patti Smith in a context directly referring to me by name.

This public-information request was also prompted by two carbon-copies I shared with your County Attorney's Office of two separate written complaints I officially filed on December 1, 2021, with the Inspector General of the Texas Department of Public Safety state law-enforcement agency here in Austin. One of those two respective complaints cited the alleged failure by the Texas DPS Office of General Counsel to send me any reply letter responsive to a late October of 2021 public-information request of mine to the DPS that contained the subject heading of: "10-27-21 DPS PIR re: legality of cited ongoing electronic surveillance, ongoing anonymous verbal communications".

This public-information request was also prompted by a recent apartment-security-related, safe-housing-theme telephone conversation I had on October 20, 2021, with Miguel Lopez, Administrative Specialist of the Displacement Prevention Division of the Housing and Planning Department of the City Government of Austin. Mr. Lopez stated to me that he recommends installation of a sliding bolt lock to the front door of my currently double-bolt-locked front door for my current solo-occupancy efficiency rental-apartment unit at Pebble Creek Apartments in northeast Austin. I live alone inside that efficiency rental-housing unit.

Patrick B. Howard, Executive Director and Chief Executive Officer of the Travis County Housing Authority, stated to me on the telephone on October 29, 2019, during a local phone conversation I had with him in which Mr. Howard either directly canceled or referred to his having cancelled a scheduled in-person meeting with him that would have occurred later that day at between 2:30 p.m. to 3 p.m., at his County Housing Authority office at 502 East Highland Mall Blvd., Suite 106-B, in north Austin: "We (the Travis County Housing Authority) don't necessarily provide that type (safe-living conditions housing)." Mr. Howard then added in that same October 29 phone conversation I had with him:  "You (John Kevin McMillan) may be over our (financial-income-eligibility) threshold for public housing."

I have resided in Austin proper (this state capital city for Texas) on a continuous and uninterrupted basis ever since mid-March of 1997. I have been and continue to be gainfully employed on a continuous basis in the restaurant industry in the Austin area ever since April 27, 2002.
I have resided alone on a continuous and uninterrupted basis ever since June 21, 2019, as the only management-team-approved official tenant and the only management-team-approved occupant in Apt. 2418 of Building 17 at Pebble Creek Apartments, 8805 North Plaza Drive, in northeast Austin. My current official six-month lease agreement for Apartment 2418 ends at 11:59 p.m. December 31, 2021. 

I am a longtime-celibate-by-choice (including ever since the day I moved to north Austin in August 2001), single-by-choice, permanently-alcohol-free (ever since 1990), marijuana-free (ever since 1984) and very anti-marijuana-minded, lifelong-tobacco-free and very anti-tobacco-minded, platonicly-polite, privacy-respectful, non-stalking, dependably civil and law-abiding and very honest, facially-cleanshaven Anglo-Saxon senior-citizen gentleman of English, Scottish, and German ancestry. 

I have never on any occasion ever once had any invited overnight visitor inside my current apartment unit, Apt. 2418 at Pebble Creek Apartments. I do everything I can to lawfully and in a civil manner keep anyone and everyone away from any portion of the interior of my current double-bolt-locked efficiency apartment unit anytime between the hours of 8 p.m. at nighttime and 8 a.m. in the morning. 
The ONLY exceptions I have ever made on that very firm policy of mine have been for on-duty Austin Police Department officers occasionally obtaining crime evidence from me inside my efficiency unit or obtaining a lost-and-found item from me that I had reported to APD on the phone; or on-duty Austin-Travis County Emergency Medical Services staff members directly responding to a 911 phone call from me in which I had requested to be taken by ambulance to a hospital for an unexpected medical crisis, such as repeated vomiting, that I had personally experienced.

I hope to hear from you soon in response to this December 3, 2021, public-information request from myself.

Their state agency has recently informed me in writing that they have no records there that directly refer to me.

Pebble Creek Apartments is a very large gated-community complex that is managed by the Austin-based Belco Equities. Inc., with Mr. Cecil Domel being the highly-regarded
area supervisor for this complex and Mr. Juan Acosta the highly-esteemed general manager for this complex.
The owner of this apartment complex is "Pebble Creek Babay, Ltd.," according to my current official six-month lease agreement for my efficiency unit, with "Pebble Creek Babay, Ltd."---this according to an October 15, 2010-dated online "Amendment to Certificate of Limited Partnership" record of the California Secretary of State state agency that I reviewed today---being a "California Limited Partnership" with a mailing address for its "general partner", Christa Babay, at 612 N. Alpino (apparent typo by their State Government of California agency: it should instead be "Alpine") Drive, Beverly Hills, California 90210.
 Other apparently reliable online records I reviewed today indicate that the highly-esteemed Christa Babay, general partner for the owner of my current apartment complex, has a middle initial of "H" and is reportedly an 82-year-old senior citizen.

Dear Open Records Coordinator for the Travis County Attorney's Office,

I am seeking to obtain from you a copy of any and all e-mail communications and other written communications, and any and all phone messages, that were or are generated, received, written, sent, forwarded, mailed, or FAXed at any time from 8 a.m. November 1, 2021, through 8 a.m. Friday, December 3, 2021, by Travis County Attorney Delia Garza or any other attorney or administrator or other staff member in the Travis County Attorney's Office here in Austin, and that, in each such case, referred at least once in any manner to myself, John Kevin McMillan of Austin.

EXCLUDED from the scope of this public-information request are any and all written communications that were specifically e-mailed to the Travis County Attorney's Office directly by myself.

My legal name is John Kevin McMillan. I was born on April 27, 1957, in Lincoln, Nebraska. Ever since January of 1988, I have resided in Texas on a continuous and uninterrupted basis. 

This public-information request was prompted by an unexpected development relating to each of the two most recent public-information requests focused on myself that I wrote and submitted this calendar year to your public-law office in Austin.

Your county attorney's office in Austin responded to each of those public-information requests of mine from 2021 by sending an official legal letter to the Attorney General of Texas. In each of those legal letters, your public law office sought official permission to withhold from me documents responsive to my information request that involved communications within your County Attorney's Office in regard to me by staff members and attorneys in your office; consultation of your County Attorney's Office in regard to me by Travis County Judge Andy Brown; and consultation of your public law office in regard to me by a prosecuting attorney for the Travis County District Attorney's Office and two staff members in the DA's Office. One of the two legal letters your office submitted to the Attorney General this year also sought to withhold from me documents referring to consultation of your County Attorney's office by Travis County Auditor Patti Smith in a context directly referring to me by name.

This public-information request was also prompted by two carbon-copies I shared with your County Attorney's Office of two separate written complaints I officially filed on December 1, 2021, with the Inspector General of the Texas Department of Public Safety state law-enforcement agency here in Austin. One of those two respective complaints cited the alleged failure by the Texas DPS Office of General Counsel to send me any reply letter responsive to a late October of 2021 public-information request of mine to the DPS that contained the subject heading of: "10-27-21 DPS PIR re: legality of cited ongoing electronic surveillance, ongoing anonymous verbal communications".

This public-information request was also prompted by a recent apartment-security-related, safe-housing-theme telephone conversation I had on October 20, 2021, with Miguel Lopez, Administrative Specialist of the Displacement Prevention Division of the Housing and Planning Department of the City Government of Austin. Mr. Lopez stated to me that he recommends installation of a sliding bolt lock to the front door of my currently double-bolt-locked front door for my current solo-occupancy efficiency rental-apartment unit at Pebble Creek Apartments in northeast Austin. I live alone inside that efficiency rental-housing unit.

Patrick B. Howard, Executive Director and Chief Executive Officer of the Travis County Housing Authority, stated to me on the telephone on October 29, 2019, during a local phone conversation I had with him in which Mr. Howard either directly canceled or referred to his having cancelled a scheduled in-person meeting with him that would have occurred later that day at between 2:30 p.m. to 3 p.m., at his County Housing Authority office at 502 East Highland Mall Blvd., Suite 106-B, in north Austin: "We (the Travis County Housing Authority) don't necessarily provide that type (safe-living conditions housing)." Mr. Howard then added in that same October 29 phone conversation I had with him:  "You (John Kevin McMillan) may be over our (financial-income-eligibility) threshold for public housing."

I have resided in Austin proper (this state capital city for Texas) on a continuous and uninterrupted basis ever since mid-March of 1997. I have been and continue to be gainfully employed on a continuous basis in the restaurant industry in the Austin area ever since April 27, 2002.
I have resided alone on a continuous and uninterrupted basis ever since June 21, 2019, as the only management-team-approved official tenant and the only management-team-approved occupant in Apt. 2418 of Building 17 at Pebble Creek Apartments, 8805 North Plaza Drive, in northeast Austin. My current official six-month lease agreement for Apartment 2418 ends at 11:59 p.m. December 31, 2021. 

I am a longtime-celibate-by-choice (including ever since the day I moved to north Austin in August 2001), single-by-choice, permanently-alcohol-free (ever since 1990), marijuana-free (ever since 1984) and very anti-marijuana-minded, lifelong-tobacco-free and very anti-tobacco-minded, platonicly-polite, privacy-respectful, non-stalking, dependably civil and law-abiding and very honest, facially-cleanshaven Anglo-Saxon senior-citizen gentleman of English, Scottish, and German ancestry. 

I have never on any occasion ever once had any invited overnight visitor inside my current apartment unit, Apt. 2418 at Pebble Creek Apartments. I do everything I can to lawfully and in a civil manner keep anyone and everyone away from any portion of the interior of my current double-bolt-locked efficiency apartment unit anytime between the hours of 8 p.m. at nighttime and 8 a.m. in the morning. 
The ONLY exceptions I have ever made on that very firm policy of mine have been for on-duty Austin Police Department officers occasionally obtaining crime evidence from me inside my efficiency unit or obtaining a lost-and-found item from me that I had reported to APD on the phone; or on-duty Austin-Travis County Emergency Medical Services staff members directly responding to a 911 phone call from me in which I had requested to be taken by ambulance to a hospital for an unexpected medical crisis, such as repeated vomiting, that I had personally experienced.

I hope to hear from you soon in response to this December 3, 2021, public-information request from myself.
