Dear Ms. Mansell,
Thank you for your July 10-dated reply letter requesting that I send you a copy of my current Texas Department of Public Safety-issued driver's license.
Your reply letter was in response to my July 9, 2020-dated public-information request (see below) to TEA that your state agency in Austin has assigned an identification number of 43203.
Please note that tonight on my personal computer system I downloaded a copy of my current driver's license and provided that to you tonight through the Sharefile option you have offered me. I then received a prompt confirmation note from your state agency, informing me that your state agency did receive the requested upload on my current and valid Texas driver's license.
In regard to any legal documents responsive to my current public-information request to TEA that your state agency believes to be confidential, I hereby politely request in writing that you please obtain official permission from the Attorney General of Texas in regard to any and all documents that you seek to withhold from me.
Thank you again for your prompt reply letter. I hope to hear from you soon.

Right of Access/Verification Needed
July 10, 2020
John McMillan
TEA PIR #43203
Dear Mr. John McMillan:
On July 9, 2020, the Texas Education Agency (TEA) received your request for public information. A copy of your request is enclosed, please note that confidential information may have been redacted.
To the extent it exists, you have requested identifying information that may be confidential by law in part.
Pursuant to the federal Family Educational Rights and Privacy Act of 1974 (FERPA), 20 U.S.C. Section 1232g, TEA is required to withhold from public disclosure personally identifiable information in education records. Additionally, in Open Records Decision No. 634 (1995), the Texas attorney general authorizes TEA to withhold any information requested under the Public Information Act that TEA determines is confidential under FERPA without the necessity of seeking a determination from the attorney general under Section §552.301 of the Government Code.
In light of the above, unless you provide TEA with a copy of your state or federal issued photo identification, TEA will be unable to release to you information that may be responsive to your request in part or in its entirety. If we do not receive your response within ten (10) business days your request will be closed.
To provide the photo identification, please send a legible copy of the identification to the TEA Public Information Coordination Office, using one of the following three methods: by confidential e-mail, by certified U.S. Postal Service, or via fax.
1. E-mail: If you choose to send by confidential e-mail, you will need to send the information through Sharefile. You may transfer the information to TEA securely at the following link: https://tea.sharefile.com/filedrop. Be sure to enter your e-mail address and name once you have accessed the link. Please review the Getting Started with ShareFile Guide for Users for detailed instructions for usage at https://tea.sharefile.com/share/view/sae75423c2804df89 before you send an e-mail message to PIR@tea.texas.gov.

Texas Education Agency
Public Information Coordination Office
1701 North Congress Ave.
