This is a Texas Open Records request in which I seek to obtain from you a copy of any and all e-mail letters or other written communications that referred to me at least once in any manner, and that in each such case were written, received, mailed, e-mailed, forwarded, or FAXed at any time since April 1, 2011, by an attorney --- among those attorneys being Chief Counsel Karen Burdett Ray, who manages the Appeals, Legal Services, and Privacy Divisions of your state agency, and attorney David Reisman, who oversees your state agency's Ethics Office from your Office of General Counsel, and who himself previously was employed as an ethics-program official of the State of Texas-owned Cancer Prevention and Research Institute in Austin --- or by another staff member in your state agency's Office of General Counsel.

Excluded from the scope of this public-information request are any and all e-mail letters that were exclusively written by myself.

My legal name is John Kevin McMillan. I was born on April 27, 1957, in Lincoln, Nebraska. I am former salutatorian of Stephen F. Austin High School of Austin ISD here in this state-capital city for Texas. I am the founder and only current approved member of a new and non-Christian, factually-minded and implicitly-deistic, permanently drinking-alcohol-free religion, the Progressive Prohibitionist Religion. I am a lifelong single gentleman, and I am Anglo-Saxon in ancestry. I have been and continue to be a resident of Austin on a continuous and uninterrupted basis ever since mid-March 1997. I lead a permanently drinking-alcohol-free (ever since the late summer of 1990), lifelong-tobacco-free and anti-tobacco-minded, lifelong-non-vaping, permanently marijuana-free (ever since the late fall of 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tattoo-less and anti-tattoos-minded, facially-cleanshaven (no beard, no mustache, no goatee) and anti-facial-hair-minded, clean-talking (no profanity verbalized by me in my everyday conversations with others), dependably civil and law-abiding and honest and conscientious and vigilant, pro-law-enforcement, public-safety-minded, healthful-living-minded lifestyle.

Ever since June 21, 2019, I have resided alone as the rent-paying only official tenant and the only apartment-management-team-approved occupant in an always-bolt-locked efficiency apartment unit at a very large gated-community apartment complex in northeast Austin, Pebble Creek Apartments, 8805 North Plaza Drive.   I am a longtime celibate (including on a continuous and uninterrupted basis ever since the day I moved to north Austin in August 2001), single adult Anglo non-Hispanic gentleman, and I always sleep alone on my bed. I might add with polite emphasis that I have never once permitted anyone but on-duty Austin Police Department officers or, on one total occasion, on-duty EMS staff members after I called 911 to complain about having vomited repeatedly inside my unit, to enter or be physically present anywhere inside my current apartment unit anytime between the hours of 8 p.m. in the evening and 8 a.m. in the morning.

As an official tenant at Pebble Creek Apartments, I  have frequently observed Austin Independent School District school buses being driven by Austin ISD employees into, out of, or through the gated-community parking lot area of my current apartment complex. 

The apartment complex where I currently reside is located 5.1 miles in driving distance from the Texas Department of Public Safety state law-enforcement agency headquarters compound along North Lamar Boulevard. Even though I am a former full-time Texas DPS employee here in Austin, only one total DPS employee whom I can recall, Lt. Jesse Valdez of the Texas Rangers Division of the DPS, has ever directly contacted me anytime since April 1, 2011, in regard to my repeated crime reports to APD about my being victimized by alleged continuous daily and year-round  home-invasion crimes and alleged continuous daily and yea-round anal-rape-crimes and other personal-injury-crimes during my sleeping hours as I lay alone on my own bed inside my bolt-locked apartment unit.

Many of the infrared motion-sensitive crime-evidence photos that have been taken for me during my sleeping hours inside my current double-bolt-locked efficiency rental-apartment unit's bedroom have appeared to show male persons (and possibly female persons, in some cases) who were significantly younger in age than myself or, in many cases, male persons who appeared to be older in age than myself. I have directly shared that alleged possible crime evidence with the Austin Police Department Sex Crimes Unit and other APD units. I am very opposed to the sex crime of pederasty. I am also very opposed to the outrageous crime of alleged human trafficking of a person during that person's sleeping hours as that individual lies alone, asleep and unconscious, on his or her own bed inside his locked private residence.

Officer John Yoder of the Austin Independent School District Police Department contacted me on his own initiative on June 21, 2020, at my home phone number of (512) 342-2295. AISD Police Officer Yoder left the following exact verbatim voice-mail message with me that I have kept recorded in my home telephone's voice-mail system in my apartment unit for future reference:

"'Yes, Mr. McMillan, this is Officer Yoder with the Austin ISD Police Department. Just wanted to, uh, try to make contact with you. We've had some e-mails that you've sent forwarded to us. Sounds like you may be trying to request some information. Just want to see if we could help you out. So give us a call back when you can. Our dispatch number is going to be (512) 414-1703. Thank you."

One highly-regarded Ear, Nose, and Throat medical specialist whom I have consulted in Austin, Dr. David Tobey, stated to me in a recent prior year during a medical appointment I had with him that he believes that alleged home-invasion-crimes perpetrators inside my locked apartment unit at that time in northwest Austin had illegally subjected me to chloroform in my nostrils that held me unconscious during my sleeping hours as I lay alone on my own bed inside my locked apartment unit, Dr. Tobey helpfully volunteered.

The same Dr. Tobey earlier this century stated to me inside his medical clinic, then situated along Angus road in northwest Austin, that he believed that permanent damage to my own hearing capacity from continuous noise pollution in Austin that I myself had not generated and I myself was not blameworthy for, was comparable in magnitude to what an Austin Police Department officer sustains over the entire course of that APD officer's career, Dr. Tobey stated.

I have been employed exclusively in the restaurant industry in Austin and nearby cities that included Round Rock and Cedar Park and possibly Pflugerville, on a continuous and uninterrupted basis throughout the entire 10-year period applicable to this public-information request.

In the 10-year period of this public-information request, I myself have undergone 10 separate doctor-ordered medical surgeries on myself in several respective hospitals of Austin (including St. David's North Austin Medical Center, Seton Central Medical Center in central Austin, and Heart Hospital of Austin) for potentially life-threatening medical problems I had sustained. One medical physician whom I consulted, Dr. Carson Higgs, a first-rate family-practice physician at Austin Regional Clinic Quarry Lake location, stated to me during a medical exam I had with him that sleep deprivation could have played a role in my having sustained damage to my circulatory system for which medical surgery was ordered by doctors. Ever since mid-April 2011, I have been awakened several times per night, in the middle of my nocturnal dreams, with anal pain or an unpleasant sensation in my anus, an unpleasant nasal-inhalant sensation in my nostrils even though I do not own or use nasal inhalants, often with a ringing sensation in my eardrums, an urgent need to urinate in my apartment's bathroom, pain in my legs or hips, and wobbliness in my legs as I walked to the bathroom. Because of mysterious pain in my body I had sustained during my sleeping hours, I often had difficulty falling back asleep after I walked back to my bed. 

My Wind River Crossing Apartments management-team-approved roommate from mid-April 2011 through the end of May 2011, Sandjaja Utama, a self-identified citizen of Indonesia and self-identified "member of the Catholic Church", stated to me several times that his "auntie" was a medical physician named "Dr. Sheila Shung" who resides with her husband in Round Rock, Texas, Mr. Utama stated. Mr. Utama stated to me that he himself was interviewed by Austin Police Department Sex Crimes Detective David Silva on the telephone during Mr. Utama's period of residence with me. That telephone interview took place after I filed a crime report with APD on April 28, 2011, for which APD's Sex Crimes Unit officially authorized a forensic DNA-swabs forensic sexual-assault-evidence medical exam on me for APD Case 11-1180447---a rape-evidence exam on me that occurred on April 28, 2011, inside the St. David's Medical Center ER in central Austin. There was never any APD arrest of any suspect in that alleged Sex Crimes case in which I was the single adult Anglo male complainant sleeping alone (as always) on my own bed.
