Dear Austin Police Department (APD) Nuisance Abatement Unit Sergeant Roberts and Detective Robinson,

Please let me know as soon as possible if your APD unit is willing to accept from me for processing at an APD forensic lab the two most recent brand-new flashdrives I have obtained on my behalf of hundreds of additional new images from December 2019 and January 2020 of crime-evidence of alleged human trafficking and alleged sex-trafficking and alleged organized-crime-related home-invasion crimes and alleged personal-injury-crimes and alleged sexual-assault crimes allegedly occurring on a daily and year-round basis inside my current always-bolt-locked and always-fully-secured solo-occupancy (myself, only) efficiency apartment unit at Pebble Creek Apartments.

I myself have NEVER authorized or paid for any "prostitution services" or any "human trafficking services" or any "sex-trafficking services" or any "organized crime-sponsored services" at any time in my entire life. 

In fact, I am the founder and only approved current member of a new and lawfully non-Christian factual-information-focused religion, the "Progressive Prohibitionist Religion", that emphatically opposes sex crimes, personal-injury crimes, home-invasion crimes, prostitution, organized crime, and human trafficking. Numerous Americans have told me that they dislike my own still-one-member and new and fully-independent religion.

I am a strong criminal-law complainant with any and all law-enforcement agencies that have jurisdiction over my current rental-housing unit for numerous reasons, including the following:
--I lead a permanently drinking-alcohol-free (ever since the late summer of 1990) and permanently marijuana-free (ever since the late fall of 1984) lifestyle; and I am NOT a "recovering alcoholic" or "former alcoholic" or "former drug addict" or "recovering drug addict".
--In my entire life, I have never at any time consumed any illicit drug other than marijuana.
---I am NOT a smoker, and I have a healthy hatred of tobacco products and vaping products.
---I have no tattoo anywhere on my own body; and I do not wear any jewelry of any type.
---I am platonicly polite and consistently use clean language (no profanity by me in my everyday conversations with others).
--The new and one-total-member non-proselytizing religion that I established in Texas in 1996 emphasizes the supreme importance and healthfulness of strictly-mutual-consent platonic relationships in life.
---I have never had ANY sexual contact of any type with any person, or any intimate physical contact with any person --- regardless of where I was situated or traveled to --- at any time during any of my waking or conscious hours, on any occasion since or including the day I moved to the northern section of Austin in August 2001.
--I am very honest and vigilant and law-abiding, and I do not have any criminal-conviction record.
--I am very law-enforcement-minded, and I am a former full-time employee of the Texas Department of Public Safety state agency here in Austin.
--The Austin Police Department already has in its possession two rape-evidence kits from me that were each obtained from me in 2011 at my request, and  it is possible (that) APD...still has not yet  retroactively processed each and every one of the DNA traces from each of those rape kits for the entire 180-day (190-day?) maximum possible retroactive-processing period.

---One work supervisor of mine at a Luby's corporate-owned cafeteria near Lakeline Mall in far northwest Austin, Mr. Israel Rios, himself a self-identified resident of Cedar Park, Texas, or Round Rock, Texas, and a kindly married gentleman and biological father, did helpfully volunteer to me inside our Luby's chain restaurant workplace in 2011 or 2012 (with that Luby's location having been owned by a for-profit restaurant corporation in Houston, Texas), that "I (Luby's assistant manager Israel Rios) am sure (sic) it must be organized crime (sic) that is victimizing you (Luby's waitstaff member John Kevin McMillan of Austin, Texas) during your sleeping hours inside your bolt-locked apartment unit." (approximate quote, with the word "sure" and "organized crime" being exact verbatim quotes of Mr. Rios's words to me on that occasion).

I myself also suspect organized crime involvement in harassment of me during my sleeping hours inside my bolt-locked apartment unit for another reason, too. The very polite management team at my current apartment complex, with Mr. Juan Acosta the friendly general manager here, has assured me in person inside their management team office here at Pebble Creek Apartments that there are only three possible points of entry into my Building 17 apartment unit.
Those three possible points of entry, according to the management team here, are: the front door, which has two bolt-locks, according to Pebble Creek general manager Acosta; the sliding glass door leading into my living room; and the window leading into my kitchen.
I strongly agree with my work supervisor Mr. Rios's "alleged organized-crime-group" observation to me of 2011 or 2012 inside our restaurant workplace in Austin. 
I maintain that only a very sophisticated organized-crime group using very sophisticated technology unbeknownst to the management team here at Pebble Creek Apartments could ever possibly somehow identify and pursue ANY point of entry into my bolt-locked and fully-secured apartment unit without their leaving a sign of a break-in (such as from a smashed window) into my unit.

I am the ONLY approved tenant and ONLY approved occupant on my current 12-month lease for my  current apartment unit. I always pay my entire rent in full on time as a tenant here.

Thank you again for reviewing my multi-part written appeal through you in regard to conduct toward me by APD Sex Crimes Unit Sergeant Sandra Benningfield, who is herself the reported head of that unit for the last several years.

Apparently the crime-evidence-photos attachments on this did not go through successfully when I attempted to send them early this morning to APD Chief Brian Manley, as a courtesy to himself, so I am re-sending this letter to you and Chief Manley with the photos as images, rather than as attachments. 

The Texas Rangers and each of the other cited recipients DID receive the attachments for each of these additional crime-evidence photos from me, and I am sure they will be willing to share the photo images with you in attachment form.

Please note that I am also sending a carbon-copy on all of this to the very influential State of Texas official Texas Lt. Governor Dan Patrick, care of his very diligent assistant Patsy Spaw.

Roberto, you are super-kind and I am VERY grateful to you for your kind willingness to review these most recent hunter's camera motion-sensitive infrared photos obtained from inside my bedroom of my current efficiency apartment unit during my sleeping hours.

 I myself have NEVER with my own eyes ever at any time since the late afternoon of my move-in date of June 21, 2019, ever once  definitely seen or definitely observed ANYONE than than me anywhere inside my bedroom. 

Also, the ONLY persons I have allowed to enter my current efficiency unit at nighttime have all been on-duty officers of the Austin Police Department, and solely in connection with an APD crime report from me or my providing an APD patrol officer with my most recent flashdrive photo-images crime evidence for APD Case 16-1340923.

I strive very hard to KEEP EVERYONE AWAY from any portion of the interior of my own bolt-locked apartment unit throughout any and all of my bedtime hours or napping hours. I always sleep alone on my own bed.

Robert, it appears from these photos (below) that possibly the alleged home-invasion crimes perpetrators are moving me away from my own bed -- or possibly moving me to a different section of my own bed --- during my sleeping hours after subjecting me against my wishes to a nasal inhalant that apparently keeps me unconscious. 

I DO NOT own or use any nasal inhalants, and I am frequently awakened with an unpleasant nasal-inhalant sensation in my nostrils and an unpleasant anal-vibration sensation (I DO NOT own any vibrator of any type) and an urgent need to urinate in my bathroom (suggesting that I was in fact hydrated by intruders without my permission during my sleep), immediately after I am awakened abruptly in the middle of my sleep as I am lying alone on my own bed. With my own eyes, I never directly and at the time of the incident see any actual intruder or trespasser anywhere inside my current always-bolt-locked rental-housing unit.

Robert, I need to mention that I have not dyed my own hair in many months. My hair has been consistently light gray and brown -- NOT black --- throughout the entire period ever since I moved into my current efficiency unit at Pebble Creek Apartments on June 21, 2019. 

Also, I DO NOT bend or arch my legs upward when I am lying on my bed (a bed I own, I might add); my own nostrils do not flare; my leg muscles and thighs are arm muscles are NOT massive; my body size is medium; my own facial expressions do NOT convey intense antipathy or hatred or malice or intense shock per se; and I am a 62- year-old single adult Anglo gentleman of English, Scottish, and German ancestry.

One major concern of mine: If ANY of the male persons caught on camera during my sleeping hours is or are under 17 in age, his or their parents may have committed alleged child abuse or some similar crime.

I have noticed several times in recent weeks when I am outdoors walking on the parking lot of this apartment complex toward a Cap Metro bus stop, that an Austin Independent School District school bus on weekday mornings routinely drives through the parking lot of this gated and very large apartment complex (Pebble Creek Apts.), and then picks up schoolchildren and transports them to their AISD school campus. This indicates that there are numerous youths who do, in fact, reside with their parents here at Pebble Creek Apartments.

I will look forward to ANY observations you might have in regard to whether you believe or sense that at least one of these photos might contain factual crime evidence of an alleged illegal trespasser inside my current always-bolt-locked and fully-secured solo-occupancy apartment unit.

Thank you again, Roberto, for your very kind empathy toward me. I will be very, very relieved when Austin Police finally arrest at least one suspect in this alleged continuous-and-continuing daily and year-round and multi-year sex-crimes-and-personal-injury crimes and home-invasion-crimes and trespassing-crimes and assault-by-physical contact case (APD Case 16-1340923) in which I am the cited victim and complainant.

Roberto, after leaving a voice mail message for you earlier this evening, I was reminded that I would be very grateful to you if you are willing to authorize me (such as through an e-mail reply note on this) to send you several of the infrared motion-sensitive photos that have been obtained for me during my sleeping hours in late 2019 or January 2020 inside my one total bedroom of my current solo-occupancy (myself, only) bolt-locked efficiency apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive. 

I am making this request of you after an Austin Police Department officer earlier this week asked me on the phone if I have any tentative verification from ANY person I've shown my most recent spy-camera photos to that they appear to contain one or more photo images of someone OTHER than me.

Our management team members here are all Hispanic, including General Manager Juan Acosta, and I would estimate that 80 to 90 percent or more of the tenants at my current gated apartment complex are themselves Hispanic. Of those, it seems to me from what I see outdoors when I walk through the parking lot area here that an apparent majority are immigrants from a Latin American country.
I am using two hunter's cameras inside my bedroom these days, and the dates and times cited on the photos I'm getting these days should be fully accurate. I finally figured out how to set the date and time mechanism on my hunter's cameras. Both of the cameras are cameras I purchased in 2019---one in June, the other in December 2019. The camera I purchased on December 5, 2019, offers significantly HIGHER-quality photo images than my other camera, according to a sales representative for Academy store in NW Austin where I bought that camera.

Some of the photos I'm getting appear to show very young male persons, and it worries me to sense that some of the persons pictured as being "on my bed" during my sleeping hours appear to possibly be minors. 

I do NOT let anyone into my apartment unit at nighttime except for on-duty Austin Police Department officers; and I always check several times inside my bolt-locked unit to make sure that each of my three cited points of entry are each fully locked and (if applicable) bolt-locked at all times. The management team here recently confirmed for me that there are ONLY THREE possible points of entry into my current rental-housing unit, according to the polite managers here.
