The most recent update on the alleged continuous-and-continuing-daily-and-year-round-and-multi-year personal-injury-crimes case in which I am the self-identified single adult longtime celibate Anglo male victim during my sleeping or napping hours per se as I lie alone, unconscious and probably also snoring, on my own bed inside my bolt-locked rental-housing unit in the northern section of Austin, Texas, and of Travis County, Texas:
APD CASE 16-1340923 in which I am the complainant is possibly being transferred this month to a Human Trafficking Unit of APD for a possible crime investigation:

Dear Austin Police Department Sgt. Roberts,

I appreciate having received your prompt reply message (below) to me today.

May I ask for the name of my contact person with the APD Human Trafficking Unit?

Thank you in advance for your very helpful reply note to me on this.

Today is an off-duty day for me, and that contact information for me can help me to achieve as soon as is humanly possible a PERMANENT AND LAWFULLY ACHIEVED termination of any and all alleged human trafficking or alleged sex trafficking inside my own current apartment unit (or elsewhere, if alleged human-trafficking sponsors have allegedly kept me unconscious and them moved me against my wishes into a nearby unit or to some other location such as a medical facility during my sleeping hours) that involves ANY form of alleged physical contact with me or ANY form of sexual contact with me, or any so-called "educational" services or "religious-conversion" services or so-called "medical services", such as any nasal-inhalants-infliction services or bloody-nose-infliction services or or unwanted hydration services or "anal-vibration services" or "deprogramming services" or "stalking services" involving physical contact with me by associates or relatives or friends or employees of persons I already permanently rejected and chose to lawfully exclude from from my own life, "negative reinforcement services" or "pain-infliction services involving the use of medical technology", or possible "euthanasia-in-slow-motion 'medical' services" that I very emphatically did NOT AUTHORIZE and VERY EMPHATICALLY OPPOSE, or "ACCELERATED-AGING-PROCESS 'MEDICAL' SERVICES FEATURING EXTENSIVE SLEEP DEPRIVATION OVER A MULTI-YEAR PERIOD FROM REPEATED AND INCESSANT AND RUTHLESSLY ADMINISTERED SLEEP INTERRUPTION EVERY FEW HOURS" THAT I VERY EMPHATICALLY OPPOSE AND DID NOT AUTHORIZE AT ANY TIME, or "retaliatory services involving the use of medical technology" or "punitive services involving the use of medical technology" or "thought-control-related medical services applied to censorship of nocturnal dreams that contain content that's offensive to the thought-control services provider", ALLEGEDLY being inflicted on me against my wishes during my sleeping hours as I lie ALONE on my own bed, asleep and unconscious and probably also snoring.

I hope to hear from you soon.

Sincerely and Best Wishes,
John Kevin McMillan, a white Anglo-Saxon predominantly English-ancestry longtime-celibate-by-choice (including on a continuous and uninterrupted basis basis ever since the day I moved to the northern section of Austin in August 2001,with ZERO intimate physical contact and ZERO sexual contact having ever occurred at any time during any of my own conscious or waking hours between myself and any other human being, or any animal or beast, for that matter, ever since and including the day in August 2001 when I moved to the northern section of Austin from the UT-Austin-campus area), longtime-single-by-choice, gainfully-employed (currently myself employed by three different restaurant-industry corporations, two of them headquartered in Florida, inside three different respective first-rate corporate-owned restaurants in Austin, without there being any other employer of mine at present), permanently drinking-alcohol-free (on a continuous and uninterrupted basis ever since the late summer of 1990), permanently marijuana-free (on a continuous and uninterrupted basis ever since the late fall of 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-tattoo-less and anti-tattoos-minded, permanently jewelry-less (aside from my watch), plaonicly polite, consistently clean-talking (no profanity by me in my everyday conversations with others), dependably civil and law-abiding and non-stalking and vigilant and pro-law-enforcement-minded gentleman.

Dear Sergeant Micah and Detective Robinson,

Thank you for sharing my e-mail (below) with APD Detective Robinson, whom you appear to identify as being with the APD Human Trafficking Unit.

I welcome any interviews with the APD Human Trafficking Unit and any forensic DNA-traces medical exam that that unit and any acceptance of additional flashdrives of motion-sensitive infrared-crime-evidence photos obtained from inside my current bolt-locked unit during my sleeping hours that that first-rate APD unit is willing to offer me---and preferably today, if at all possible, since I am off-duty all day today.

Among the many warning signs that I'm being victimized on a daily and year-round basis by human trafficking as I lie alone, asleep and unconscious, inside my bolt-locked and fully-secured solo-occupancy efficiency apartment unit at Pebble Creek Apartments, a gated community at 8805 North Plaza Drive in north Austin:

---I am generally awakened an average of about every two hours with the following symptoms:

(a) an unpleasant nasal-inhalant sensation in my nostrils (I DO NOT own or ever use any nasal inhalants, and I often find when I get out of bed for good in the morning and blow my nose that there is blood in my mucous, a symptom I would NOT normally have after sleeping alone);

(b) an unpleasant vibrating sensation in my anus (I DO NOT own any vibrator of any type, and I have not participated in anal-intercourse at any time during my own conscious or waking hours on any occasion since the 1980s);

(c) an urgent need to urinate (suggesting to me that I was possibly suggested to illegal hydration by a human-trafficking intruder during my sleep);

(c) wobbliness in my legs; and

(d) a feeling of disgust that my deep or REM sleep had allegedly been ruined once again by an alleged organized-crime group unbeknownst to me, since I NEVER see an actual confirmed intruder inside my unit after I'm awakened and I search inside my apartment.

---I often hear the faint sound of music playing from what appears to be an adjoining or nearby apartment unit in this multi-unit Building 17 where I currently reside, though I of course refrain from leaving my apartment unit in the middle of the night in order to investigate.

I have been advised by a legal-advice services female staff member for "Take Back Hope," an anti-rape group I was referred to by the Texas Association Against Sexual Assault, to myself avoid interacting with anyone who resides in any apartment unit that directly abuts my bedroom (and that legal advice to me appeared to possibly also indicate that I should possibly also avoid interacting with anyone who resides in a unit that abuts any portion of my own apartment (correction here for this Facebook posting---I had absent-mindedly typed the word "bedroom" in my original version), though I am not completely sure about that latter point).

--I have solid reason to believe that a hidden point of entry into my bolt-locked and fully-secured apartment is being deployed by alleged human-trafficking intruders. Infrared motion-sensitive-camera photo images I'm getting from the two hunters cameras I have been using inside my bedroom during my sleeping hours have sometimes shown what appeared to be movement very close to a wall of my bedroom or emanating from a wall of my bedroom as I lay alone unconscious and probably also snoring.

In that regard, when I previously paid for ADT surveillance of my rental unit at another apartment unit in north Austin, Apartment 902 in Building 9 at Village Oaks Apartments, 10926 Jollyville Road, one helpful staff member for ADT in Rochester, New York, and I believe his name was Andrew, stated to me on the phone in December 2015 that the vibrations being shown on my lit-up walls appeared to Andrew to show evidence of ALLEGED MOVEMENT TO WALLS OF MY BEDROOM INSIDE THAT UNIT AT VILLAGE OAKS APARTMENTS. I did share video clips of that type with APD in connection with APD Case 16-1340923.

One APD Unit, the APD Sex Crimes Unit, in 2019 and early January 2020 did accept from me eight separate flashdrives of very recent crime evidence photos that were obtained for me on my behalf during my sleeping hours from inside my current rental-housing unit at three different respective locations where I resided in 2019:

--at Apartment 1609 at Village Oaks Apartments, 10926 Jollyville Road, during a portion of June 2019 only, this during a period when I resided in a partitioned section of the living room of a one-bedroom unit, with my professionally-employed African-American (strictly-platonic at all times) male adult co-tenant during that time period...having had the entire lockable bedroom to himself;

--inside a solo-occupancy (myself, only) first-floor hotel-room unit I rented for a week at Austin Motor Inn along IH 35, 11400 North Interstate Highway 35, as I waited until my apartment-management-team approved move-in date at Pebble Creek Apartments of June 21, 2019;

---and, ever since June 21, 2019, inside my current rental unit at Pebble Creek Apartments.

The alleged possible movement to my walls of my rental-housing unit has apparently continued at my current unit at Pebble Creek. I did in the latter half of 2019 discuss this alleged possible building-code violation on the phone with Jeff Libby, who presides over building code inspections for the City Government of Austin. Jeff assured me on the phone that he would be willing to inspect my walls for possible building code violations if an Austin Police Department officer ever requests that from Jeff, he helpfully stated to me on the telephone in the latter half of 2019. I did tell Jeff on the telephone that I myself would WELCOME any building-code inspection inside my current apartment unit at Pebble Creek Apartments that APD and the City of Austin are willing to offer me at any time.

------Another reason why I believe there is an alleged hidden point of entry into my current efficiency unit: All three points of entry into my current rental apartment unit are always locked and bolt-locked (if applicable) and fully-secured properly, whenever I check them. I have never at any time ever seen any indication of any break-in into my apartment unit (Apt. 2418, a second-floor, eastward-facing unit in Building 17, with that building being in the far northeastern corner of this large and gated complex).

---the surveillance photos that have been obtained for me during my sleeping hours inside my current unit and previous units of mine, including Apartment 325 in Building 3 at Wind River Crossing Apartments, 11411 Research Boulevard in northwest Austin, have shown what I maintain are a wide variety of images of numerous respective persons somehow physically present inside my bolt-locked and fully-secured unit at Pebble Creek during my sleeping hours.

----Some of the crime-evidence photo images obtained for me during my sleep inside my bolt-locked unit appear to have been of MINORS, or under-age persons. It is very likely that any such minors were somehow "forced" or "ordered" by an older relative of theirs or an alleged possible organized-crime "boss" of theirs to participate in either human trafficking or sex trafficking inside my unit during my sleeping hours at a time when I myself was either sleeping or was myself held unconscious using a nasal inhalant.

I myself have never knowingly permitted ANY minor to enter ANY of my apartment units in Austin, with the one total exception having been a visit to my Building 3 apartment unit at Wind River Crossing Apartments several years ago by two adult representatives for a north-Austin Catholic Church, a gentleman and a lady and I believe it was the St. Vincent de Paul Society for St. Albert the Great Catholic Church that they represented that day, who visited my unit at Wind River Crossing in connection with my seeking temporary financial assistance from their church group, with those two adults insisting that a 9-year-old (?) male youth with them that day MUST be permitted by me to also be present inside my unit during their interview of me.

Thank you again, Sergeant Roberts, for your very helpful referral to Detective Robinson on this. I will look forward to hearing from Detective Robinson at his earliest convenience. In that regard, I would welcome any authorization from Detective Robinson for me to share with his APD unit additional flashdrives of crime-evidence photos obtained from inside the bedroom of my current bolt-locked unit during my sleeping hours.

Sincerely and Best Wishes,
John Kevin McMillan, longstanding criminal-law complainant with APD and self-identified single adult longtime-celibate-by-choice white Anglo-Saxon male senior-citizen victim of allegedly illegal human-trafficking "services" inflicted on me during my sleeping hours or napping hours on a daily and year-round basis, including here inside Apartment 2418 of Building 17 (building number here does not correspond with the unit number) at Pebble Creek Apartments, 8805 North Plaza Drive.

Dear Public Information Coordinator Downey,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including e-mail communications, that each refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas, and that at any time since 9 a.m. January 5, 2015, were each written by, or received or sent or mailed or FAXed or forwarded by, any staff member or attorney or administrator in the Human Trafficking and Transnational/Organized Crime Section of the Office of the Attorney General of Texas state agency in Austin.

INCLUDED in the scope of this public-information request are any and all written communications that were authored by myself.

My legal name is "John Kevin McMillan". I was born on April 27, 1957, at Lincoln, Nebraska.

I have most recently resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March 1997.

I have maintained the e-mail address of "mcmillanj@att.net" as my primary e-mail address throughout the more than five-year period applicable to this public-information request.

I have also maintained the same landline home phone number of (512) 342-2295 throughout the entire multi-year period applicable to this public-information request.

January 5, 2015, is the date when State Bar of Texas member attorney and political leader Ken Paxton first officially assumed office as Attorney General of Texas after winning a statewide election for that position.

The current official website for the Attorney General of Texas state agency states as follows:
"The Human Trafficking and Transnational/Organized Crime Section is tasked with assisting local law enforcement and prosecutors in prosecuting human trafficking and related crimes, aids victims of human trafficking, and develops initiatives to improve coordination between state and local law enforcement agencies. The Human Trafficking and Transnational/Organized Crime Section provides training to law enforcement, prosecution, and non-governmental entities on human trafficking through outreach activities."

The current official website for the Attorney General of Texas also states:
"His (Ken Paxton's) first major initiative as attorney general was the formation of a special unit dedicated to combating human trafficking in Texas. During its first year of existence, the Human Trafficking and Transnational Organized Crime section helped arrest the chief executive officer of Backpage.com and coordinated to facilitate the permanent shut down of Backpage.com, the largest online sex-trafficking marketplace in the United States."

This public-information request from myself was prompted in part by recent very polite e-mail correspondence of mine with your state agency's Human Trafficking section.

That correspondence included a February 2, 2020-dated e-mail letter of inquiry (below, last item) that I wrote and sent to your state agency's Human Trafficking and Transnational/Organized Crime section. As of today, I have not yet received a reply letter or phone call from any staff member or official or investigator of that particular section of your very influential state agency.

Directly below is a February 16, 2020, e-mail letter from myself that I carbon-copied to your state agency's Human Trafficking section. That letter of mine was primarily addressed to two police officers of the Austin Police Department Nuisance Abatement Unit in this state-capital city for Texas:

Dear Austin Police Department (APD) Nuisance Abatement Unit Sergeant Micah Roberts and APD Nuisance Abatement Unit Detective Brian Robinson,

I have not received any reply letter so far from the Attorney General of Texas on a Feb. 2, 2020, e-mail letter (below) that I wrote and sent to that law-enforcement-minded State of Texas agency which refers to some of the criminal-law issues your own APD unit also investigates and has jurisdiction over.

Would either of you two very influential Austin Police Department officers with the APD Nuisance Abatement Unit please let me know in writing whether your APD unit has ever identified or investigated any case of alleged possible or suspected human trafficking anywhere in Austin, Texas, in which a cited apparent victim of human trafficking was subjected to allegedly illegal sexual contact with themselves in a context in which they were either held unconscious or were otherwise unconscious throughout the entire period of, or during much of, that allegedly illegal sexual contact?

Thank you in advance for your helpful reply letter to me on this.

Subject: 2-2-20 question for your TX OAG Human Trafficking and Organized Crime Section

February 2, 2020

Dear Officials of the Human Trafficking and Transnational/Organized Crime (HTTOC) Section of the Office of the Attorney General of Texas state agency in Austin,

I read online this morning in my personal computer system inside my current solo-occupancy efficiency rental-apartment unit in north Austin that in 2016, Texas Attorney General Ken Paxton reportedly established your "Human Trafficking and Transnational/Organized Crime Section" (HTTOC) in the Office of the Attorney General state agency in Austin. I also read online today that the office phone number for your section is: (512) 463-1646, and your e-mail address is "humantrafficking@oag.texas.gov".

I would appreciate obtaining from you factual information about whether your HTTOC section in Austin has ever identified or investigated any case of alleged possible or suspected human trafficking anywhere in Texas in which a cited apparent victim of human trafficking was subjected to alleged sexual contact with themselves in a context in which they were either held unconscious or were otherwise unconscious throughout the entire period of, or during much of, that alleged sexual contact.

If so, does your State of Texas agency in Austin have the legal authority to also then directly file criminal charges here in Austin in an alleged human-trafficking case of that type? Also, are there any circumstances in which you would choose to instead rely on a local law-enforcement agency and local prosecuting attorney to actually press charges in a crime case of that type?

Thank you in advance for your very helpful reply letter to me on this.

I hope to hear from you soon.

Sincerely and Best Wishes,
John Kevin McMillan, longstanding criminal-law complainant in Austin Police Department Sex Crimes Case 16-1340923, an alleged continuous-and-still-continuing-daily-and-year-round-and-multi-year-sex-crimes case for which the Austin Police Department Sex Crimes Unit has politely accepted thousands of photo images from me that I obtained in 2019 from two respective infrared motion-sensitive hunter's cameras I currently own that I have placed inside my bedroom of my current bolt-locked and fully-secured solo-occupancy apartment unit exclusively for surveillance purposes during my sleeping hours as I lie ALONE, asleep and unconscious and probably also snoring, on my own bed.
