This public-information request was prompted in part by a telephone conversation I had in 2019 with a polite and diligent law-enforcement specialist for your state agency, Ms. Darla Dixon. In that phone conversation, Ms. Dixon advised me to provide her as soon as I get it with the official identification number I was expected by Ms. Dixon to myself receive from the Office of Police Oversight of the City Government of Austin on my civilly-worded legal complaint I had filed through that office in 2019. That complaint of mine was in regard to Austin Police Department Sex Crimes Unit Sergeant Sandra Benningfield.

Dear Sergeant Investigator Mahoney,

Below, please find full documentation on the voice-mail message I left with you this afternoon.

I was very surprised to learn today, below, that a State Government of Texas agency ombudsman is apparently indicating to me in writing for the first time ever that the "Texas Department of Family and Protective Services" may have a possible involvement of some type in, or legal authority over, my own current rental-housing conditions during my sleeping hours here in Austin, Texas.

I have never been informed at any time by that state agency about their having any such involvement in, or authority over, my own housing conditions in Austin.

I am a gainfully employed single-by-choice, longtime-celibate-by-choice, platonicly-polite, Anglo adult gentleman, and I always sleep alone on my own bed inside my bolt-locked rental-housing unit.

I hold full power of attorney authority on my own behalf. I do not have any criminal-conviction record, and I lead a dependably civil and law-abiding and honest, always-sober lifestyle in which I never consume any drinking alcohol or any illicit drug. I might add that I am NOT a "former" or "recovering" alcoholic, nor am I a "former" or "recovering" drug addict.

As a very strong criminal-law complainant here in Austin, I would welcome at any time any interview or any questions or any lie-detector test or any DNA-swabs forensic exam on me that you or any of your Travis County District Attorney's Office colleagues might ever seek to conduct or pose or request for me. I would also welcome any electronic surveillance of any portion of the interior my own rental apartment unit that the Travis County District Attorney's Office is willing to authorize or sponsor for me at any time.

I have been very disappointed by the apparent lack of investigation by APD into the ongoing daily-and-year-round sex-crimes and personal-injury-crimes case in which I myself continue to be the victim and complainant.

Thank you again, Sergeant Investigator Mahoney, for having taken the time to talk with me earlier this summer in regard to that continuous-and-still-continuing alleged felony crimes case.

You spoke with me, as you may recall, after I called the main phone number for the DA's office here in Austin and the female receptionist on her own initiative referred me to you.

I have received very recent official confirmation on the telephone from the Austin Police Department's Sex Crimes Unit that there is one currently active APD sex-crimes case relating to me that relates to a sexual-assault complaint I submitted to APD in 2016, when I resided as either an official rent-paying tenant or approved rent-paying occupant at Village Oaks Apartments, 10926 Jollyville Road, in Apartment 902 of Building 9 at that complex in northwest Austin.

The identification number on that currently active sex-crimes case is: 16-1340923. The APD-assigned current investigator for that case is APD Sex Crimes Detective Leticia Acosta, Badge Number 5805. Her APD office phone number is (512) 974-6834.

Commissioner Travillion, any factual information or rumors or speculations or unconfirmed reports that you are willing to share with Detective Acosta on my behalf would be greatly appreciated by me.

As a dependably civil and law-abiding, gainfully-employed, permanently teetotaling and always-sober, single adult Anglo male constituent of yours here in north Austin, I thank you in advance for helping to me to lawfully put a stop to the alleged repeated and continuous flagrantly-illegal physical abuse being inflicted on me on a daily basis by one or more criminal persons unbeknownst to me during my sleeping hours, as I myself lie alone, asleep and unconscious and probably also snoring, inside my bolt-locked efficiency apartment in north Austin.

Incidentally, in regard to the letter of mine below, I need to mention that then-Civil Probate Division Director David Ferris was employed in the Travis County Clerk's Office in the Travis County Courthouse in downtown Austin at the time of my cited telephone conversation with Mr. Ferris in August 2001.

Dear Travis County Commissioner Travillion,

Please confirm for me in writing that I am a current constituent of yours, since I reside in your precinct.

Four hopefully-polite questions for you:

(1) Do you have any direct knowledge of your own, or have you heard any rumors or information from any sources OTHER than myself, about my being a single adult Anglo male victim of alleged home-invasion crimes involving illegal trespassing and alleged assault by physical contact allegedly being inflicted on me during my sleeping hours, as I lie ALONE on my own bed inside my bolt-locked apartment unit?

(2) Do you yourself plan to contact the Austin Police Department Sex Crimes Unit on my behalf to express any concern of your own about the absence of any arrest of any actual crime suspect by APD in connection with that continuous-and-still-continuing-felony-crimes case in which I myself am the victim and complainant?

I should mention to you that I have emphasized to APD Sex Crimes Unit, and I am also emphasizing to that unit through this letter, that as a law-abiding and law-enforcement-minded person, I gladly authorize and invite ANY AND ALL government-ordered ELECTRONIC SURVEILLANCE OF ANY PORTION OF THE INTERIOR OR WALLS OR FRONT DOOR OR SLIDING GLASS DOOR OR WINDOW OR BATHROOM CEILING "DOOR" OF THE APARTMENT UNIT WHERE I MYSELF AM CURRENTLY RESIDING AS THE ONLY APPROVED OFFICIAL TENANT AND THE ONLY APPROVED OCCUPANT.

I have also repeatedly emphasized to that highly-esteemed APD Unit that as a law-abiding and very honest teetotaling and platonicly-polite gentleman with no criminal-conviction record, I enthusiastically welcome any and all interviews of me and any and all lie detector tests that the APD Sex Crimes Unit is willing to offer me, along with any and all DNA forensic exams on me that that unit is willing to authorize for me.

The most recent DNA forensic medical exam on me that APD authorized was an exam performed on me on Dec. 21 or December 22, 2011, for APD Sex Crimes Case 11-3550615 by a forensic nurse at St. David's Medical Center near the UT-Austin Law School campus here in Austin.

From what I understand, no attempt has been made thus far by APD to process the DNA evidence from that rape kit for the entirety of the 180-day period immediately before the date of that rape kit.

As a long-time celibate gentleman who has been completely celibate throughout any and all of my own waking and conscious hours anywhere in the greater Austin area or Central Texas ever since late December 1979, I have repeatedly and politely asked the APD Sex Crimes Unit to PLEASE retroactively process BOTH of the two rape-evidence kits from 2011 that APD already has from me. The other rape-evidence kit from 2011 was officially authorized by APD on April 28, 2011, for APD Sex Crimes Case 11-1180447.

(3) Commissioner Travillion, do you yourself know or do you have any speculations about what prompted then-Travis County Civil Probate Division Director David Ferris to volunteer to me from his county-government office in the Travis County Courthouse in August of 2001, within days after I had moved into a third-floor apartment unit to reside as an official new roommate for Mr. Christian Meza, who was already residing in that unit at Wind River Crossing Apartments (11411 Research Boulevard) in northwest Austin and had advertised in a newspaper that he was seeking a roommate, with myself having responded to his roommate-wanted ad, that "There appears to be an attempt by numerous persons to drive you (John Kevin McMillan of Travis County, Texas) out of the Austin area"?

(4) Do you yourself disapprove of any form of harassment of myself or "government-approved harassment policy" toward myself, John Kevin McMillan, that is allegedly or possibly occurring at present here in Travis County, Texas?
