MY REPLY LETTER TODAY TO ENRIQUE SERRANO, SENIOR INVESTIGATOR FOR THE CITY OF AUSTIN FAIR HOUSING OFFICE IN THIS STATE-CAPITAL CITY FOR TEXAS (USA):


My reply e-mail letter today to Mr. Enrique Serrano, Senior Investigator for the City of Austin Fair Housing Office----a reply from me that should be helpful toward protecting and strengthening my privacy rights on a year-round basis inside my current bolt-locked and fully-secured solo-occupancy efficiency apartment unit in north Austin (Austin District 4):

Dear Mr. Serrano,

Thank you for your reply letter (below) to me last month.

I noticed today that the City of Austin Fair Housing Ordinance (directly below) appears to be broader in scope than the Fair Housing code cited in the Texas Fair Housing Act.

The City of Austin Fair Housing Ordinance includes the following categories in its scope of protection against discriminatory conduct toward rent-paying apartment tenants in Austin, and I quote directly from Section 5-1-51, entitled "DISCRIMINATION IN SALE OR RENTAL OF HOUSING", Subpoint B, of the City of Austin Fair Housing Ordinance:

"A person may not discriminate against a person in the terms, conditions, or privileges of sale or rental of a dwelling or in providing services or facilities in connection with the sale or rental, based on race, color, religion, sex, sexual orientation, gender identity, age, familial status, disability, marital status, student status, creed, national origin, or source of income."

As you may be aware, Mr. Serrano, I myself am the founder and only approved current member of the new and lawfully-non-Christian implicitly-deistic and prayer-less, non-atheistic religion, the factually-minded and "Honor Society" Progressive Prohibitionist Religion, a fully-independent and new religion that has very stringent membership eligibility requirements.

In the late 1990s and in 2000, I delivered televised speeches on behalf of my new religion on local community access television here in Austin, Texas. Several or more Austin residents stated to me that they either disliked my new religion or did not regard it as being a "true" or "actual" religion.

My new and fully-independent religion politely opposes consumption of drinking alcohol per se or tobacco or marijuana or medical marijuana or any other illicit drug. My religion also opposes thought-control projects, so-called "religious deprogramming" or "creed-related-deprogramming" projects, sexual harassment of anyone involving physical contact of any type with that individual or subjecting that individual to verbalized profane or verbalized obscene speech or quid-pro-quo of any type, the use of continuous noise pollution as a political or religious "weapon" or "method of harassment" against a person or group of persons, and subjecting anyone to knowingly fraudulent or dishonest communications.

I am also a longtime celibate single adult gentleman, which I assume might be a legal status for me that is protected here in Austin against housing-related discrimination based my cited "sexual orientation".

I have been permanently celibate anywhere and everywhere in Austin, Texas, or elsewhere in Central Texas, throughout any and all of my own conscious or waking hours, ever since late December 1979. So my "sexual orientation" might be definable as "celibate" on that basis. Also, my "marital status" is obviously lifelong-single and longtime-celibate.

I am also a senior citizen: I was born on April 27,1957, at Lincoln, Nebraska, and I am 62 years old.

I am also a white Anglo-Saxon Austin resident who is myself a certified direct descendant of the Reverend William Brewster. Rev. Brewster served as head chaplain on the Mayflower and, later, as a leading religious adviser to British Plymouth Colony Governor William Bradford in what is now the Commonwealth or U.S. state of Massachusetts.

I feel sure that I should also be protected against housing-related discrimination here in Austin, Texas, based on my "creed", since your City of Austin Fair Housing Code, Section 5-1-13, subpoint 9, specifically defines "creed" as "a set of principles, rules, opinions, or precepts formally expressed and seriously adhered to or maintained by a person."

One former teacher of mine at Stephen F. Austin High School of Austin Independent School District, Mr. Bernie Owen, did helpfully volunteer to me on the telephone in the early 1990s, during a local phone call I made to Mr. Owen's home in west Austin from my solo-occupancy and always-locked rental-housing unit at that time at the Kensington Motor Lodge along Airport Boulevard in east Austin: "You (personal friend and former Stephen F. Austin High School Government-and-Social-Studies student John Kevin McMillan) have acquired a public reputation for being a person of prejudice (sic), and the U.S. Constitution fully protects your legal right to guide yourself based on your own prejudices, John" (approximate quote).

One follow-up question for you, Mr. Serrano: If you ever obtain any factual evidence from myself or any other person at any time which indicates that I am being subjected to any form of alleged ongoing sexual harassment or other form of alleged housing-discrimination-related harassment of me, such as religion-related discrimination-against me or creed-related discrimination against me or against my own internal "thought process" inside my solo-occupancy and always-bolt-locked-and-always-fully-secured current efficiency apartment unit during my sleeping hours, as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my rental-housing unit in Austin, Texas, would that possibly be a sufficient basis for you to on your own initiative pursue a Fair Housing-related investigation about possible alleged violations of my own housing-conditions-related legal rights here in Austin?

My other question to you is this: Does the City of Austin Fair Housing Ordinance protect an official tenant living alone inside an efficiency apartment from any scenario ever possibly occurring in which a manager of that tenant's solo-apartment unit might ever deliberately or through negligence withhold from that official tenant factual information about one or more possible "hidden" or "secret" points of entry into that rent-paying tenant's bolt-locked unit that DO NOT involve any property-damage evidence of an actual "break-in", such as might occur from the breaking of a window pane or the jimmying of a front-door lock to that apartment unit.

As a current tenant here at Pebble Creek Apartments, 8805 North Plaza Drive in Austin, I have been recently informed in person by the apartment-management team here that there are only three total possible points of entry into my current efficiency apartment unit, Apartment 2418 in Building 17 (sic), a multi-unit building situated near the northeastern corner of this large and gated complex.

Those three management-team-identified points of entry are: the front door; the sliding glass door leading into my living room; and the window abutting my kitchen. I myself keep all three of the management-team-cited points of entry either bolt-locked or locked and fully-secured at all times.

Does your Texas Workforce Commission state agency and the Fair Housing Office of the City of Austin, respectively, each support safe housing conditions for me in Austin, Texas, in which I am not subjected to any form of alleged possible sexual harassment or any alleged harassment of me relating to my own religious beliefs as the founder and only approved current member of the non-Christian and implicitly-deistic and non-praying, anti-stalking-minded, anti-home-invasion-crimes-minded, anti-rape-minded, anti-thought-control-minded, and privacy-respectful "Progressive Prohibitionist Religion"?
