Dear State Rep. Naishtat and Senator Watson,

As a current constituent of each of you, I would appreciate it if either of you, or any of your other highly-esteemed colleagues in the Texas Legislature, would please propose Legislative revisions to the Texas Open Records Act that:

---require the respondent in each of their reply letters to a cited requestor, or in any letter they might choose to write and send to the Attorney General of Texas that refer to a specific public-information request from that requestor, to clearly state the date of the letter or E-mail public-information request (PIR) from the requestor, the date when that PIR was officially received by the respondent, and the first and last name of the requestor.

----require the Attorney General of Texas to cite the full legal name of the applicable public-information requestor, and the date and official date of receipt that individual's cited public information request, and the date of the letter from the government-agency respondent that requested a ruling from the Attorney General on that PIR, in each and every reply letter or reply E-mail letter or letter or report that that state agency mails or sends or generates that refers to that PIR.

These two proposed revisions to state law should help to eliminate a lot of confusion that can develop for the public-information requestor in Texas as he attempts to determine which PIR of his was the one that elicited any given reply letter he receives from a government agency, along with the date of that particular PIR he had submitted.

One private attorney member of the State Bar of Texas, himself a very distinguished alumnus of the University of South Texas Law School in Houston, did helpfully inform me in a recent prior week that he believes I have myself been victimized by illegal noise pollution in Austin, Texas, that comprises a violation of the state penal code of Texas, that courageously insightful private attorney helpfully informed myself. I am very grateful to that first-rate attorney for also emphasizing to me that in addition to my filing criminal charges in this matter, I have the legal right to myself also file a lawsuit in a court of law in Texas (and elsewhere, I would assume) against the alleged source of that unwanted noise pollution victimizing myself.

I would appreciate any reply letter from any of you in which you provide me with any information or impressions you are willing to share with me in regard to this very important legal and human-rights matter for myself. I would appreciate any reply letter from any of you officials about this very important human-rights issue relating to permanent and significant hearing loss inflicted on me by year-round, continuous noise pollution occurring against my wishes and without my consent over a multi-decade period, including at present, in Austin, Texas.

Just this morning, for instance, I suffered a ringing sound in my left ear when I awoke from my sleep inside my very nice apartment unit in northwest Austin.

Please note the cited medical findings (see below) from Dr. David Tobey, a nationally renowned ear, nose, and throat medical specialist in Austin, about the noise pollution-inflicted damage to my medical health in Austin, Texas, that he has statistically documented in the period since 2005. I should mention that 2005 was the very first year in which Dr. Tobey examined me inside his ENT medical clinic in northwest Austin.

Prior to that, a Dr. Mueller (ENT medical specialist based at Medical Arts Square near the UT-Austin Law School) statistically documented my hearing capacity in the late 1990s and removed massive quantities of wax from each of my ears during that medical appointment I had scheduled in advance with himself. Dr. Mueller has since retired, from what I understand.

Dr. Tobey has helpfully emphasized to me inside his medical clinic in northwest Austin that I myself am definitely NOT the source of the injurious noise pollution, nor did I cause it or request it or generate it, Dr. Tobey has helpfully pointed out.

I have provided written authorization to Dr. Tobey to discuss his medical findings about me with any person or organization or government official or attorney who might ever contact Dr. Tobey at any time.

The same litigation-minded private attorney emphasized to me during the one-to-one legal consultation I had with him inside his law office near downtown Austin, that a civil-law lawsuit on my behalf can also be filed in a court of law in Austin, Texas, against the alleged source of that noise pollution, provided that a cited culprit or "respondent" could be cited by name in that lawsuit, that private attorney informed me.

I would appreciate any information that any of you are willing to share with me about the alleged source of the flagrantly illegal noise pollution victimizing myself in Austin, Texas, on a continuous and year-round basis ever since I moved back to Austin in mid-March of 1997, most recently.

Does Senator Kirk Watson support full privacy rights for me and my legal and human right to sleep alone, without anyone else inside my private bedroom at that time, and to also myself sleep UN-molested as well as UN-harmed and UN-injured and UN-raped, inside my bolt-locked private bedroom of my rental apartment uit thoughout the entirety of any and all time periods when I am sleeping or napping?

I might add that the ONLY exception to that legal right for myself I am seeking and agree to authorize would be if the Texas Department of Public Safety, a reliable and trusted former employer of mine, or the Travis County Sheriff's Office or the Dallas County District Attorney's Office or the Dallas County Sheriff's Office or some other reputable government agency or government official, such as the FBI or the U.S. Department of Homeland Security or U,S. President Obama, or the very distiguished State of Texas Senator Kirk Watson himself, or possibly the Austin Police Department or the Travis County DA's Office, were to be willing to provide me with top-secret and externally controlled electronic surveillance of my entire bedroom per se and my entire bathroom per se on a temporary multi-day or multi-week basis.

I am a low-income single adult white gentleman, and I cannot financially afford ADT surveillance of my private bedroom or bathroom at present.

I ALWAYS sleep alone, and I have ALWAYS been completely celibate throughout the entirety of all of my conscious or waking hours, with no sexual contact or intimate physical contact of any type with any person or any creature, for that matter, at any time ever since and including the date when I moved into Apartment 325 in January 2002 at this Westdale-managed apartment complex in northwest Austin.

Any and all DNA-swab evidence ever since January 2002, for instance, that was obtained from my own anus or buttocks or genitals or mouth or other part of my body, and that can be traced to a human or animal DNA source OTHER than myself, is therefore very clear and convicing criminal-law evidence and legal proof in a court of law in Austin that I was, in fact, raped by that alleged criminal person or creature.

I feel hopeful that either Westdale headquarters officials in Dallas or my professionally polite general manager, Ms. Coker, would agree to government-provided top-secret electronic surveillance of my bedroom and bathroom on a temporary multi-day or multi-week basis during this time period.
