Subject: 3-13-21 questions re: DPS, APD for State Rep. Cole, State Sen. Eckhardt

March 13, 2021

Dear State Rep. Cole and State Senator Eckhardt,

As each of you lawmakers who directly represent me and serve me in the Texas Legislature is no doubt  aware, Houston Police Chief Art Acevedo---the most recent previous permanent Chief of Police for the City of Austin----made a televised public statement in recent months about Austin.

In that statement, Chief Acevedo criticized the Austin City Council for reducing funding for conventional operations for the Austin Police Department. Chief Acevedo in that well-publicized statement also labeled members of the Austin City Council of 2020 as "reactionary" (exact quote).

Do either of you agree with any portion of that public statement by the highly-regarded Chief Acevedo? If so, do you know of any current member of the Austin City Council who currently supports INCREASED funding for conventional crime-investigation activities, including APD Internal Affairs Division and APD Special Investigations Unit activities, at the Austin Police Department?

As a self-identified victim of alleged-continuous-and-continuing-sex-crimes and alleged-continuous-and-continuing personal-injury-crimes in Austin, I plan to directly write to that City Council member (if applicable) and express my deep appreciation to that conscientious, very kind and enlightened City of Austin elective official.

Rep. Cole and Senator Eckhardt, I am sure that each of you is also aware that Texas Governor Greg Abbott---who previously served as Attorney General of Texas during a multi-year period in which I repeatedly informed him in writing about my being a victim of alleged continuous personal injury-crimes and alleged continuous sex-crimes, including during my sleeping hours as I lay alone on my own bed inside my locked apartment in Austin, Texas---has publicly stated that he wants the Texas Department of Public Safety to assume control over much or all of Austin over law-enforcement activities and crime-investigation efforts currently pursued by Austin Police.

Any such proposed "shift" in local policing powers invites questions about whether the  Texas Department of Public Safety is in a strong enough position to phase into that type of massive increase in DPS activities in our state-capital city. In fact, it seems to me that the Texas DPS for many years has apparently been underfunded by the Texas Legislature for the traditional scope of activities that the DPS currently pursues or seeks to pursue.

I am especially concerned about possible alleged discontinuation or possible downsizing of the "Public Information Office" of the Texas Department of Public Safety that reportedly has occurred in recent years. Any such downsizing might possibly have undermined the role of, a major and very powerful public voice on behalf of public safety throughout our entire state.

Through online research this morning, I found the following statement about a current office of the Texas DPS that bears the name of  "Media and Communications Office".
According to the Texas DPS at their official website:
"The Media and Communications Office promotes the Texas Department of Public Safety’s (DPS) goals, activities and accomplishments by working with reporters in traditional media organizations and by utilizing social media outlets. The office also coordinates and organizes media events hosted by or involving DPS."

I would appreciate a reply note from either of you state officials in regard to whether you believe the Texas DPS Media and Communications Office---which apparently has taken over some or all of the duties previously held by the DPS Public Information Office----is fully successful at present.

For instance, is that DPS Media and Communications Office currently successful at welcoming phone calls and concerns or suggestions from any and all private citizens, including myself? Is that DPS Media and Communications Office fully successful at issuing frequent and year-round reports about current and emerging public-safety issues for members of the general public  in Texas?

When I was a full-time professional newspaper reporter in Texas, I appreciated the very fine role of the Texas DPS public-information office in issuing frequent year-round press releases aimed at helping the news media and members of the general public to stay alert to major public-safety-related issues and crime-theme topics facing our state.

Do either of you state lawmakers know why (if true) the Texas DPS "public-information office" was apparently either eliminated or had its activities reduced in recent decades?

Also, who was Governor of Texas and who was Lieutenant Governor of Texas during the time period in which the Texas DPS public-information office had its own scope and funding either reduced drastically or eliminated?

Thank you in advance for your helpful reply letter to me on this--an expected courtesy reply letter from either or both of you very influential state lawmakers in your current elective positions that will be your first-ever written reply message of any type to me that is not itself directly in response to a public-information request from me I submitted to each of you state officials that was focused on myself.
In that regard, each of your respective replies to my two separate respective 2020-dated public-information requests to each of you stated that neither of you had ANY document on file that referred to me and was written by someone other than myself.

Sincerely and Best Wishes,
