March 3, 2021 Dear Travis County Judge Andy Brown, The devastating collapse of local infrastructure from a winter storm that occurred in February 2021 in Travis County, Texas, was very tragic. However, I believe it would be a grave mistake to overlook the potential later this year for also-catastrophic infrastructure collapse that can occur from the possible rapid spread of wildfires in our heavily-populous Central Texas county. I would like to call your attention to the report from a Spring of 2011 study focused on Travis County, Texas, that I found on the Internet tonight. That report cited Travis County and west Austin as being "high-risk areas" for rapid spread of wildfires: "Areas in north Travis County and west Austin are identified as high-risk areas because of the current drought conditions, dense forest and canopy cover, flammable vegetation, and steep slopes. In addition, these area have concentrations of population and critical infrastructure combined with relative lack of resources and fire suppression capacity." GIS-Based Community Risk Assessment (esri.com) The report was entitled: "GIS-Based Community Risk Assessment: Tools for Wildfire Prediction and Mitigation". The report was authored by Ahmed Abukhater, Esri Global Industry Manager for Community Development. County Judge Brown, I would like to raise the question of whether you believe that Travis County Government this year has an urgent need for a follow-up advisory report exploring the expected risk of wildfire-related environmental crises, collapse of utilities, and wildfire-related medical emergencies later this year in Travis County. The proposed 2021 follow-up advisory report might also offer public-policy recommendations to Travis County Commissioners Court on how to more effectively prevent the rapid spread of forest fires and related crises in Travis County, Texas. Travis County Judge Brown, I hope this public-safety-minded letter is helpful to you and your Travis County Government colleagues. Thank you in advance for your reply letter to me that, among other things, addresses the subject of whether you yourself believe that Travis County Government currently has adequate planning and services, technology, and staffing for prevention of the rapid spread of forest fires in our county later in 2021.
