AN URGENT CRIME-DETERRENCE-MINDED QUESTION I POSED TODAY TO AUSTIN DISTRICT 4 REPRESENTATIVE GREG CASAR AND AUSTIN MAYOR STEVE ADLER


I am very hopeful that the following crime-deterrence-minded public-policy question I posed today to my two primary official representatives on the Austin City Council, District 4 Representative Greg Casar and Mayor Steve Adler, will enhance the ability of Austin Police to identify, investigate, and solve crime cases throughout our entire state-capital city for Texas.

Subject: 5-13-20 question for you re: proposed plan to encourage unauthorized immigrants witnessing crime in Austin to call 911

To: Austin District 4 Representative, District 4 resident, and highly-esteemed Austin City Council Member, Mr. Greg Casar; and the citywide elected-official designated representative for all Austin residents on the Austin City Council, the Honorable Austin Mayor Steve Adler.

Dear Council Member Casar and Mayor Adler,

As a current District 4 resident in north Austin and constituent of each of you, I have an urgent question I need to pose to each of you very influential and highly-regarded City Government of Austin officials.

Do either or both of you support establishment of an honorable and very legal incentive plan that will help persuade undocumented immigrants residing in Austin District 4 who witness a crime in our city to immediately call 911 and report the incident to Austin Police (APD)?

I am posing this question to each of you City officials because, as you both must be very aware, under-reporting of crimes throughout Austin by undocumented immigrants significantly hinders APD's ability to promptly identify, investigate, and solve crimes --- including unconscionable personal-injury-crimes such as sexual assault and assault by physical contact --- occurring in our city.

Unauthorized immigrants account for many thousands of the current residents of Austin. One apparently reliable online estimate from 2016 places their total number that year in the cited "Austin-Round Rock" area at 100,000. Many of those undocumented-immigrant residents on numerous occasions each year are directly witnessing crimes in our state-capital city.

Tragically, however, most of the undocumented immigrants in Austin fear that if they call 911 to report to Austin Police a crime they had just witnessed, this might result in their own full legal names and other personal information about themselves being obtained by federal law-enforcement agencies with jurisdiction over undocumented immigrants.

Those undocumented immigrants also fear that their "good deed" in calling APD to report an alleged crime they directly witnessed would result in their getting punished by a federal agency with legal authority over them. They fear getting arrested by either the U.S. Immigration and Customs Enforcement (ICE) or the U.S. Customs and Border Protection Agency (CBP) federal law-enforcement agencies, and then getting deported away from the United States.

Thank you in advance for your polite and helpful reply note to me on this. I will look forward to your reply message that addresses the question of how the City Government of Austin can help to alleviate concerns about reporting crimes and crime evidence to APD that are currently held by most of the undocumented immigrants in Austin, Texas.
