Public Information Officer,
Texas Higher Education Coordinating Board (THECB) state agency,
State Government of Texas,

Austin, TX 78752
Dear THECB Public Information Officer Gattis,
This is a public-information request in which I am seeking to obtain from you a copy of any and all letters, e-mail letters, reports, memoranda, or other written communications referring to myself at least once in any manner, and that in each such case were written, received, sent, forwarded, mailed, or FAXed at any time since April 1, 2011, by any staff member or attorney or administrator of your state agency's Office of General Counsel here in Austin.
This public-information request was prompted by a May 27, 2021, reply e-mail letter (farther below) to me from the Texas Education Agency's public information coordinator, Sherry Mansell, whose office is located in that state agency's Office of General Counsel here in Austin. Ms. Mansell's reply letter to me contained the following statement: "You (John Kevin McMillan of Austin) may wish to contact Texas Higher Education Coordinating Board. This (that) agency may have information related to your (May 15, 2021-dated) request" (farther below).
My legal name is John Kevin McMillan. My date of birth: April 27,1957. I was born in Lincoln, Nebraska. I am a single adult white Anglo-Saxon non-Hispanic gentleman of English, Scottish, and German ancestry. I lead a permanently drinking-alcohol-free (ever since 1990), permanently marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-non-vaping, dependably civil and law-abiding, non-sadomasochistic and anti-S&M, platonicly polite lifestyle. I strongly oppose "thought-control projects" and I take pride in being privacy-respectful. I myself DO NOT generate any anonymous communications that are inflicted on anyone else in a context that violates or impinges on their own privacy rights. I oppose verbal harassment of or by anyone.
I have been and continue to be gainfully employed as a non-managerial staff member at one or more restaurant workplaces in the Austin area of Texas on a continuous and uninterrupted basis ever since April 27, 2002.
I am a very recent criminal-law complainant in APD Alleged Home-Invasion-Crimes and Alleged Sex Crimes Case 21-0830533----an APD crime case that was activated by APD on March 24, 2021. No DNA-swabs forensic anal-rape-evidence medical exam on me has been authorized by APD's Sex Crimes Unit or the Austin Safe Alliance so far this year. However, I remain very hopeful that the infrared motion-sensitive photographic documentation of alleged trespassers inside the bedroom of my bolt-locked current rental-apartment unit during my sleeping hours that I have been providing to the APD Sex Crimes Unit over a multi-month period this year (and in other recent years as well) will help to convince that APD unit of my urgent need for a forensic DNA-swabs anal-rape-evidence medical exam on me as soon as possible.
My primary personal e-mail address, "mcmillanj@att.net", has remained the same throughout the 10-and-one-half-year period applicable to this public-information request. My landline phone number, (512) 342-2295, has remained the same throughout the entire 10-and-one-half-year period applicable to this public-information request. My cell phone number of (512) 993-7305 has been the same ever since the summer of 2019, when I became a cell phone owner and cell phone user for the first time ever. I have resided at the following respective home addresses during the 10-and-one-half-year period applicable to this public-information request:
---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759.
---Crossland Economy Studios, Extended Stay America, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729.
---Village Oaks Apartments, 10926 Jollyville Road, Bldg. 9, Apt. 902, Austin, TX 78759.
---Village Oaks Apartments, 10926 Jollyville Road, Bldg. 16, Apt. 1609, Austin, TX 78759.
---Austin Motor Inn, 11400 North IH 35 (a hotel room I rented for one week in June 2019 until I had official prior permission from the Pebble Creek Apartments management team to move into my new rental-apartment unit at the cited date and time of noon on June 21, 2019), Austin, TX 78753;
and, most recently, Pebble Creek Apartments, 8805 North Plaza Drive, Building 17, Apt. 2418, Austin, TX 78753.
Ever since and including the day I moved into my current efficiency-apartment unit at Pebble Creek Apartments on June 21, 2019, I have been and continue to be the ONLY official tenant and ONLY approved occupant in my efficiency rental-apartment unit, Apt. 2418, at Pebble Creek Apartments.
