Thank you for your January 23, 2019, reply e-mail letter (below) to me, in which you advised me that I had the option of submitting a public-information request to the City Government of Austin that might help me to identify a source of any alleged continuous anonymous gay-theme communications to which  have been subjected against my wishes during my leisuretime here in Austin.

Among the apparent possibilities that come to mind for me on alleged sources of these alleged continuous unwanted anonymous communications violating my own privacy rights in Austin on a daily and year-round basis are: gay civic groups, gay political groups, gay religious groups, gay-theme media companies, or self-identified "gay" individuals.

None of those groups or individuals are authorized by me to subject me to any anonymous communications of any type.

Ms. Carol, do you have any recommendations about the department or institution or official of the City Government of Austin who or that would be the most appropriate person or entity for me to send a public-information request to that is focused on the above-cited subject?

Subject: 1-17-19 question for each of you City of Austin officials with ties to gay groups

 Dear Austin City Manager Spencer Cronk and Austin City Council Member Jimmy Flannigan (and I need to politely explain to Mr. Flannigan that my repeated attempts through my internet system at updating and changing the cited name ID that is connected to your own correct official e-mail address have each failed; I will try again to make that name change later today),

 I have read news-media accounts indicating that each of you City of Austin officials apparently have extensive ties to gay political groups, gay religious groups, gay civic groups, and gay media companies  in Austin and elsewhere.

I would appreciate it if either of you very influential city officials would please let me know as soon as possible whether you know of any gay group or any gay-theme communications group that allegedly has been subjecting me to any alleged anonymous communications during my off-duty hours.

 That factual information would be invaluable to me. It would give me the opportunity to press legal charges, whether through a lawsuit or through a law-enforcement agency, against any and all groups allegedly violating my own privacy rights in that reprehensible manner.

 As you each may be aware, I am not a member of or affiliated with any gay group or any gay-theme communications group anywhere in the world. Nor is any such group authorized to subject me to any anonymous communications or any profanity or any obscene communications or any "medical" services or any "educational" services of any type.

As each of you may be aware, I am the founder and only current approved member of a new and non-Christian, non-Judaistic, non-Moslem, religious group, the Progressive Prohibitionist Religion (PPR). That one total religion of mine specifically opposes subjecting anyone to anonymous communications or thought-control projects against their own wishes in a context that violates their own privacy rights.

I would estimate that 99 percent of more of the persons most appropriate as prospective new members for my own anti-marijuana-minded, anti-drinking-alcohol-minded, anti-tobacco, anti-tattoos, anti-facial-hair-minded religion are, in fact, heterosexual or primarily heterosexual in sexual identity per se. My own religion, PPR, also questions the need for nearly all of the sex change operations currently occurring in the United States. My own religion, PPR, also opposes fraudulent communications and fraudulent "medical care" services. PPR also opposes deliberate and willful sadomasochistic physical torture or deliberate flagrant physical abuse of anyone during his sleeping hours or at any other time.

Are you aware of any alleged involvement in my own living conditions or housing conditions or sleeping conditions inside my current rental apartment unit in north Austin by any media company ---- or by any individual or group of individuals, or by any media entity or any business entity or government-owned agency or institution or any religious group or anti-religious group or atheist group or political group --- that allegedly is violating my own privacy rights in a context that subjects me to gay-theme communications or sexuality-theme communications inside my always-bolt-locked and always-fully-secured solo-occupancy efficiency apartment unit in north Austin?

As you may be aware, I myself am a polite and law-abiding and very honest opponent of the so-called "gay rights" movement. 

I support a principled approach to human rights issues --- for instance, the human right of law-abiding anti-marijuana persons such as myself to associate with other law-abiding anti-marijuana persons in strictly-mutual-consent cases --- that is often justifiably very critical of  either illegal or injurious or sadistic or masochistic or significantly dishonest or deceitful conduct being pursued by individuals who refer to themselves as being "gay", "homosexual", "effeminate", "queer," "lesbian," "transsexual," or "transvestite".

I myself am NOT affiliated with, employed by, or an employer of any gay media company anywhere in the world. In fact, I specifically wrote and sent a civilly-worded rejection letter to one gay media company in Dallas, a media company named "Texas Triangle", around the turn of the century---a rejection letter that "Texas Triangle" failed to acknowledge having received from me.

I might add that none of my current mutual-consent personal friends is homosexual, bisexual, transsexual, or lesbian, and I very emphatically am NOT affiliated with or a member of any "gay group" anywhere in the world.

I would appreciate receiving a reply letter from you in regard to this very important human rights issue for myself, as I greatly value my own human right to lead a lawfully heterophiliacal lifestyle in which I am more inclusive toward a significantly higher percentage of all of the law-abiding heterosexual adult men and all of the law-abiding heterosexual adult women, in particular, than of the other cited subpopulations. 

I might add that I would estimate that 99 percent or more of the persons who might conceivably qualify for the lawfully non-Christian and implicitly-deistic, non-atheistic "Honor Society" Progressive Prohibitionist Religion that I myself have established---a new and factually-minded drinking-alcohol-free, tobacco-free, tattoo-less, clean-talking (no profanity in everyday-conversations), non-stalking, privacy-respectful, facially-cleanshaven-lifestyles religion with very stringent membership eligibility criteria, and in which I myself am the ONLY current approved member---are in fact heterosexual in sexual identity per se.

I hope to hear from you soon in regard to this very important human rights issue for myself.

Mr. McMillan, I'm afraid I an not able to provide much assistance.  Typically, if one believes a criminal violation has occurred, a complaint should be filed with the Austin Police Department or Travis County Sheriff's Office.  Generally speaking, the location of the offence controls where the complaint should be filed: if in the City of Austin, then APD has jurisdiction; and if in an unincorporated area of Travis County, then the County Sheriff has jurisdiction.  I cannot say more without more facts.  With more facts regarding the incident complained of, I can seek assistance from the County Attorney.
