Subject: 10-28-20 re: proposed revision of state law to classify any and all inter-racial rapes as hate crimes

October 28, 2020

Dear State Representative Cole,

As you of course already know, you are currently my duly-elected primary representative in the Texas House of Representatives, since you reside in the same legislative district as myself.

You are also an African-American female state-government official who must be very aware that many of your Anglo adult constituents (myself among them) DO NOT agree to participate in any inter-racial "dating" of any type or any inter-racial "sex life" of any type.

Rep. Cole, do you currently support a revision of the state penal code of Texas that will automatically classify any and all inter-racial rapes as "hate crimes," regardless of whether the perpetrator of one or more sex-crimes victimizing an Anglo person (myself, for instance) is himself or herself African-American, dark-skinned and a citizen of an African or Caribbean or
Arab nation, American-Indian in ancestry, Eskimo in ancestry, dark-skinned Hispanic in ancestry, Asian Indian in ancestry, Chinese or Korean or Japanese or Filipino or Far East Asian in ancestry, or some other non-Anglo racial identity.

I am raising this question because it seems to me that there should be a revision of our State of Texas hate-crimes statutes that removes the current apparent state-mandated exemption on criminal-law prosecution of "persons of color", as they are sometimes referred to, for alleged hate crimes in which those "persons of color" allegedly committed a sex crime or personal injury crime victimizing a white non-Hispanic person such as myself.

I myself am an honest and law-abiding (I stay in my own locked apartment unit during my bedtime hours, and I do not attempt to injure anyone else during their own sleeping hours or in any other context), vigilant, and law-enforcement-minded, permanently-drinking-alcohol-free and anti-marijuana-minded, gainfully-employed, lifelong-tobacco-free and anti-tobacco-minded, facially-clean-shaven and lifelong-tattoo-less, longtime-celibate-by-choice, Anglo-Saxon single-by-choice gentleman of English, Scottish, and German ancestry.

In my off-duty personal life, I as an Anglo adult person and direct descendant of Pilgrim religious leader the Rev. William Brewster of the Mayflower, in a law-abiding and honorable manner myself exhibit a stronger affinity toward a significantly higher percentage of Anglo persons than non-Anglo persons.

I might add, of course, that I very diligently strive in a law-abiding and civil manner to keep anyone and everyone---regardless of whether they are Anglo---away from any portion of the interior of my bolt-locked apartment unit during my own bedtime hours at nighttime.

I insist on my own legal right to press criminal charges through the Austin Police Department or FBI or the Travis County Sheriff's Office, if applicable, against any and all non-Anglo persons (or any other persons, for that matter) who ever at any time subject me to inter-racial rape or other inter-racial personal injury crimes during my sleeping hours as I lie ALONE on my own bed inside inside my double-bolt-locked solo-occupancy efficiency-rental-apartment unit in northeast Austin.

Thank you in advance, Rep. Cole, for your polite and helpful reply letter to me on this---a reply letter that will be your first-ever reply letter to me other than your two or three reply notes in direct response to a recent public-information request I submitted to you, reply notes in which you stated to me in writing, with the help of clarifying follow-up notes from you, that you as my duly-elected state legislator for my district during the cited time period had no document of any type on file that referred to me in any way.

Sincerely and Best Wishes,
longstanding criminal-law complainant and self-identified continuous-personal-injury-crimes victim John Kevin McMillan.
