I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.
That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes verbalization of anonymous death threats or other death threats to anyone, opposes verbal harassment of anyone, opposes continuous anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes the crime of stalking, opposes the crime of spying on anyone against that person's wishes, opposes attempted censorship of non-anonymous communications that are in compliance with the law and that advocate civil and law-abiding conduct or that support law-enforcement, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or hearing capacity or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.
Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic", and that he was very critical of my PPR religion because it allegedly "kills c-nts" (a shocking obscenity, with one letter from the latter word having been omitted by me here for the sake of propriety and full obedience the law by myself), that self-identified Catholic man stated. In his recorded message to me, that self-identified Catholic man stated that he was reacting to one or more locally televised speeches of mine that I had given on behalf of my PPR religion.

"Dear Mr. McMillan:
"Thank you for contacting Congressman McCaul's office regarding your issue.
"Members of Congress do not investigate allegations of crimes. If you believe that you have credible evidence of violations of federal law, you should contact the local branch office of the FBI for information or assistance. In the event the FBI finds evidence of a prosecutable violation of federal criminal statutes, the case will be presented to the United States Attorney's Office.
"It is important to understand that Congress has adopted standards which recognize the legitimate role of Members in assisting constituents, while protecting both the due process rights of parties potentially affected by Government actions. The rules of the House, and laws and regulations governing federal executive agency activities, however, closely limit the extent of an intervention made on behalf of a constituent. Specifically, a Member of Congress may request information or a status report and or urge prompt consideration of a matter on behalf of a constituent needing assistance with a federal agency. A Member of Congress does not investigate allegations of crimes or mistreatment as described in the email you sent to staff in my office.
"In addition, you may wish to consult with a private attorney to determinate what, if any, other options may possibly be available. Information concerning attorney referral services is available upon request from the State Bar of Texas Lawyer Referral and Information Service. To: United States Congressman Lloyd Doggett of Austin, Texas.
December 4, 2019
Dear Congressman Doggett,
As you of course already know, I am a single-by-choice, longtime-celibate-by-choice, gainfully-employed, permanently-drinking-alcohol-free, permanently marijuana-free and anti-marijuana-minded, permanently illicit-drug-free, dependably civil and law-abiding and honest, Anglo adult senior-citizen male constituent of yours residing in north Austin. I myself do not have any criminal-conviction record, as I'm very sure you also know.
I mention this partly because you and I are each very honorable alumni of Stephen F. Austin High School of Austin Independent School District, and I'm sure you take great pride in honorable law-abiding conduct by as many Austin High alumni as possible, including myself.
Congressman Doggett, I would appreciate your answering a public-policy-related question from me:
Are you aware of any current involvement by any federal agency or federally-owned institution in any aspect of my own current living conditions during my sleeping hours per se inside my current solo-occupancy bolt-locked efficiency rental-apartment unit at Pebble Creek Apartments in Austin, Texas?
If your answer to the above question is "no", my polite follow-up question to you is:
Do you know of any way in which the federal government can help to protect my own privacy rights and my full freedom from sexual or physical contact of any type by anyone during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my current bolt-locked efficiency apartment unit in north Austin?
I myself strongly support the sanctity of sleep---restful and revitalizing and rejuvenating and healthful sleep--- for any and all constituents of yours, including myself.
I was reminded to respectfully pose the above question to you after I received the following apparent invitation (below) from the U.S. Department of Health and Human Services federal agency to myself contact their telephone hotline service in order to myself file a complaint through that federal agency that they would then have the legal authority to apparently investigate.
Congressman Doggett, I am very aware that you have chosen not to reply to any of the previous e-mail letters I sent you this year, including one recent e-mail letter I sent you that was specifically and solely addressed to yourself.
I look forward with hope to your extending to me the kind courtesy of a helpful and informative and polite reply letter on this.
Sincerely and Best Wishes,
John Kevin McMillan, a taxpayer and currently-registered voter residing in your congressional district.

Dear Title V Administrator of the federally-funded "Sexual Violence Prevention" program at the Texas Department of State Health Services state agency in Austin,
I appreciate having read this week for the first time (see above link to your official webpage) about the life-saving federally-funded program you offer for prevention of sexual violence in Texas.
I myself am 62 years old at present, and I am a longtime celibate-by-choice, single-by-choice, permanently-drinking-alcohol-free, permanently-illicit-drug-free, lifelong-tobacco-free, dependably civil and law-abiding and honest Anglo adult gentleman of English, Scottish, and German ancestry. I am gainfully employed in the restaurant industry here in Austin.
Is there any context in which the Sexual Violence Prevention program that your state agency provides Texans can also offer full and year-round protection for myself, John Kevin McMillan of Austin, from any current or future risk of alleged personal-injury-crimes perpetrators and alleged sex crimes perpetrators and alleged home-invasion crimes perpetrators allegedly victimizing me during my sleeping hours as I lie alone, asleep and unconscious and probably also snoring, in the bedroom of my bolt-locked current solo-occupancy rental-apartment unit?
I would also like to find out whether your Title V-funded Sexual Violence Prevention program at your state agency in Austin also provides funding and authorization for DNA-trace rape-evidence exams on a cited victim of alleged continuous and continuing sexual assault crimes allegedly being inflicted on that victim during periods in which he or she is held unconscious throughout each of the alleged sexual assaults?
If so, is your state agency in Austin also willing to request full 190-day or full 180-day retroactive DNA-tracing on cases of individuals (myself, for instance) who appear to have been victimized by alleged continuous daily and year-round sex crimes during their own sleeping hours inside their own rental apartment unit?
I am posing this second question to your state agency because the Austin Police Department has declined to officially authorize any DNA-trace rape-evidence exam on myself that I have requested, on any occasion in more than eight years.
This year, calendar year 2019, both the APD Sex Crimes Unit and the Austin SAFE Alliance non-profit group (which, in the latter case, holds apparent quasi-governmental authority in regard to who gets DNA-trace rape-evidence exams in Austin) have denied each of my requests for a rape-evidence exam. I might add that two emergency room physicians in Austin have each this year chosen not to request a rape-evidence exam on myself that I had politely requested during that visit to their respective hospitals' emergency rooms.
I am always hopeful that Austin Police Chief Brian Manley will ask his APD Sex Crimes Unit to please authorize for me in 2019 my first-ever DNA-trace rape-evidence exam in more than eight years, with an emphasis on full retroactive DNA-traces processing for the most recent 190-day or 180-day period on that proposed new rape kit from myself.
Thank you in advance for your very helpful reply letter to me on this.
Sincerely and Best Wishes,
from longtime criminal-law complainant and self-identified sexual-assault-crimes victim John Kevin McMillan.

Subject: 9-23-19 question for Rep. Doggett from a current constituent
Dear Congressman Doggett,
Best Wishes to a very distinguished and influential alumnus of Stephen F. Austin High School---yourself.
As a former Salutatorian of Stephen F. Austin High and as a gainfully-employed, always-sober and permanently drinking-alcohol-free, anti-marijuana-minded and anti-illicit-drug-minded, longtime-celibate-by-choice, single-by-choice, lifelong-tattoo-less, dependably civil and law-abiding, lawfully non-Christian adult Anglo male current constituent of yours who myself resides alone in north Austin, I would like to respectfully pose a public-policy-minded question for you at this time:
Congressman Doggett, do you support safe housing conditions, including safe sleeping conditions, for myself on a 24-hour-a-day and year-round basis for me inside my current bolt-locked apartment unit in Austin, Texas---an efficiency apartment, I wish to politely emphasize, where NO ONE but me is ever authorized to be anywhere inside my bolt-locked rental unit at any time between the hours of midnight and 9 a.m., in particular.
My second question for you is simply this:
Congressman Doggett, you have received dozens of total e-mails from me over a multi-decade period, and you are very familiar with my own "living" conditions in your cited hometown of Austin.
Have you ever on any occasion ever at any time directly contacted the Austin Police Department Sex Unit here in Austin, Texas, to express your own personal concern and indignation about alleged continuous sex crimes and alleged continuous personal-injury crimes allegedly victimizing me during my sleep as I lie alone, asleep and unconscious and probably also snoring, on my own bed inside my bolt-locked apartment unit in Austin, Texas?
Thank you in advance, Congressman Doggett, for what I am hopeful will be a very helpful and honest reply letter from you in response to each of these two total public-policy-minded questions from myself.
Sincerely and Best Wishes,
John Kevin McMillan, AHS Class of 1975.
My new home address ever since June 21, 2019:

with a courtesy carbon copy to a very influential and helpful Texan realtor, Rep. Justin Holland, who has very kindly sent me numerous courtesy reply notes in recent years in response to e-mails of mine I carbon-copied to Rep. Holland that each expressed my polite and civilly-worded concern about alleged breaches of security inside several consecutive bolt-locked and fully-secured apartment units or rental-housing units of mine in Austin that allegedly occurred on a daily and year-round basis over a multi-year period.

Dear Open Records Coordinator for the Travis County District Attorney's Office,
Best Wishes to your very influential prosecuting attorney's office this Holiday Season and in the New Year.
This is a Texas Open Records request in which I seek to obtain from you a copy of any and all documents or records that refer to or comprise legal actions pursued by the Travis County District Attorney's Office in response to or in regard to my summer of 2020 Open Records complaint against the Democratic Party-affiliated Austinite State Representative Eddie Rodriguez --- a complaint that I had submitted in writing to your DA's Office.
I had originally written and e-mailed my public-information request to Rep. Eddie Rodriguez on June 30, 2020, and I wrote and e-mailed to that state legislator a July 13, 2020, follow-up reminder note. I never received any reply letter from Rep. Rodriguez or any staff member of his in response to either of those written communications I had addressed and sent directly to himself.
The most recent information on my Open Records complaint against Rep. Rodriguez that I received from your District Attorney's Office was a September 24, 2020, e-mail letter to myself from an official in your Special Prosecution Division.
I have never received any information from your DA's Office that refers to any ID number on my complaint having been issued, any charges having been filed, any records having been subpoenaed by your DA's office in connection with that case, any finding having been issued, or any final outcome having occurred in regard to my Open Records complaint against Rep. Rodriguez.
I received an e-mail letter from your Special Prosecution Division on August 11, 2020, that officially confirmed receipt of my fully-documented Open Records complaint against Rep. Rodriguez.
On July 27, 2020, I received a preliminary e-mail letter from your DA's Office Special Investigative Unit specifically in regard to Rep. Eddie Rodriguez.
I myself have never on any occasion in my entire life ever once received any reply letter from State Rep. Eddie Rodriguez or a member of his staff that was in response to any e-mail communication I had written and sent to that state lawmaker. I myself do not recall having ever spoken on the telephone with or having ever met Rep. Rodriguez in person on any occasion in my entire life. Nor do I recall having ever met or spoken with or written to any relative of Rep. Rodriguez on any occasion in my entire life.
My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I was born in Lincoln, Nebraska.
I have resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997. My full-time employer in Austin during the period from late 1997 through late 1998 was the Texas Department of Public Safety state law-enforcement agency's Motor Carrier Bureau along Guadalupe Street in north Austin. I do not have any criminal-conviction record. I lead a permanently drinking-alcohol-free, anti-marijuana-minded, permanently-illicit-drug-free, facially-cleanshaven, polite, law-abiding, clean-talking (no profanity by me in my everyday conversations with others), lifelong-tattoo-less, vigilant crime-deterrence-minded lifestyle in Austin.
At Pebble Creek Apartments, the gated-community apartment complex where I have resided as an official rent-paying tenant living alone in my unit ever since June 21, 2019, I would estimate that at least 90 percent of the tenants or occupants whom I myself ever directly observe when I walk toward a gate of my complex in order to then walk to a bus stop, or when I enter a laundry room of my current complex, are Hispanic persons who orally communicate with one another in the Spanish language. Several of those tenants have directly stated to me in the Spanish language that they are natives of a Latin American nation.
One Anglo female Census taker for the U.S. Census Bureau stated to me earlier this year during a visit she made to my front doorstep of my current apartment at Pebble Creek Apartments that she herself had found it "very challenging" as an official Census taker at this apartment complex, since many of the residents here are not citizens of the United States, she indicated.
I myself am the current criminal-law complainant with the Austin Police Department (APD) Sex Crimes Unit in Alleged Continuous-and-Continuing-Daily-and-Year-round-Home-Invasion-Crimes-and-Trespassing-Crimes-and-Sex-Crimes-and-Personal-Injury-Crimes Case Number 20-3161213. That new case was opened by APD on November 11, 2020. This occurred a matter of minutes after I handed to a helpful APD patrol officer a flashdrive of very recent infrared motion-sensitive-camera-generated crime evidence from 2020 of allegedly illegal trespassers inside my private bedroom of my current bolt-locked apartment unit during my sleeping hours. I always sleep alone on my own bed, and I am a longtime celibate, gainfully employed, always-sober, white Anglo-Saxon single adult lawfully non-Christian gentleman age 63.
I am the founder and only approved current member of a new and non-Christian religion with very stringent membership-eligibility requirements, the Progressive Prohibitionist Religion, that several or more Austin-area residents have stated to me that they either dislike or do not regard as being an actual religion.
One possible point of entry into my current solo-occupancy apartment unit that the polite Pebble Creek Apartments management team had not informed me about was disclosed to me in person inside my unit on the morning of October 1, 2020, by Andrew Tijerina, a first-rate and very alert Service Manager for the Fortress Lock, Safe, & Security Company.
That company is fully-accredited with the Better Business Bureau and is A-plus-rated by the Better Business Bureau. Mr. Tijerina stated to me during his on-duty October 1 visit into my unit at my request that one or more unspecified "neighbors" of mine (his exact wording) could conceivably allegedly enter my own bolt-locked unit through an opening from an attic that is normally covered by a square wooden panel attached to the ceiling of my large walk-in closet situated in my bedroom area. A massive attic is situated above the entire length of Building 17, Mr. Tijerina volunteered to me during his very helpful on-duty visit for his private security-services business.
I hope to hear from you soon in response to this public-information request.
Sincerely and Best Wishes,
public-information requestor John Kevin McMillan.
My solo-occupancy, always-bolt-locked, efficiency-apartment-unit rental-home address ever since June 21, 2019:

My three total respective home addresses, listed from oldest to most recent, during the four-year period applicable to this public-information request are:
---Village Oaks Apartments, 10926 Jollyville Road, Building 16, Apartment 1609, Austin, TX 78759;.
My landline home phone number and e-mail address have remained the same throughout the entire multi-year period applicable to this public-information request. They are: (512) 342-2295, and "mcmillanj@att.net".
My current cell phone number, after I obtained cell-phone service for the first time in my entire life in August of 2019, with help from AT&T as my first-rate cell-phone service provider, is: (512) 993-7305.
This public-information request from myself was prompted in part by my urgent need for factual information from you in regard to whether during the applicable most recent four-year period there currently is (or previously ever was) any possible federal-government involvement of some type in one or more aspects my own sleeping conditions, as I lie alone (or lay alone) on my own bed as a rent-paying official tenant or rent-paying approved occupant inside a locked rental-apartment unit or locked hotel room in Austin.
In that regard, an August 18, 2018-dated public-information request of mine to you provided you with the factual information that my duly-elected congressman at that time, Republican Congressman McCaul of Texas, in 2018 invited me to submit e-mails to him at a specially designated e-mail address of "mccaul.casework@mail.house.gov" in regard to my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes and alleged sex crimes during my sleeping hours as I lay alone on my own bed inside my bolt-locked apartment unit in Austin.
Below, to refresh your memory, are the opening paragraphs of a June 15, 2018, e-mail letter I wrote and sent to Congressman McCaul during a time period when I resided in his congressional district of Texas-----the verbatim text of which I had shared with you in an August 18, 2018-dated public-information request I submitted to yourself, Senator Cruz.

"Dear Congressman McCaul,
"I would like to thank you again for kindly inviting me --- through a local phone call to me I received inside my private residence on May 25, 2018, from your Austin office staff member Bobby Dyke --- to myself send you criminal-law complaints and crime evidence I obtain to 'mccaul.casework@mail.house.gov' about my being victimized in Austin, Texas, on a daily and year-round and multi-year basis by alleged personal-injury-crimes.
"Those alleged personal-injury crimes have allegedly been inflicted on me by one or more alleged illegal intruders unbeknownst to me during periods when I was or am asleep and unconscious and lying alone on my own bed inside my bolt-locked or locked rental-apartment unit in northwest Austin...."
As you are no doubt aware, Congressman McCaul and his family maintain a permanent home in Westlake Hills, Texas.
Senator Cruz, you yourself apparently chose not to directly invite me to write to you using a "casework" e-mail address with your own name in it (if in fact you also have that type of option as an official representative for me in the U.S. Senate).
Sincerely and Best Wishes,
John Kevin McMillan, longstanding criminal-law complainant in Austin Police Department Case Number 16-1340923, an alleged continuous-and-continuing-daily-and-year-round-and-multi-year-sex-crimes-and-continuous-personal-injury-crimes case for which APD's Sex Crimes Unit over a multi-month period in the latter half of 2019 and in January 2020 accepted thousands of infrared motion-sensitive spy-camera photo images from me of alleged illegal home-invasion-crimes perpetrators and alleged illegal trespassers inside my current apartment unit ---- spy-camera photos that had had been obtained for me at my own financial expense from inside the one total bedroom of my current solo-occupancy efficiency apartment unit in north Austin.
I might also add that I am also apparently currently cited as a criminal-law complainant and crime victim with the Attorney General of Texas Human Trafficking and Transnational/Organized Crime office in Austin, Texas, as the Attorney General of Texas has politely indicated to me through a written response to me this year confirming that that office of the Attorney General has a large file on me that contains numerous surveillance photos obtained from inside my apartment unit.
I might also note that the Polaris Project non-profit group that operates the National Human Trafficking Hotline, phone number 1-888-373-7888, has informed me in writing this year that they have assigned me an official crime-victim case number of 682239. I would welcome any factual information or unconfirmed reports or rumors or speculations about my case that any member of the U.S. Senate or U.S. House of Representatives or any other federal official, or anyone else, for that matter, is willing to offer to that hotline phone service at any time.
My own home address ever since June 21, 2019:
Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418 (an eastside second-floor efficiency apartment unit in the multi-unit Building 17, situated near the northeastern corner of this very large gated-community apartment complex), Austin, TX 78753.

Cell phone: (512) 993-7305.
