April 28, 2021From: John Kevin McMillan, a gainfully-employed (in three different corporate-owned chain restaurants in Austin as my only three current employers), permanently-drinking-alcohol-free, lifelong-tobacco-free, dependably civil and law-abiding and honest, single-by-choice, longtime-celibate-by-choice, white Anglo-Saxon British-German-American gentleman and current criminal-law complainant in Austin Police Department Case Number 21-0830533, an alleged Home-Invasion-Crimes, Alleged Sex Crimes, and Alleged Personal-Injury-Crimes case for which the assigned detective is the first-rate APD Sex Crimes Unit Detective William Costello (APD Badge Number 7057).My solo-occupancy efficiency-apartment-unit rental-home address ever since June 21, 2019: Pebble Creek Apartments (a Belco Equities-affiliated, large gated-community complex), 8805 North Plaza Drive, Building 17 (northeastern corner of complex), Apt. 2418 (a second-floor, eastward-facing unit), Austin, TX 78753.A respectful FYI to each of you on the following urgent message I wrote and submitted online at 10:39 a.m. today, Wednesday, April 28, 2021, to Texas Governor Greg Abbott's Constituent Communication division at Mr. Abbott's official Office of the Governor state agency website in Austin. The Director of that Constituent Communication division is Gregory S. Davidson (his office phone number, 512-463-1800).Any written reply note or referrals on any aspect of this that any of you are willing to offer to myself or to first-rate APD Detective William Costello. or to his immediate supervisor, Sex Crimes Unit Sgt. Christopher Keen, would be greatly appreciated by me. The official e-mail address for Detective Costello is "william.costello@austintexas.gov". The official e-mail address for Sgt. Keen is "christopher.keen@austintexas.gov". The official APD phone number for APD Sex Crimes Unit head administrator Sgt. Christopher Keen is: (512) 974-5485."I need a request from Governor Abbott that he please ask the Austin Police Dept. Sex Crimes Unit to authorize a new forensic DNA-swabs rape-evidence medical exam on me as soon as possible for which there will be full 190-day retroactive processing of any and all DNA-traceable items obtained from that rape exam.I have frequently informed Greg Abbott in writing for many years, including during his prior tenure as Texas Attorney General, about my being a victim of alleged continuous home-invasion-crimes, personal-injury-crimes, and anal-rape-crimes, and of illegal infliction of nasal inhalants into my nostrils and illegal hydration of my body allegedly also inflicted on me against my wishes during my sleeping hours as I lay alone or lie alone on my own bed, asleep and unconscious and often snoring, inside my locked apartment unit in Austin."The Austin Police Department (APD) in response to a recent public-information request from me did state to me in writing that it had received several infrared-motion-sensitive surveillance-camera photos obtained from me during my sleeping hours that appeared to be of someone other than myself in my bed area of my current apartment unit. I am a longtime celibate gentleman, and during my conscious or waking hours ever since I moved to north Austin in August 2001 I have not had any sexual contact of any type with anyone on any occasion. In the entire multi-year period ever since I moved into my current unit on June 21, 2019, I have never permitted anyone but on-duty APD officers or, on one total occasion, on-duty EMS employees, to enter my current efficiency apartment at nighttime."One work supervisor of mine at Luby's Cafeteria in northwest Austin, Israel Rios, a resident of Williamson County (either Round Rock or Cedar Park, I believe he said), in 2011 or 2012 volunteered to me one day inside our cafeteria workplace, "I'm sure it's organized crime that's victimizing you (John Kevin McMillan)" (approximate quote). That corporate employer of mine was headquartered in Houston."The Austin Police Department has declined to authorize any forensic-medical swabs rape-evidence exam on me in response to 15 or more separate requests for one that I have made to APD---primarily to the APD Sex Crimes Unit---over a multi-year period ever since early 2012. Also, APD has declined to retroactively process the two rape-evidence kits from me that APD already has in its possession. Those rape kits were obtained from me by forensic nurses at my request inside the St. David's Medical Center ER in central Austin in April 2011 and December 2011, respectively."The Austin-based Texas Department of Family and Protective Services state agency sent one female investigator from that state agency, Diana McGeehan of Williamson County, to interview me inside my current apartment unit in northeast Austin. During that November 14, 2019, visit and approximately 40-minute interview inside my unit she advised me to purchase an additional surveillance camera and make use of it inside my current apartment unit. That interview was for DFPS Case Number 7292-2668. Investigator McGeehan stated to me during the interview that she had interviewed my oldest brother, Kent Neal McMillan of Hays County, Texas."_____(The very prompt e-mail acknowledgement of my online request for assistance that I received today from the Constituent Communication division of the Office of the Governor of Texas state agency:)----- Forwarded Message -----To: "mcmillanj@att.net" <mcmillanj@att.net>Sent: Wednesday, April 28, 2021, 10:39:19 AM CDTSubject: Thank you for contacting the Office of the Governor.Your request for assistance will be reviewed by the appropriate staff member. This message has been automatically generated.
