Dear Open Records Coordinator for the Texas Juvenile Justice Department state agency,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications, including any e-mail communications or reports or records of disciplinary actions referring at least once in any manner to myself, that at any time since 12:01 a.m. April 28, 2011, were authored, received, sent, or forwarded by any of the certified peace officers, any of the safety and risk officers, or any of the probation officers for your state agency, who are each either currently based in Travis County, Texas, or have been based in Travis County at any time during the applicable approximately-nine-year time period.

My legal name is "John Kevin McMillan". I was born on April 27, 1957, at Lincoln, Nebraska. I am a gainfully-employed Anglo-Saxon single adult gentleman of English, Scottish, and German ancestry.

This public-information request was prompted in part by my recalling tonight that numerous persons in Austin, Texas, including younger persons, have directly stated to me that they associate me with "voices" or "anonymous communications" that they themselves disliked or regarded as "obnoxious" or irksome or annoying or very offensive to themselves. I myself am NOT a ventriloquist, I should mention with polite emphasis, and I myself DO NOT subject anyone to any anonymous communications that violate their own privacy rights. I might add that I myself DO NOT have any criminal-conviction record.

One apparently friendly younger male server coworker of mine from Williamson County, Texas, Tommy Gibbs, volunteered to me in in the middle of a  workshift for each of us during working hours earlier this century inside a Souper Salad chain restaurant location near Lakeline Mall in far northwest Austin: "Are you (John Kevin McMillan) hearing voices, John?" I myself had not made any comment of my own to Tommy Gibbs about my having "heard voices" inside our workplace.

Shortly after that very memorable question that he posed to me while we were each on duty as servers for Souper Salad, Tommy Gibbs was absent from our Souper Salad chain restaurant workplace over a multi-week period before he returned to work there.

Another male coworker of mine inside that same Souper Salad Lakeline restaurant, a tall younger Anglo gentleman in his teens or early twenties, volunteered to me in 2003 or so during a workshift for each of us as servers in that chain restaurant, that he himself did not care about the content of my own internal thought process during my workshifts there, he stated. "It doesn't bother me at all if you (coworker John Kevin McMillan) have very negative or hostile internal-thoughts of your own about the persons who are subjecting you to anonymous verbal communications during our workshifts here," he stated (approximate quote). "I could care less about those persons." 

One relative of mine and then-resident of Austin, Kent Neal McMillan, volunteered to me on the telephone in 1991, during a long-distance phone call I made to his and his wife Sarah's home from my solo-occupancy rental apartment unit in Sweetwater (TX), where I was employed full-time as a newspaper reporter for the "Sweetwater Reporter" daily newspaper: "The voices (sic) appear to be very angry with you (John Kevin McMillan)!" 

Around the turn of the century, one younger female official tenant at ViewPoint Apartments near UT-Austin, Meg Traver, volunteered to me outdoors in the parking lot of our apartment complex that Ms. Traver believed she had been "hearing voices" during the same time period in which I also resided there as an official rent-paying tenant at that privately-owned apartment complex. 

One work supervisor of mine in Austin, Dr. Madalyn Murray O'Hair, was overheard by me angrily shouting to a colleague of hers in 1988 in the middle of a workshift for me as a copy editor inside Dr. O'Hair's American Atheist Press workplace in north Austin: "I (Dr. O'Hair) cannot handle the voices! Get him (John Kevin McMillan) out of here!" (exact quote). I was working quietly at my assigned work table when I overheard that very angry outburst from Dr. O'Hair that originated a matter of yards from the room where I was working. (The door to that room had been left wide open, in keeping with the policies of Dr. O'Hair.)

Minutes later, I was abruptly fired from that job by my immediate supervisor, a younger woman named Robin Murray O'Hair. (I had been advised to apply for a job at the American Atheist Press in Austin by my biological mother, Mrs. Phyllis Delores McMillan of Westlake Hills, Texas, after I learned that the "Austin American-Statesman" in 1988 had chosen not to hire me for a copy-editing position I had applied for in their main newsroom in downtown Austin.)

One attorney holding the title of General Counsel for Texas A&M University System, Mr. Delmar Cain, in 1997 wrote a multi-page memo I obtained a copy of through a public-information request of mine, in which Mr. Cain explored in writing whether Mr. Cain should file a legal complaint on my behalf that would be intended to help terminate "anonymous obscene communications" (exact quote from his memo) that I myself had complained about in writing to Texas A&M University System officials. I had apparently submitted those legal complaints of mine to Mr. Cain in 1997 from a rental-apartment unit of mine near the UT-Austin campus.

I was Salutatorian of the Class of 1975 at Stephen F. Austin High School of Austin Independent School District. I have a Master's Degree in Journalism and Mass Communications from the University of Minnesota in Minneapolis, and I have a Bachelor of Arts Degree from the University of Texas at Austin.

I have resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.

I have kept the same personal e-mail address of "mcmillanj@att.net" throughout the entire nine-year period applicable to this public-information request. I have also used the same personal phone number of (512) 342-2295 throughout the entire nine-year period for this request.

I reside alone as a rent-paying official tenant inside a solo-occupancy always-fully-bolt-locked and always-fully-locked efficiency rental-apartment unit at a large gated-community apartment complex, Pebble Creek Apartments at 8805 North Plaza Drive in north Austin.

When Austin Independent School District (AISD) classes are being held, my current apartment complex in Austin is serviced on schoolday mornings by AISD buses and AISD bus drivers.

During the nine-year period applicable to this public-information request, I have resided as a rent-paying official tenant or, for a brief multi-month period in 2016, a rent-paying approved occupant, at the following locations, listed chronologically from oldest address to most recent address:

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded  "Progressive Prohibitionist Religion", or "PPR", that has very stringent membership-eligibility requirements. 

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms their own medical health or that is aimed at punishing them for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators of that noise pollution.

Numerous Austin-area residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion"---an implicitly-deistic, non-atheistic factually-minded religion on behalf of which around the turn of the century I gave several televised speeches on local Community Access Television in Austin. 

One anonymous male younger person around the turn of the century even left a recorded phone message on my telephone answering machine inside my ViewPoint Apartments rental-apartment unit near UT-Austin, in which he stated that he himself was "Catholic"; and he used profanity and a violent, obscene phrase in criticizing my PPR religion.

One former resident of the Austin area, Dr. Michael Kim McMillan, around the turn of the century stated to me with indignation and intense revulsion on his face in an in-person conversation I had with him outdoors near the UT-Austin campus during a visit of his to Austin, Texas, from out of state: "The 'Heaven on Earth' religion you (John Kevin McMillan) have established has inflicted Hell on our entire planet!"

I hope to hear from you soon in response to this public-information request from myself.
