I am very grateful to you and your Presidential Candidate, Joe Biden, for your kindly conveyed support (as you indicate in your very nice reply letter to me today, below) for my own privacy rights and other Constitutional legal rights in Austin, Texas.

Among the Constitutionally-protected legal rights I myself cherish the most is my Freedom of Speech-protected legal right to myself successfully press criminal-law charges that result in the arrest by a reputable law-enforcement agency with jurisdiction of any person---regardless of that person's own age, political affiliation or "beliefs", religious "beliefs", racial identity, ethnic identity, gender identity, "sexual" identity, level of "effeminacy", pre- or post-sex-change-operation status, nation of citizenship, socioeconomic "status", cited "ancestral identity" or cited or asserted "relation" to me, cited "handicap" or "disability", cited intelligence quotient, employer, media company affiliation, religious group affiliation, school or college or university of affiliation, etc. --- who allegedly enters my current double-bolt-locked and fully-locked private solo-occupancy efficiency-apartment unit at any time during my own sleeping hours. 

That type of truly outrageous alleged-felony home-invasion crime should get severely punished by a judge and jury in a court of law, in my own very emphatic opinion.

I am the ONLY apartment-management-team-approved tenant and ONLY apartment-management-team-approved occupant in my current 12-month lease agreement for my current solo-occupancy apartment unit in northeast Austin.

My sleeping hours currently vary from one day to the next, and generally occur sometime between the hours of 10 p.m. at nighttime and 9 a.m. in the morning. I always sleep alone on my own bed, and I am a single-by-choice, celibate-by-choice white Anglo-Saxon gentleman of English, Scottish, and German ancestry. 

I might add with polite emphasis that I myself am NOT American Indian, I am NOT Hispanic, I am NOT Asian in ancestry, I am not Jewish in ancestry, I am NOT Arab in ancestry, and I am NOT of African ancestry---legal facts about me that many people in Austin apparently overlook in their incessant and flagrantly illegal anonymous communications they allegedly subject me to against my wishes.

Thank you again for Presidential Candidate Joe Biden's kindly-conveyed support for my legal right to press criminal charges through the Austin Police Department (APD) against any and all persons---regardless of who they are---who allegedly trespass anywhere inside any portion of my current always-fully-locked efficiency solo-occupancy rental apartment unit in northeast Austin at any time during the evening or nighttime or early-morning hours before 9 a.m.

I also appreciate Joe Biden's conveyed support for my own legal right to myself press criminal charges through APD against any and all alleged trespassers who allegedly have any type of alleged physical contact with me or or any type of allegedly sexual contact with me or who allegedly seek to injure me or harm my own medical health or ruin or disrupt my deep sleep or sleep or who allegedly harass me in any way during my own sleeping hours as I lie ALONE on my own bed, asleep and unconscious and probably also snoring.

If your political campaign would like me to share with you some of the crime-evidence infrared-motion-sensitive photos of alleged illegal intruders that have been obtained for me during my sleeping hours inside my current solo-occupancy efficiency apartment unit, I will be glad to share some or several of those photos with you. 
Unfortunately, and much to my own astonishment and repeated disappointment, Austin Police have chosen against authorizing any of the 10 or more respective forensic medical-evidence DNA-traces exams on me that I've personally requested from APD over a multi-year period in the years from 2012 through the present. 
I would welcome as soon as possible an APD-ordered current DNA-traces forensic medical exam on my own anus, groin area, mouth, eardrums, nostrils, etc., with the clear advance agreement that APD is willing to retroactively process those DNA swabs for the full possible 
6-month retroactive period. I myself have been completely celibate in Austin over a multi-decade period, including on a continuous and uninterrupted basis ever since I moved to the northern section of Austin in August 2001. Also, I have ALWAYS slept alone on my own bed ever since I moved to the northern section of Austin in August 2001. ANY DNA TRACE FROM MY BODY THAT IDENTIFIES A PERSON OTHER THAN ME, IS VERY SOLID PROOF IN A COURT OF LAW THAT I WAS IN FACT VICTIMIZED BY A CRIME PERPETRATED BY THAT PERSON.

Dear Eanes ISD Open Records Coordinator,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all e-mail communications, reports, or other written communications that any staff member or officer or administrator for your Eanes ISD "Safety and Risk Management Department" or your Eanes ISD safety coordinator's office has received or produced or sent or e-mailed or mailed or forwarded or FAXed at any time since 12:01 a.m. April 28, 2011, and that, in each such case, referred at least once in any manner to myself, Eanes Elementary School al
umnus John Kevin McMillan of Austin, Texas.

Included in the scope of this request are any and all responsive documents referring to me in any manner that were each received, produced, sent, e-mailed, mailed, forwarded, or FAXed by Matthew Greer, the current director of the Eanes ISD Safety and Risk Management Department.

This public-information request was prompted in part by alleged anonymous rumors and alleged possibly fraudulent rumors I have been subjected to against my wishes in Austin, Texas, that repeatedly and throughout the nine-year applicable time period referred to numerous former classmates of mine or former schoolmates of mine and several former teachers of mine at Eanes Elementary School, and to former students at Westlake High School of Eanes ISD (including "Kazuo Hiraizumi", a former classmate of mine at O. Henry Junior High School of Austin ISD in Austin) who each attended Westlake High in Westlake Hills, Texas, in the 1970s.

I myself was an Honor Student at Eanes Elementary School of Eanes ISD, and I graduated from Eanes Elementary in 1969. 

One very distinguished Eanes ISD alumnus, my biological sister Mrs. Julie (McMillan) Lechtenberger, helpfully volunteered to me on the telephone in 1999, during a long-distance phone call I made from my rental-apartment unit at ViewPoint Apartments, near UT-Austin's main campus, to her and her attorney husband's home in Houston: "I've (Julie Lechtenberger) never denied that you (Eanes ISD alumnus John Kevin McMillan) are hearing actual, verifiable, voices (sic) on a daily and year-round basis in Austin. But that should not hurt your earnings capacity at all. If you lose a job, you can always find a new job."

The same Eanes ISD female alumnus, Mrs. Lechtenberger of Houston, stated to me this century on the telephone several years ago, during a long-distance phone call I made to her and her husband's home in Houston from my rental-apartment unit at Wind River Crossing Apartments in northwest Austin: "I (Eanes ISD alumnus Mrs. Julie Lechtenberger) don't know (exact three-word phrase) whether I support privacy rights for you (Eanes ISD alumnus John Kevin McMillan)".

Also several years ago this 21st Century, Eanes ISD alumnus Mrs. Julie Lechtenberger offered me this oral statement on the telephone during a long-distance phone call I made from my Wind River Crossing Apartments rental-apartment unit in northwest Austin to her and her attorney husband's home in Houston: "From what you (Eanes ISD alumnus John Kevin McMillan) say, you're law-abiding," Mrs. Lechtenberger said.

The same Eanes ISD alumnus, Mrs. Julie Lechtenberger, had stated to me in 1990 or 1991, during a long-distance phone call I made to her and her husband's home in Houston from my rental-apartment unit in Sweetwater, Texas: "You (Eanes ISD alumnus John McMillan) have no need for any attorney." During that same time period, Mrs. Lechtenberger stated to me during a long-distance phone call I made to her and her husband's home in Houston from my rental-apartment unit in Sweetwater, Texas: "Anything you need to know, you talk to (Eanes ISD alumnus) Kent (Kent Neal McMillan)."

I have consulted numerous ear, nose, and throat (ENT) medical specialists in Austin over a multi-decade period about significant permanent damage to my own hearing capacity in Austin, Texas, that resulted from alleged continuous daily and year-round background noise pollution in Austin, including during my leisuretime hours, that I myself did not authorize or generate. One highly-regarded ENT specialist in Austin, Dr. David Tobey, stated to me in person after a medical exam and hearing test on myself inside his medical clinic (situated at that time along Angus Road in northwest Austin) that permanent damage to my own hearing capacity that I myself had sustained over a multi-year period while living in Austin, Texas, was comparable to the damage that an Austin Police officer sustains over the course of their entire career, Dr. Tobey stated to me.

Another very talented Eanes ISD alumnus, Dr. Michael Kim McMillan, an older brother of mine, volunteered to me in 1990, during a long-distance phone call I made from my "Sweetwater Reporter" daily-newspaper workplace in Sweetwater, Texas, to our parents' home in Westlake Hills, Texas, during a time period in which brother Michael Kim McMillan was temporarily living with our parents, Dr. Calvin and Mrs. Phyllis McMillan, inside their home along Ridgewood Road in Westlake Hills, that brother Michael Kim McMillan had observed that I myself was "on television" during that time period, he said. Dr. Michael Kim McMillan added in that phone conversation that he himself was personally very uncomfortable with and greatly embarrassed by how I presented myself on television. I might add with polite emphasis that Eanes ISD alumnus Dr. Michael Kim McMillan did not cite to me any conduct of mine that failed in any way to be fully law-abiding.

Another very distinguished Eanes ISD alumnus, Kent Neal McMillan, my biological oldest brother, volunteered to me in 1991, during a time period in which I was either employed full-time or had been employed full-time as a Cuero-beat regional reporter for the "Victoria Advocate" daily newspaper while living alone in a rental home in Cuero, Texas:
"Your current living conditions in Texas call to mind the prohibition on cruel and unusual punishment in the United States Constitution. Sweden (exact quote) has a much better record on human rights issues than the United States has."
Eanes ISD alumnus Kent Neal McMillan had volunteered to me earlier in 1991, during a long-distance phone call I made to his and his wife's home in Austin from my rental-apartment unit in Sweetwater, Texas: "You (Eanes ISD alumnus John Kevin McMillan) are being persecuted (exact quote)!"

In 1992 or 1993, during a long-distance phone call I made to the home of Eanes ISD alumnus Kent Neal McMillan and his wife in Austin, Texas, from the newsroom of my "Pampa Daily News" general-circulation newspaper workplace in Pampa, Texas, Kent McMillan stated to me in a reassuring tone of voice from his end of the phone line: "You (Eanes ISD alumnus John Kevin McMillan) can get the (manipulative circumstances in your own life involving anonymous communications inflicted on you that you've complained about to me) to end while you yourself (Eanes ISD alumnus John Kevin McMillan) remain completely celibate the entire time."

In 2019 or 2020, Eanes ISD alumnus and biological oldest brother Kent Neal McMillan stated to me on the telephone from his and his wife's home in Hays County, Texas, that he recommended that I keep two separate video-surveillance infrared motion-sensitive cameras functioning simultaneously inside my current bedroom of my current solo-occupancy rental-efficiency apartment unit during my sleeping hours as I lie alone on my own bed, asleep and unconscious and probably also snoring, inside my fully-bolt-locked and fully-locked solo-occupancy current efficiency apartment unit at Pebble Creek Apartments in northeast Austin.

My date of birth is April 27, 1957. My legal name is John Kevin McMillan. I was born in Lincoln, Nebraska.

I was Salutatorian of the Class of 1975 at Stephen F. Austin High School of Austin Independent School District. I have a Master's Degree in Journalism and Mass Communications from the University of Minnesota in Minneapolis, and I have a Bachelor of Arts Degree from the University of Texas at Austin.

I reside alone as a rent-paying official tenant and only apartment-management-team-approved occupant inside an always-fully-bolt-locked and always-fully-locked efficiency rental-apartment unit at a large gated-community apartment complex, Pebble Creek Apartments at 8805 North Plaza Drive in northeast Austin.

When Austin Independent School District (AISD) classes are being held, my current apartment complex in northeast Austin is serviced on schoolday mornings by AISD buses and AISD bus drivers.

During the nine-year period applicable to this public-information request, I have resided at the following locations:

I am the founder and only approved current member of a new and non-Christian non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements. 
That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms their own medical health or that is aimed at punishing them for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators of that noise pollution.

Numerous Austin-area residents have stated to me over a multi-year period that they either dislike or intensely dislike my own fully-independent "Progressive Prohibitionist Religion"---an implicitly-deistic, non-atheistic factually-minded religion on behalf of which around the turn of the century I gave several televised speeches on local Community Access Television here in Austin.
