Is it fair to ask you if you can tell me which, if any, staff member for ACC President Rhodes, is the primary individual who initially reviews and responds in writing to E-mail correspondence for President Rhodes on behalf of that ACC President, such as by writing a brief note in forwarding that E-mail letter to another ACC staff member or by providing a brief written reply to the person who initially wrote and sent that e-mail to ACC's President?....

 As you will recall, my July 18, 2016-dated public-information request addressed to you contained the following exact verbatim opening paragraph that I wrote:

I was informed on the telephone yesterday by an official of the Attorney General of Texas state agency in Austin that the District Attorney's Office for any given county of Texas does have the legal authority to request that a municipal law-enforcement agency in that county process a DNA-swabs rape-evidence kit being maintained by that police department.

Unless you advise me otherwise, I am not able to contact the Office of Police Monitor---the point of contact cited by the APD Internal Affairs Division at the website you referred me to in writing last Friday.

Police Monitor Margo Frasier sent me a "cease and desist" order a few years ago in which she forbade me from ever again contacting her office in Austin in order to myself complain about the alleged failure by a cited APD officer to investigate the alleged continuous-and-continuing, daily and year-round personal-injury-crimes-and-anal-rape-crimes case in which I remain, to this very day, a victim of alleged felony crimes in Austin.

Any additional suggestions or referrals from you about this crime case and APD's alleged failure to protect my personal safety and medical health during my sleep (I ALWAYS sleep alone on my designated bed) inside my bolt-locked apartment or bolt-locked hotel room in Austin, would be greatly appreciated.

A very distinguished private attorney member of the State Bar of Texas advised me this month that your state agency in Austin does have the legal authority to investigate alleged impropriety toward a private citizen such as myself by a municipal law enforcement agency in Texas.

I am very grateful to that first-rate private attorney for offering me that legal advice after he consulted State of Texas legal statutes on the matter.

Mr. Maxwell and Captain Lucas, I am hereby requesting that your state agency in Austin investigate the alleged failure of Detective Brian Narciso of the Austin Police Department Sex Crimes Unit to pursue any apparent CRIME INVESTIGATION on the sex crimes case for which I filed a crime report with APD on June 3, 2015. That case is APD Sex Crimes Case Number 15-1540423.

Detective Narciso, the only assigned investigator for that felony crimes case over a multi-month period, has chosen not to return any phone calls from me or any E-mail letters from me about that crime case.

On the one total occasion  (which occurred several days ago during his cited nighttime and early-morning workshift hours, according to his recorded message on his voice mail service through APD) in which Detective Narciso answered the phone after I called him at his APD office phone number of 512-974-6916, Detective Narciso immediately hung up his end of the phone line without offering me any explanation for his allegedly unprofessional conduct.

Thank you in advance for your kind willingness to investigate Detective Narciso's alleged failure to actually pursue any apparent crime investigation on my behalf.

I might also mention that if you yourself or any colleague of yours with the Attorney General of Texas state agency ever wish to order DNA-swab tests on myself (my anus, my buttocks, my mouth, my nostrils, etc.) as a self-identified anal-rape-crimes (exclusively inflicted on me during my sleep), oral-rape-crimes (through illegal liquids or substances to which I am being allegedly subjected  through my mouth against my wishes during my sleep), nasal-rape-crimes (through illegal nasal inhalants to which I am being allegedly subjected against my wishes during my sleep) and personal-injury-crimes victim here in Austin, Texas, I would be very, very grateful to you and your state agency for that. 

As you may be aware, APD's Sex Crimes Unit has not been willing to officially authorize ANY DNA-swabs forensic medical exam on myself  at any time in calendar year 2012, 2013, 2014, or so far in 2015.

I remain hopeful, though, that some law enforcement agency with jurisdiction (such as if the municipal law enforcement agency for Sunset Valley, Texas, ever at any time suspects that possibly a former or current resident there or a former or current City of Sunset Valley employee or police officer, may have allegedly had possible illegal physical or illegal sexual contact with me during my sleep inside my bolt-locked bedroom of my rental apartment unit at Wind River Crossing) may in the very near future authorize a new and very thorough DNA-swabs forensic medical exam on myself, with the DNA tracing from that exam extending back as far as 190 days, according to what an APD Sex Crimes Unit Detective, Detective David Silva, informed me in 2011 as the greatest possible retroactive tracing capability of APD's crime lab for DNA-swabs analysis.

Mr. McMillan, it would take a search warrant to force your roommate to submit to a DNA test, and there is no probable cause to obtain a search warrant, only your suspicion.  Also, even if probable cause existed, this would be a matter for local law enforcement.   The Office of the Attorney General is taking no further action regarding your request.

I appreciate having had the opportunity this year to speak on the telephone with each of you very diligent crime investigators for your respective very influential State of Texas agencies in Austin.
 
As each of you will no doubt recall, I have repeatedly alleged in writing in 2012 to each of your state law-enforcement agencies in Austin that one or more illegal intruders who somehow illegally entered my bolt-locked apartment unit (a top-floor, vaulted-ceiling one-bedroom apartment unit I rent where I have lived ALONE and all by myself ever since the afternoon of May 31, 2011, and I've also been the only approved occupant and only approved tenant in my apartment unit ever since May 31, 2011), during periods in which I was, in fact, lying alone and sleeping alone as well on my orthopedic Swedish bed inside Apt. 325 at Wind River Crossing Apartments, allegedly have had illegal physical contact with me or illegal sexual contact with me during my sleep and allegedly have subjected me to alleged personal injuries during my sleep as well, on a daily and frequent and year-round basis ever since the late spring of 2011.
 
The ONLY two exceptions to that which I can recall during the entire period since mid-April of 2011 were the early-morning hours and morning hours of September 3, 2011, and Sept. 10, 2011 (each of them having been Saturday workdays for me at Luby's Lakeline cafeteria, with myself having not experienced any sense of having been molested or raped or physically abused or tortured or harmed in any way when I woke up with help from my alarm clock at 9 a.m. on each of those two respective mornings, and myself having then reported for work as a waiter at Luby's Lakeline restaurant near Lakeline Mall beginning at 11 a.m. on each of those two respective monrings (Sept. 3 and Sept . 10) in 2011).
 
So far in 2012, the Austin Police Department of the City of Austin in Austin, Texas, has repeatedly declined to:
 
---obtain a court order with my full advance or prior permission I've already repeatedly offered to APD officers several times, including in written statements I've emailed to APD representatives this year, that would authorize immediate 24-hour-a-day electronic surveillance inside the entire bedroom of my bolt-locked apartment unit on a temporary multi-day or multi-week basis.

I purchased my first-ever infrared camera, a "Wildview" hunter's camera, in February 2012 inside an Academy store situated near where I live.

This Friday morning, December 7, for instance, I was abruptly awakened on my bed and got out of bed for good at 6:15 a.m., even though I had set my alarm clock for 7 a.m. this Friday. I was very aware of having been robbed of sleep once again by an alleged illegal intruder or intruders in the bedroom of my bolt-locked apartment unit.
I was also disgusted, once again, to immediately sense at about 6:15 a.m. this Friday, December 7, that I had been subjected during my sleep to alleged anal-molestation crimes, as well as to an unauthorized nasal-inhalant of some type I did not want that apparently accounted for my nostrils having had an unpleasant and mysterious stinging sensation in them as I got out of bed. I am NOT a former illicit-drug-addict, and I have not consumed ANY illicit drug of any type on any occasion since 1984.
Incidentally, despite my high-fiber diet in which I consume at least four Metamucil-type capsules per morning and I get a fair amount of exercise from my restaurant jobs, I experiened frequent flatuence (gassiness) and abdominal bloatedness and runniness or lack of tidiness in some of my several bowel movements I had this Friday----symptoms that, I maintain, are additional criminal-law evidence of my having been subjected to alleged anal molestation or gastrointestinal rape (alleged rapes in which my stool was allegedly pushed far inward inside my anal cavity by an alleged intruder, which allegedly caused painful constipation as well for me this workday for me at Denny's Lakeline restaurant) during my sleep this Friday morning as I slept ALONE on my orthopedic Swedish bed.

You very helpfully mentioned to me this morning on the telephone that you cannot recall a "Christian Meza" havnig ever been employed as an investigator for your state agency's Criminal-Law Division at any time in the last 10 years, I believe you said.
 
Please let me know if you ever happen to learn of any other office or division of the Attorney General of Texas, such as the Child-Support division of your state agency, that currently employs a gentleman named Christian Meza as an "investigator" for that office or division.
 
My former roommate "Christian Meza", who was the primary lease holder during the period (from August 2001 until December 2001, when he abruptly moved away from this apartment complex while politely inviting me to move out with him and continue rooming with him, if I wished, an offer from Christian that I myself politely declined) in which I roomed with him in the two-bedroom Apartment 1638 at Wind River Crossing Apartments, 11411 Research Boulevard, in Austin. I had moved in with Christian Meza after a local roommate-matching service provided me with his name as being a current apartment tenant looking for a roommate. I had agreed to move in with Christian Meza only after he very helpfully assured me that he himself does not consume any illicit drug or any illicit drugs.
 
Christian Meza is cited below in legal correspondence of mine relating to numerous criminal-law complaints I've filed with the Austin Police Department about an alleged illegal intruder in my one-bedroom apartment unit at Wind River Crossing Apartments.
 
 I am currently the only approved tenant and only approved occupant inside my current apartment unit (Apt. 325), which I keep bolt-locked at all times when I am inside my unit. I live alone in my apartment unit. I never have any invited late-night guest after midnight or any invited overnight guest at any time inside my apartment.
 
Captain Lucas, I have been very disappointed to note that neither the Texas Department of Public Safety state agency nor the Austin Police Department nor St. David's Medical Center has contacted me at any time since Dec. 22, 2011, to share with me full and final results from the very extensive and thorough DNA medical swabs and hair-follicle samplings that were all performed on several parts of my body, at my reqiest, by a female forensic nurse inside St. David's Medical Center near UT-Austin.
 
I requested those DNA swabs of my body in connection with my having lawfully and in a civil manner on my part filed a criminal-law alleged-continuous-sex-crimes legal complaint with the Austin Police Department on Dec. 21, 2011, relating to an alleged illegal intruder allegedly having inappropriate sexual contact and inappropriate physical contact with me during my nocturnal slumber as I slept alone on my bed inside my bolt-locked one-bedroom apartment. A respectful FYI to each of you very distinguished news-media representatives, cultural leaders, political leaders, and government officials on the following criminal-law case in which I am the victim of alleged  continuous sex crimes allegedly occurring on a daily basis inside my bolt-locked and one-bedroom apartment unit at a large apartment complex owned by a for-profit corporation (Westdale Properties, or some similar name, I believe that apparently first-rate company is called) headquartered along Commerce Street in Dallas, Texas.
 
Please let me know if any of you would like me to provide you with some or several of the dozens of securely-sealed envelopes of criminal-law evidence----including dozens of dark black and thick curly hair follicles  that appear to be pubic hairs, even though my own hair color is brown and my hair follicles are thin in density and size --- that I have found and, using tweezers, have myself diligently collected from my Swedish bed each and every morning immediately after I got out of bed for good that morning.
 
In the entire multi-month time period since Dec. 21, 2011, for instance, the Austin Police Department so far has never once been willing to politely confirm for me that anyone other than myself has ever at any time been physically present inside my bolt-locked apartment unit during my nocturnal-sleeping hours (usually from about 1 a.m. or later to about 9 a.m. or 10 a.m. in the morning)  or has ever once been physically present on or near my large Swedish bed at any time. I sleep soundly, and I snore during my sleep.
 
I would welcome any suggestions or advice or ideas that any of you are willing to offer me in regard to these alleged continuous sex crimes victimizing myself  and repeatedly waking me up very abruptly on my Swedish bed at all odd hours of the night and morning that are a daily source of disgust, alienation, degradation, bafflement, frustration, and dismay for myself. This is occurring for me whenever I wake up on my Swedish bed and, on each and every such occasion, sense that once again, a physicall or sexual molester of myself has allegedly struck once again inside my bolt-locked one-bedroom apartment unit where I live alone and I am the only approved occupant of this apartment unit.
 
Incidentally, I am very hopeful that the Attorney General of Texas state agency will be willing to share this criminal-law legal correspondence with a very fine member of your state agency's staff, Christian Meza, a first-rate investigator for your state agency in Austin according to what Christian helpfully indicated to me in a recent prior month when I happened to run into him inside a Wal-Mart store in Austin.
 
Christian Meza politely  and respectfully roomed with me inside a nice two-bedroom apartment unit in Apartment 1638 at Wind River Crossing from August 2001 until December 2001, when he moved away from this apartment complex. I would welcome any suggestions or ideas that the kindly Christian Meza, a fine gentleman, might be willing to offer me in regard to this civilly-worded criminal-law complaint from myslf.
 
Finally, I wish to politely emphasize that I am very determined to respond to these alleged ongoing sex crimes in a very polite and law-abiding and honorable manner. I do not seek to harm myself or anyone else, and I strongly support law-abiding conduct as well as law-enforcement.

I was very surprised and disappointed today to be told by a member of your staff, a male employee of yours named Matt who answered the phone for KVUE, that KVUE has "no comment" on the question of whether KVUE supports law-abiding conduct by any and all residents of Austin.
 
"I'm not authorized to comment on behalf of KVUE," Matt stated matter-of-factly.
 
The same Matt responded to my polite question of whether KVUE opposes any and all sex crimes occurring in Austin by stating: "We at KVUE have no stance (exact word) on that" (approximate quote).
 
As a former newspaper reporter, and as a recent interviewee for a job at KVUE who was interviewed at your television station's headquarters by Mr. Volpicella earlier this century, I was very disappointed by the responses that Matt offered on behalf of your television station that is owned by the Dallas-based Belo Corporation and is affiliated with the ABC television network.
 
Having mentioned this, I would like to also take this opportunity to thank Matt for asking me today to provide him with the criminal-law complaint numbers for two of the several alleged-continuous-sex crime criminal-law complaints I've filed with the Austin Police Department in recent months.
 
For your benefit, I would like to share with you the following very recent and noteworthy APD criminal-law report numbers (among others) that have been assigned to recent criminal-law complaints or criminal-law reports from myself in regard to the alleged continuous sex-crimes victimizing myself inside my bolt-locked apartment unit:
 
-----11-3550615, which I filed on December 21, 2011, and on behalf of which I obtained very extensive DNA medical swabs by a forensic nurse of numerous portions of my body, including my anus, my buttocks, my penis, inside my mouth, and my upper chest area inside St. David's Medical Center near UT-Austin in the early-morning hours of Dec. 22, 2011.
 
---12-0320770, which I filed on February 1, 2012, relating to alleged possible medical evidence on my right arm (an very straight and surprisingly long apparent slash or cut to my right arm) of alleged bodily injury to me by an illegal intruder during my nocturnal slumber inside my bolt-locked one-bedroom apartment unit that same morning.
 
The only two respective days since April 28, 2011, in which I have repeatedly stated to the Austin Police Department that I woke up that particular morning and sensed that no one had allegedly sexually raped me or molested me during my sleep that morning were: September 3, 2011, and September 10, 2011. On each of those mornings, I felt very relieved to sense that the Austin Police Department had finally arrested a suspect in the alleged ongoing sex-crimes case for which I had filed a formal criminal-law complaint with APD on April 28, 2011.
 
I did politely indicate to Matt of KVUE this morning on the telephone that I would greatly appreciate it if KVUE would please contact the Austin Police Department and insist on the very prompt release to the news media of any and all test results from the several DNA medical swabs that were performed on my own body, at my request, on April 28, 2011, and, more recently, that were performed on my own body, at my request, in the early morning hours of Dec. 22, 2011, inside the St. David's Medical Center situated a few blocks from the campus of the University of Texas at Austin.
 
During my brief phone conversation with Matt of KVUE today, Matt did state to me, with no hint of any sympathy toward me or any concern about my own living conditions in Austin in his tone of voice or his comments, that he will discuss this possible story idea for KVUE with other staff members at KVUE.
 
As each of you may recall, I have lawfully and in a civil manner filed criminal-law complaints with the Austin Police Department ever since April 28, 2011, for instance, in which I alleged that I am being subjected during my nocturnal slumber on my Swedish bed, with myself ALWAYS sleeping alone on that bed and NO ONE other than myself ever being authorized to be situated on my bed or to lie on my Swedish bed at any time, to alleged sexual anal rape, alleged sexual molestation and alleged physical molestation, alleged physical abuse, alleged physical torture, and alleged bodily injury to myself, by one or more illegal intruders unbeknownst to myself.
 
I have lived alone inside my apartment unit ever since late May 2011, most recently, and I never have any invited guests inside my bolt-locked apartment unit after midnight. Nor do I ever have any invited overnight guests inside my bolt-locked apartment unit. I have never once had any mutual-consent sexual contact or any mutual-consent sex with any other person anywhere in Austin, Texas, or anywhere else in Central Texas, for that matter, on any occasion since December 1979. Also, I am a lifelong single person, and I lead a completely and permanently illicit-drug-free and never-previously-addicted (and staunchly anti-marijuana, in particular, I would like to politely emphasize to your entire staff), lifelong-tobacco-free, and permanently drinking-alcohol-free (ever since 1990, in the complete absence of any prior addiction), clean-talking, tattoo-less, non-sadomasochistic and anti-S&M, privacy-respectful and non-stalking, honest, consistently civil and law-abiding lifestyle. In fact, I have no criminal-conviction record of any type, a trait of mine that sets me apart from the majority of all Austin-area adult male persons, I might also point out.
 
I might also like to point out to each of you KVUE staff members that the new religion in Texas that I myself have founded, the implicitly-deistic and non-Christian Progressive Prohibitionist Religion, is a very honorable non-proselytizing and fully independent and privacy-respectful religion with very stringent membership-eligibility requirements in which I would estimate that 99.99 percent or more of the homosexual adult persons, self-described gay persons, bisexual adult persons, lesbian adult persons, transsexual adult persons, effeminate male adult persons, and transvestite adult persons of Central Texas or elsewhere would NOT themselves qualify for membership in my religion or be appropriate as a member of my own religion. My fully-independent and new religion, a religion that generously rewards the very best and most benevolent and the most tactfully honest and conscientious human beings, does NOT accept mass-applications or group applications for membership in my denomination, I would also like to point out.

Dear Captain Lucas,
 
I am grateful to your  very influential and authoritative State Government of Texas agency, the Office of the Attorney General of Texas, for informing me in the last few weeks in an E-mail reply letter containing attachments, that your state agency in Austin in the last two years has generated several legal documents written by yourself that each refer to myself, John Kevin McMillan of Austin, Texas. as a possible or reported victim of crime or crimes.
 
Captain Lucas, I am writing you this one hopefully-polite reply letter to respectfully respond in writing to your repeated now-public statements in legal documents released to me by your state agency, that you yourself believe that each of the infrared motion-sensitive Wildview hunter's camera photos obtained on my own behalf ever since early February 2012 from inside the private bedroom of my bolt-locked one-bedroom apartment unit at Wind River Crossing Apartments are, in fact, of myself only, and no one else.
 
Attached (please see follow-up letter I'll send you very soon with these attachments), please download and carefully review a variety of infrared camera photos taken on my own behalf during my bedtime hours----I ALWAYS sleep alone on my bed, and I NEVER have any invited or authorized visitor inside my bolt-locked and locked private bedroom or apartment unit during my bedtime hours, with the sole possible exception of any on-duty EMS employees or on-duty Austin Police Department officers  responding to a 311 or 911 medical-emergency call or crime-report call from myself minutes before, I might add with emphasis------in the multi-month period ever since I obtained my first-ever infrared camera in February 2012 inside a nearby Academy store in northwest Austin.
 
Captain Lucas, I would like to politely call your attention to the variety of body sizes, variety of body shapes, variety of body features, variety of facial expressions, variety of tastes in "attire" (I myself NEVER wear bikini underwear, and I do not own any bikini underwear, either, unlike some of the male persons featured in some of the attached infrared photos obtained on my own behalf from inside my private bedroom) and variety of human skin colors, for that matter, that the attached infrared criminal-law evidence photos do, in  fact, reveal.
 
Captain Lucas, I am very hopeful that you will be willing to please re-consider your prior public statements to the news media in Austin, Texas, that each of the infrared photos taken on my own behalf from inside my private bedroom in Apartment 325 at Wind River Crossing Apartments are of myself, John Kevin McMillan of Austin, according to your own tentative prior evaluations of criminal-law evidence I had politely shared with you and your State of Texas agency colleagues over a multi-month period.
 
Your revised expert opinion on this can help to persuade the Austin Police Department and your state agency in Austin to officially authorize authoritative and extensive forensic examination of myself, John Kevin McMillan of Austin, Texas, and DNA testing on my current bedsheets containing several or more noteworthy mysterious stains, as well as toxic-substances testing on several of the store-bought beverages and foods on my designated myself-only shelf of my kitchen refrigerator that I had purchased for myself and only I myself have ever been authorized to consume those items inside my apartment unit -----an apartment unit I currently share with an unemployed male adult senior citizen (he sleeps alone on a bed of his own in the living room as my apartment-management-team-approved roommate)-----that developed surprisingly unpleasant bitter aftertastes to them after I had opened those beverages and foods and had drunk or eaten them at least once inside my apartment unit at Wind River Crossing Apartments.
 
Captain Lucas, I hope to hear from you soon after you very kindly and helpfully download and diligently review each of the attached infrared Wildview camera photos that in the period since early February 2012 were each obtained on my own behalf using a Wildview camera that I either own or I borrowed (a "Wildview Extreme" camera I've used in 2013 in the last several weeks) from a personal friend of mine in Austin, Mr. James Willett.
