Dear Texas Alcoholic Beverage Commission (TABC) Public Information Coordinator,

Thank you for your reply letter (final item, below), informing me that your State Government of Texas agency does not have any legal documents responsive to my September 9, 2020-dated public-information request (directly below).

I would like to respectfully point out that my most recent public information request had contained legal documents written and sent to me by Williamson County-based TABC agent Mike Hunter in Georgetown, the county seat of that county. If he is a certified peace officer, agent Hunter's e-mails to me would be included in the scope of my request.

I might add that one of those e-mail letters to me from TABC agent Hunter had referred to your headquarters office in Austin having "forwarded" to him an e-mail communication from myself. It is likely that the forwarded item would have included a written message from a TABC headquarters official---who may have been an Austin-based certified peace officer.

Thank you in advance for your reply note to me on this.

Best Wishes,
John Kevin McMillan, requestor.

Office phone: (512) 206-3333

Dear TABC Open Records Coordinator,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all written communications referring at least once in any manner to myself, including e-mail letters and reports, that a certified peace officer in your state agency's enforcement team or a certified peace officer in your state agency's human-trafficking-investigations or human-trafficking-prosecutions team has written or sent or received at any time since 12:01 a.m. April 28, 2011.

Included in the scope of this public-information request are any and all written communications during the cited approximately-nine-year time period that were authored or received by TABC agent Mike Hunter, and that, in each such case, specifically referred to me at least once in any manner.

My legal name is John Kevin McMillan. My date of birth is April 27, 1957. I am a native of Lincoln, Nebraska.

I am currently officially certified by your state agency to myself serve an alcoholic beverage to a paying customer or paying guest inside a restaurant workplace of mine.

Among the four or more written communications I've received from your State of Texas agency are the following e-mail notes to me from TABC agent Mike Hunter of your state agency's regional office in Georgetown, Texas:
"Mike Hunter <mike.hunter@tabc.texas.gov>
"To:mcmillanj@att.net
"Sun, Nov 2, 2014 at 12:20 AM

"No need, I have been in contact with the Detective working the case. Thanks for your assistance."

"Mike Hunter <mike.hunter@tabc.texas.gov>
"To:mcmillanj@att.net"
"Wed, Oct 29, 2014 at 2:50 PM
"Hello John, your email has been forwarded to my TABC office in Georgetown Texas...."

I myself have been a permanent abstainer from any and all consumption of any quantity of
drinking alcohol ever since the late summer of 1990. My own last-ever consumption of any
alcoholic beverage occurred when I was a paying customer inside the Texas Showdown Saloon
at 2610 Guadalupe Street, a matter of yards from the UT-Austin's campus, in the late summer
of 1990.

I have been employed in the restaurant industry on a continuous basis ever since April 27, 2002 ---- in Travis County, Texas, and Williamson County, Texas, respectively, through permanent server positions, permanent busser positions, or permanent host positions I held in Austin and in Cedar Park, respectively. I also held occasional paid temporary-assistance roles for a workshift or two as a "loaner" server filling a temporary vacancy inside corporate-owned chain restaurants in Round Rock and Pflugerville, respectively.

Among the chain restaurants I have worked for in Central Texas are Outback Steakhouse (OSI), Souper Salad, IHOP, Denny's, Village Inn, and Luby's Cafeterias, respectively. I have also worked as an employee for three locally-owned restaurants in the Austin area, including Satay Restaurant at 3202 West Anderson Lane in Austin; Bellagio Italian restaurant at 6507 Jester Boulevard in Austin; and the "Taj Palace" Asian-Indian restaurant in north Austin near IH-35, that each offered alcoholic beverages as a beverage option to paying guests inside that restaurant.

I have resided in Austin proper ever since mid-March 1997, during which time I have been employed by a variety of reputable employers, including the Texas Department of Public Safety state law-enforcement agency.

I have had the same primary landline personal home phone number (512-342-2295) and the same personal e-mail address ("mcmillanj@att.net") throughout the entire nine-and-one-third-year time period of this request.

Ever since August 2019, I have also owned and frequently used an AT&T cell phone with the phone number of (512) 993-7305.

During the nine-and-one-third-year period applicable to this public-information request, I have resided as a rent-paying official tenant or, for a brief multi-month period in 2016, as a rent-paying apartment-management-team-approved occupant, at the following locations, listed chronologically from oldest address for me to most recent address:

---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759;

---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729;

---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759;

---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759;

---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753; and

---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian, non-proselytizing "Honor Society" religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair-minded "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes sexual harassment of anyone, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights; opposes anonymous obscene communications, and other anonymous communications, that violate the privacy of the person being subjected to those communications; opposes fraudulent or knowingly dishonest communications; opposes the infliction of verbalized death threats on anyone; opposes thought-control projects, opposes so-called "deprogramming" projects, opposes kidnappings, opposes hostage-takings; opposes human-trafficking of any human being; opposes compelled speech that violates the privacy rights of the individual being subjected to that compelled speech against his wishes; and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms that individual's own medical health or that is aimed at punishing him or her for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators or sponsors of that noise pollution.

Numerous current or former Central Texas residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion" (PPR). It is an implicitly-deistic, non-atheistic, factually-minded, quality-of-life-oriented religion.

Around the turn of the century I gave several televised speeches on behalf of that religion of mine on local Community Access Television in Austin. One younger Central Texan man left a violent-sounding and obscene anonymous recorded phone message on my telephone-answering machine inside my apartment near UT-Austin---a recorded phone message in which he volunteered that he himself is "Catholic". In his recorded message to me, he stated that he was reacting to one or more locally televised speeches of mine that I gave on behalf of my PPR religion.

One male adult former resident of Austin stated to me with indignation in his tone of voice and intense revulsion in his facial expression around the turn of the century, as we spoke together outdoors in central Austin a matter of blocks north of the UT-Austin campus: "Your 'Heaven on Earth' religion inflicts Hell on this entire planet!"
