Dear Assistant General Counsel Moore,
This is a Texas Open Records request in which I seek to obtain from you a photocopy or computer printout of any and all memoranda, letters, handwritten notes, legal actions taken, reports, messages, or E-mail correspondence relating to or referring at least once to myself, John Kevin McMillan, that, in each such case, was generated or written or noted or forwarded or sent or received at any time since January 1, 2000, by or on behalf of any attorney who is himself or herself either the General Counsel or an Assistant General Counsel of the Texas A&M University System.
Among the several attorneys included in the scope of this Open Records request are Texas A&M System General Counsel Delmar Cain; and yourself, Texas A&M University System Assistant General Counsel R. Brooks Moore.
Specifically EXCLUDED from the scope of this Open Records request are any and all letters or E-mail correspondence that was or were authored or written solely by myself, John Kevin McMillan of Austin.

I have resided in Austin, Texas, on a continuous and uninterrupted basis ever since mid-March of 1997, most recently.
In the period since January 1, 2000, I have resided at the following addresses in Austin proper:
---2518 Leon Street, Apt. 101, Austin, Texas, 78705 (an apartment complex situated a few blocks from UT-Austin's campus) for all of 2000 and until August of 2001;

---Has General Counsel Cain's 1997 memorandum in which Mr. Cain specifically stated that he questions my own sincerity, been accompanied by any subsequent memorandum by Mr. Cain that explores the question of whether Mr. Cain now, with the benefit of hindsight, regards me as being a sincere and honest and conscientious and law-abiding and civil and moral and wise and intelligent gentleman.
---Has General Counsel Cain criticized me in any other way, aside from his stating in writing in one total 1997 memorandum from himself that Mr. Cain questions whether I myself am "sincere."
---Has General Counsel Cain written any follow-up memorandum relating to whether Mr. Cain now believes, with the benefit of hindsight, that the Texas A&M University System should at this time definitely file a lawsuit in a court of law that would terminate any and all profane or obscene anonymous verbalized communications violating my own privacy rights in Austin, Texas.
---Has General Counsel Cain written any follow-up memorandum in which he stated that Mr. Cain now believes, with the benefit of hindsight, that Texas A&M University System should contact the Austin Police Department, the Travis County Sheriff's Office, the Texas Department of Public Safety, and the Travis County District Attorney's Office, and, for each of those law-enforcement agencies, offer any and all factual information that might be helpful in criminal-law prosecutions in Austin, Texas, of one or more persons who allegedly violated the state penal code in a context victimizing myself, John Kevin McMillan of Austin.
---Has any attorney for the Texas A&M University System stated in writing at any time that he or she has learned that Travis County District Attorney's Office in January 2006 established a massive, harmful-intent or criminal-intent pre-prosecution criminal-law file strictly for my own benefit, a criminal-law legal file that the Strategic Prosecution Division of that DA's Office in Austin, Texas, plans to consult on behalf of criminal-law prosecution of any and all persons allegedly committing a felony crime victimizing myself, John Kevin McMillan of Austin.
---Has any attorney on behalf of Texas A&M University System in College Station expressed concern in writing about reported permanent and significant damage to my own hearing capacity and medical health in Austin, Texas, that I myself have reportedly sustained over a multi-decade period in Austin, Texas, that reportedly resulted from myself being subjected to year-round and continuous noise pollution, including at my workplace, that I myself did not authorize or generate or cause or want, as nationally renowned ear, nose, and throat specialist Dr. David Tobey of Austin has repeatedly stated to me inside his medical clinic in northwest Austin.
---Has any attorney for Texas A&M University System contacted ENT medical specialist Dr. David Tobey of Austin to obtain from Dr. Tobey factual information about the medical disability that Dr. Tobey in 2009 determined in writing that I had myself sustained as a result of year-round and continuous noise pollution permanently injurious to my own hearing capacity and medical health in Austin, Texas.
---Has any attorney for Texas A&M University System noted possible a legal liability for any State of Texas-owned agency or institution that relates to the possibility that constant and year-round noise pollution and the resulting increased stress to myself, John Kevin McMillan, might trigger a life-threatening medical crisis for myself, regardless of whether that might be a heart attack or cancer victimizing myself, or a near-fatal or fatal accident victimizing myself.
----Has any attorney employed by the Texas A&M University System written any letter or memorandum in which that attorney identified who or what might allegedly be the cause of the year-round and incessant noise pollution determined to be medically injurious to myself in Austin, Texas.
----Has any attorney employed by Texas A&M University System cited any possible legal liability incurred by Texas A&M University System or any of its system institutions, or by any other State of Texas-owned institution or entity, or by any government-owned or government-sponsored entity operating in Austin, Texas, that related to what my biological sister, Julie McMillan Lechtenberger, a UT-Austin alumna, has repeatedly stated to me are anonymous "voices"in the background that she herself has directly observed, and that she has directly acknowledged to me were being inflicted on myself, John Kevin McMillan, against my wishes on a constant and year-round basis, including at my workplace, Mrs. Lechtenberger of Houston, Texas, repeatedly mentioned to me in recent years.
---Has any attorney for Texas A&M University system written an advisory opinion stating that no current student or current employee of any Texas A&M University System campus is permitted to ever communicate anonymously with myself in any context, any and all such anonymous communications being in flagrant violation of the policies of Texas A&M University System, from what your university system has informed me in writing in a recent prior year.
---Has the Texas A&M University System identified any possible harmful intent or criminal intent evidence relating to victimization of myself, John Kevin McMillan of Austin, in which an employee or official or owner of an educational institution, government agency or government-sponsored institution, civic group, religious group, student group, political group, non-profit group, or media company, or an individual not fitting that description, for that matter, appeared to have violated the state penal code of Texas.

---Has any attorney for Texas A&M University System written any letter stating that he or she sensed that the residents of Austin, Texas, have not been friendly enough toward myself, and that for this cited reason it would be to my own advantage if I were to myself move to a citedly "friendlier" city than Austin?
---Has any attorney for the Texas A&M University System in the period since January of 2000 had any communications with an attorney for the Texas Department of Criminal Justice, Mr. Jim Frazier, who on his own volition emphasized to me in the last several years during a long-distance phone call I made to Mr. Frazier's state agency law office in Huntsville, Texas, that Mr. Frazier believed that the people of Austin, Texas, have definitely not been friendly toward myself, and that Mr. Frazier is very confident that if I were to myself move to Huntsville, Texas, and purchase a home of my own there, I would find the residents of Huntsville to be much friendlier toward me than Austinites have been, TDCJ attorney Jim Frazier volunteered in that long-distance phone call I made to his TDCJ state agency headquarters public law office in Huntsville, Texas.
---Has any attorney for Texas A&M University system alleged or concluded that any educational institution or any educational system may have allegedly wronged me in any way.
