Subject: 4-11-22: Will recent influx of newcomers hurt Utah's Top Ranking for Freedom from Substance Abuse?
From: John Kevin McMillan, a permanently-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-tattoo-less and anti-tattoos-minded, facially-cleanshaven (no beard, no mustache, no goatee), consistently clean-talking (no profanity verbalized by me in my everyday conversations with others), dependably civil and law-abiding gainfully-employed new resident of Utah. I myself do not have any criminal-conviction record, and in my leisuretime I prefer to associate with other privacy-respectful persons who, like me, DO NOT have any criminal-conviction record. I am a former full-time daily newspaper reporter and former full-time staff member for the Texas Department of Public Safety state-law-enforcement agency in Austin. My home address ever since Feb. 24, 2022: 6819 South 1300 East, Cottonwood Heights, Utah 84121. My home phone: (801) 942-2122. My cell phone number ever since August 2019: (512) 993-7305.

Dear Officials of the Utah Department of Health, the Utah Substance Use Advisory Council, Utah Governor Spencer Cox, and Utah Lt. Governor Deidre Henderson,
I am writing to each of you State Government of Utah officials to request that you please sponsor a new study to identify the short-term and long-term consequences for Utah society from the recent multi-year influx of thousands of new residents to Utah who are not themselves current members of The Church of Jesus Christ of Latter-day Saints.
What percentage of the persons who moved into Utah during the most recent five-year period or the most recent 10-year period, respectively, are addicted to alcohol, binge-drinking, tobacco, marijuana, cocaine, or some other illicit drug? What percentage of those newcomers to Utah are addicted to verbalization of profanity in their everyday conversations with others, or addicted to having their bodies extensively tattooed? Also, what percentage of those new residents of Utah from the most recent five-year period or 10-year period have a felony criminal-conviction record? What percentage of the adult new residents of Utah from the most recent five-year period or 10-year period currently do not have a high-school degree or college degree? What percentage of the adult new residents of Utah are not current citizens of the United States and are not officially authorized to reside in the United States?
I would like to take this opportunity to praise each of you noble State Government of Utah officials for the great success of the Beehive State in recent years at apparently continuing to maintain your Best-in-the-Nation rating for freedom from substance abuse addiction by your state's residents. I am concerned, however, that the recent multi-year influx of newcomers here without an LDS background could compromise Utah's outstanding record for moral straightness.
Below are statements of factual information from copyrighted online sources that I reviewed today, and which prompted me to send you this very appreciative letter of congratulations:
"New Hampshire had the highest consumption of alcohol, with alcohol consumption per capita of 4.76 gallons. This is more than double the goal set for the United States. Utah has the lowest consumption of alcohol, with alcohol consumption per capita of 1.34 gallons. This is most likely attributed to the strict alcohol regulations in Utah. Only nine states have alcohol consumption per capita less than the 2.1-gallon goal.
"The ten states with the highest alcohol consumption per capita (in gallons) are:
- New Hampshire (4.67 gallons)
- Delaware (3.52 gallons)
- Nevada (3.42 gallons)
- North Dakota (3.16 gallons)
- Montana (3.1 gallons)
- Vermont (3.06 gallons)
- Idaho (2.94 gallons)
- Wisconsin (2.93 gallons)
- Colorado (2.88 gallons)
- South Dakota (2.87 gallons)"
