Subject: 3-8-21 urgent questions for new Civil Rights Officer for City of Austin

Dear Ms. Johnson,

Congratulations on your new role as the first-ever Civil Rights Officer for the City Government of Austin, according to a factual online account about you at the official City of Austin website. . 

Would you please tell me whether your job duties specifically include protection and strengthening of the civil rights and personal safety of self-identified personal-injury-crimes victims and criminal-law complainants here in Austin? 

If not: Do you know which employee or official of the Austin Police Department or City of Austin would have that type of legal authority?

If yes: Does your job ever involve direct communications between yourself and the Austin Police Department Sex Crimes Unit?
If so, is there any circumstance in which your civil-rights-related role might include your asking the Austin Police Department Sex Crimes Unit to retroactively process for the full 190-day retroactive period any and all DNA-traceable items from a rape-evidence kit that had been previously obtained from a self-identified continuous-rape-crimes victim in Austin?

As of today, the Austin Police Department Sex Crimes Unit has chosen not to retroactively process for the full 190-day retroactive period either of the two rape-evidence kits from me from 2011 (both of them obtained from forensic DNA-swabs rape-evidence medical exams I'd requested) that their APD unit is currently maintaining in an APD-supervised storage facility. The two rape kits were for APD Sex Crimes Case 11-1180447 (forensic medical-evidence exam date, April 28, 2011); and APD Sex Crimes Case 11-3550615 (forensic medical-evidence exam time and date, early morning hours of December 22, 2011).

Also, does your position of leadership for the City of Austin enable you to help self-identified continuous-and-continuing sexual-assault victims to obtain a new forensic DNA-swabs rape-evidence medical exam on themselves as soon as possible this month that includes full 190-day (or longer, if possible) retroactive DNA-traces processing of any and all DNA-traceable items obtained from that rape-evidence exam?

The APD Sex Crimes Unit ever since and including anytime in calendar year 2012 has repeatedly over a multi-year period, on about 10 separate occasions, declined to authorize any rape-evidence medical exam on myself that I had requested from APD's Sex Crimes Unit. My date of birth is April 27, 1957. I was born in Lincoln, Nebraska.

I have repeatedly and consistently informed APD that I allege that I am being victimized by alleged daily-and-year-round-and-multi-year home-invasion-crimes and alleged anal-rape crimes and alleged oral-rape crimes and alleged illegal nasal inhalants (I do NOT own or use any nasal inhalants) and alleged sleep-harassment-crimes allegedly inflicted on me during my sleeping hours as I lie alone on my own bed, asleep and unconscious and possibly snoring. 

I always sleep alone on my own bed inside my bolt-locked apartment unit. I might add that ever since June 21, 2019, I have been the only tenant and only approved occupant inside my current always-bolt-locked solo-occupancy efficiency apartment unit at Pebble Creek Apartments, located in the District 4 section of Austin. My current one-year lease agreement for Apartment 2418 at Pebble Creek Apartments expires at 11:59 p.m. June 30, 2021.

I was recently shocked to learn through an Open Records request I submitted to the Austin Police Department that neither Austin Mayor Steve Adler nor my duly-elected District 4 representative, Austin City Council Member Greg Casar, have had any communications at any time since June 21, 2019, with either Austin Police Chief Brian Manley or Austin Police Department Chief of Staff Troy Gay about any of the numerous crime reports of mine about myself being a victim of crime that I've shared with Mayor Adler and Council Member Casar.

I might add that I am the founder and only approved current member of a new and non-Christian "Honor Society" religion, the Progressive Prohibitionist Religion (PPR)---a fully-independent new religion with very stringent membership-eligibility requirements. PPR opposes home-invasion crimes, thought-control projects, sexual-assault crimes, fraudulent communications, continuous and medically-injurious noise pollution violating the privacy of persons subjected to that noise pollution against their wishes, verbalization of death threats to anyone, and verbal harassment. Numerous Austin-area residents have indicated to me or stated to me that they either dislike or intensely dislike my Progressive Prohibitionist Religion (PPR), a non-proselytizing religion I've given speeches on behalf of for local community-access television, or they question whether PPR is an actual religion. 
I have sometimes sensed that the alleged home-invasion-crimes repeatedly victimizing me during my sleeping hours in Austin as I lie alone on my own bed, have comprised alleged possible hate crimes based on my religious identity as the founder and only approved member of a new and fully-independent religion.
