WHY HAVING TWO LICENSE PLATES ON YOUR VEHICLE PROTECTS YOU AGAINST THIEVES.

https://www.insurance.com/auto-insurance/auto-insurance-basics/front-license-plates.html#:~:text=%22A%20big%20advantage%20to%20having%20both%20plates%20is,along%20with%20the%20reasons%20most%20states%20require%20them.
Another very important point: Many north Austin residents are apparently unaware that state law in Texas requires that a currently-valid license plate be displayed on the front side AND on the back side of each motor vehicle being driven in our state. Below is a link to a copyright-2020 blog by attorney Benson Varghese of a first-rate law firm in Fort Worth, Texas, Varghese Summersett, that cites a scenario in which a police officer could pull you over if you are driving your vehicle without a front license plate: "...if I drove that vehicle into neighborhoods where there was a high crime rate or drove back in that car after having a drink or two in the evening, then I am begging to be pulled over. If you want to avoid giving the police a valid reason to pull you over at any time, then definitely get a front license plate." https://versustexas.com/blog/two-license-plates-texas/#:~:text=Texas%20is%20a%20two-plate%20state%2C%20which%20means%20drivers,citation%20for%20failure%20to

A respectful FYI to each of you law-enforcement-minded government officials, law-enforcement officers, civic leaders, cultural leaders, and religious leaders on the following one total legal document so far that the Austin Police Department (APD) has officially confirmed to me in writing and e-mailed to me as being responsive to my June 29, 2020, public-information request (last item, below) that I submitted online that day at the official City of Austin website----a request focused on the APD Special Investigations Unit and me.

I would welcome a reply letter from any of you on any aspect of this.

With Friendly Best Wishes,
from public-information requestor, longstanding criminal-law complainant, and former full-time Texas Department of Public Safety state law-enforcement-agency employee John Kevin McMillan of Austin, Texas.

Good morning Mr. McMillan --

I received approximately 76 emails from you since our phone conversation on June 12, 2020.

Due to the volume of the communications, in conjunction with our limited resources due to the current events related to the Covid-19 pandemic and public protests, I am writing this message to respectfully request that you refrain from sending any additional emails at this time.

To be forthright, the quantity received thus far is more than plenty and it is imperative that my limited capacity be not overwhelmed.

As a friendly reminder, the scope of the Special Investigations Unit (SIU) is to investigate criminal incidents which meet particular criteria which includes, but is not limited to: crimes committed by any sworn officer(s) or City of Austin employees where the offense has occurred within the APD jurisdiction.

Therefore, should a determination be made that any of these leads evolve into a need for more information, you will be contacted accordingly.

Kind regards,

Roberto Aranda

Administrative Senior

A respectful and friendly FYI to each of you government officials and civic leaders on the following politely-worded public-information request that I wrote and submitted online today to the Austin Police Department (APD) at their official City Government of Austin website in this state-capital city for Texas:

(I am seeking from APD) "a copy of any and all written communications, including e-mail communications or memoranda or instructions or reports, and any and all phone messages that were produced or authored or sent or forwarded or mailed or FAXed by any staff member or officer or administrator of the Austin Police Department Special Investigations Unit on any date or at any time since June 21, 2019, and that in each such case referred at least once in any manner to myself, John Kevin McMillan of Austin.

"EXCLUDED from the scope of this public-information request are any and all e-mail communications that were sent by myself.

"My legal name is John Kevin McMillan. I was born on April 27, 1957, at Lincoln, Nebraska.

"I have resided at my current home address near IH 35 and East Rundberg Lane in northeast Austin ever since June 21, 2019. I reside alone and ALWAYS sleep alone as the only official rent-paying tenant at Pebble Creek Apartments, 8805 North Plaza Drive, Apartment 2418---an always-fully-bolt-locked-and-fully-locked second-floor solo-occupancy efficiency apartment unit situated on the eastern side of Building 17, in the far northeastern corner of this very large and gated-community apartment complex.

"United States Senator John Cornyn sent me a reply letter on July 24, 2020, specifically on the subject of whether that federal elective official could help me to prevent any possible additional point of entry into my current apartment unit beyond the three points of entry I keep fully locked at all times--- the ONLY three points of entry that the polite management team at Pebble Creek Apartments has stated to me that they themselves are aware of.

"I did submit a request for an inspection of my current unit, with help from helpful advice I received (below) from the immediate supervisor of my general manager (General Manager Juan Acosta) at Pebble Creek Apartments. That immediate supervisor of Mr. Acosta is Mr. Cecil Domel of Belco Equities.

Good Afternoon,

Senator Cornyn has received your recent letter and regrets that the problem you describe does not appear to be one over which he has jurisdiction as a United States Senator. Consequently, He is unable to afford you the assistance you requested.

Hi John,

I am sorry but our privacy policy will not allow us to give you the information (about the identity of the owner of Pebble Creek Apartments) you are requesting. You are more than welcome to ask the office to put in a work order so can investigate any possible entrances into your apartment.

Dear Ms. Lazdowski,
Thank you for your online reply letter to me today (below) and e-mail reply letter to me today (second item, below) in response to my public-information request (final item, below).

My request had sought "a copy of any and all e-mail communications that were written or forwarded or sent at any time since January 6, 2017, by Interim or Permanent Pflugerville Police Chief Jessica Robledo, or by any staff member or officer or administrator based in the Office of the Pflugerville Police Chief (with Assistant Chief Jason Smith apparently being among those employees at present), and that also, in each such communication, referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas."

I was very surprised to read your statement to me today that the Pflugerville Police Department based about 11 miles away and also situated in Travis County, Texas---the very same county where I myself reside and work in three respective people-friendly corporate-owned chain restaurants --- does not have any documents on file that fit the above specific description.

I might add that I myself would welcome any interviews of me by any detective for the Pflugerville Police Department or any DNA-swabs forensic medical exams on myself that your municipal law-enforcement agency might ever authorize for me at any time.

I am referring to a possible scenario, however unlikely it may be, in which your law-enforcement agency located only about 11 miles from me ever at any time possibly obtains any factual evidence indicating that a current resident of Pflugerville unbeknownst to me or a current or former municipal-government employee of the City of Pflugerville unbeknownst to me may have had an alleged possible role of any type in any of the alleged-home-invasion-crimes and alleged-trespassing-crimes and alleged-personal-injury-crimes and alleged-sex-crimes that have allegedly victimized me on a daily and year-round basis during my sleeping hours as I lie ALONE, asleep and unconscious and probably also snoring, on a bed I myself own inside my current solo-occupancy, fully-double-bolt-locked-and-fully-locked, rental apartment unit in northeast Austin.

I have shared with the Texas Rangers and Austin Police a combined total of hundreds or thousands of infrared-camera motion-sensitive photo images that have been obtained for me during my sleeping hours, of alleged illegal trespassers inside my current bedroom of my current apartment unit at Pebble Creek Apartments, 8805 North Plaza Drive in Austin. I would welcome the opportunity to share crime-evidence photos of that type with your highly-regarded municipal police department in Pflugerville.

I myself am a longtime-celibate-by-choice (including ever since the day I moved to the northern section of Austin in August 2001), white non-Hispanic Anglo-Saxon gentleman. I am a certified direct descendant of the Rev. William Brewster, the great Puritan leader who served as Head Chaplain on the Mayflower in Colonial America. I do everything I can to keep ANYONE AND EVERYONE away from any portion of the interior of my current always-fully-locked rental-apartment unit during my bedtime hours at nighttime. The ONLY persons I have ever opened my front door for during the evening or at nighttime have been a variety of on-duty police officers of the Austin Police Department.

Sincerely and Best Wishes,

John Kevin McMillan, public-information requestor. I am also a gainfully-employed, permanently-drinking-alcohol-free (ever since 1990), permanently-marijuana-free (ever since 1984), lifelong-illicit-drug-free in regard to any and all illicit drugs other than marijuana, lifelong-tobacco-free, lifelong-tattoo-free, platonicly polite and clean-talking (no profanity by me in my everyday conversations with others), facially-cleanshaven and anti-facial-hair-minded, dependably civil and law-abiding and honest and conscientious, law-enforcement-minded single adult gentleman residing alone as the ONLY approved official tenant in an always-fully-locked-and-fully-secured solo-occupancy efficiency apartment unit about 10 miles from Pflugerville. I might add that I myself do not have any criminal-conviction record, which enhances my credibility as a criminal-law complainant with any and all applicable law-enforcement agencies, the Austin Police Department among those law-enforcement agencies, that have legal authority to investigate and press charges.

Dear Open Records Coordinator Thompson,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all e-mail communications that were written or forwarded or sent at any time since January 6, 2017, by Interim or Permanent Pflugerville Police Chief Jessica Robledo, or by any staff member or officer or administrator based in the Office of the Pflugerville Police Chief (with Assistant Chief Jason Smith apparently being among those employees at present), and that also, in each such communication, referred at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

My date of birth is April 27, 1957. I was born in Lincoln, Nebraska. I have resided in Austin proper on a continuous and uninterrupted basis ever since mid-March 1997.

I have maintained the same landline personal phone number for myself of "(512) 342-2295" and the same primary e-mail address of "mcmillanj@att.net" throughout the entire time period applicable to this request for information.

Jessica Robledo reportedly joined the City of Pflugerville Police Department as Interim Police Chief on January 6, 2017, and was sworn in as Pflugerville's permanent Police Chief on February 14, 2017.

Assistant Chief Jason Smith, office phone number 512-990-6704, has reportedly served as Assistant Chief of Police for the City of Pflugerville ever since September 2017. Officer Jason Smith reportedly has been employed for a combined total of 24 years in a variety of positions for the Pflugerville Police Department.

Officer Jason Smith served as Chief of Police for the Pflugerville Independent School District from August 2016 to February 2017---a position in which he apparently had occasional or frequent communications with the Chief of Police for the City of Pflugerville.

This public-information request was prompted in part by a surprising rejection letter I received on April 6, 2020, from a peace officer of the Pflugerville Police Department in Travis County, Texas---the same county where I myself reside.

That very unexpected rejection e-mail letter to me was written and sent to me by a Pflugerville Police Department Community Liaison Officer, peace officer Ingrid Friedman:
"'ifriedman@pflugervilletx.gov>
"'To: mcmillanj@att.net
"Mon, Apr 6 (2020) at 10:42 AM

"'Please remove me from your email list.
"'Thank you.

"'Email: ifriedman@pflugervilletx.gov'"

I reside alone as the only rent-paying official tenant and only apartment-management-team-approved occupant inside an always-fully-bolt-locked and always-fully-locked second-floor efficiency rental-apartment unit at a large gated-community apartment complex, Pebble Creek Apartments at 8805 North Plaza Drive in northeast Austin.

When Austin Independent School District (AISD) classes are being held, my current apartment complex in Austin is serviced on schoolday mornings by AISD buses and AISD bus drivers.

In 2019 and 2020, several respective on-duty Austin Police Department officers have visited my current apartment unit over a multi-month period in response to service-call requests of mine to APD.

During the three-and-one-half-year period applicable to this public-information request, I have resided at the following locations:
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759.
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759.
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753.
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Bldg. 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian non-proselytizing 'Honor Society' religion, the anti-marijuana, anti-medical-marijuana, anti-illicit-drugs, anti-tobacco, anti-drinking-alcohol, anti-tattoos, anti-profanity-minded, anti-facial-hair  "Progressive Prohibitionist Religion", that has very stringent membership-eligibility requirements.

That one total religion of mine opposes home-invasion crimes, opposes personal-injury-crimes, opposes sexual assault crimes, opposes the sex crime of pederasty, opposes the infliction of profanity or obscene speech on anyone in a context that violates their own privacy rights, opposes continuous or repeated anonymous communications that violate the privacy of the person being subjected to those communications, opposes fraudulent or knowingly dishonest communications, opposes fraudulent medical services, opposes thought-control projects, opposes so-called 'deprogramming' projects, opposes kidnappings, opposes vigilanteism, opposes hostage-takings, opposes compelled speech that violates the privacy rights of the individual being repeatedly subjected to that compelled speech against his wishes, and opposes deliberate infliction of continuous noise pollution on anyone in a context that harms their own medical health or that is aimed at punishing them for having political or religious or personal beliefs---or personal prejudices, even---that are disliked or opposed by the perpetrators of that noise pollution.

Numerous current Austin-area and former Austin-area residents have stated to me over a multi-year period that they either dislike or intensely dislike or question the authenticity of my own fully-independent "Progressive Prohibitionist Religion"---an implicitly-deistic, non-atheistic factually-minded religion on behalf of which around the turn of the century I gave several televised speeches on local Community Access Television here in Austin. In response to my televised speeches, I received one recorded anonymous phone message from a self-identified "Catholic" man whose message to me was obscene and violent-sounding.

I hope to hear from you soon in response to this public-information request from myself.

Sincerely and Best Wishes,

John Kevin McMillan, requestor.

GET FREE CREDIT REPORTS FROM EACH OF THE NATIONWIDE CREDIT-REPORTING AGENCIES---JUST BY MAKING THREE TOLL-FREE PHONE CALLS.

A Golden Opportunity for Progress With Your Ledger Books During the Current Pandemic: Earlier this month I spoke on the telephone with a helpful male representative for one of my credit-card companies, Capital One, who offered me great advice. He told me that I can obtain free reports on myself just by making phone calls to each of the three nationwide credit-reporting agencies in the United States. https://www.consumerfinance.gov/about-us/blog/protecting-your-credit-during-coronavirus-pandemic/ The three major credit-reporting agencies in the U.S. and their respective phone numbers are: (a) Experian, 1-888-397-3742. (b) TransUnion, 1-800-916-8800. (c) Equifax, 1-800-685-1111. ________ Below is related July 29, 2020, online advice from Liane Fiano, a first-rate writer for a U.S. Government agency, the Consumer Financial Protection Bureau: "Right now, it’s easier than ever to check your credit report more often. That’s because everyone is eligible to get free weekly online credit reports from the three nationwide credit reporting agencies: Equifax, Experian, and TransUnion. "To get your free reports, go to AnnualCreditReport.com . The credit reporting agencies are making these reports free until April 2021. "Each of the three nationwide credit reporting agencies – Equifax, TransUnion, and Experian – are already required to provide you, on your request, with a free credit report once every twelve months. Be sure to check your reports for errors and dispute any inaccurate information." "In addition to your free weekly online credit reports until April 2021 and your free annual credit reports, all U.S. consumers are entitled to six free credit reports every 12 months from Equifax through December 2026. You can access these free reports online at AnnualCreditReport.com or get a 'myEquifax' account at equifax.com/personal/credit-report-services/free-credit-reports/ or call Equifax at 866-349-5191."

Dear Governor's Office Public Records Coordinator,

This is a Texas Open Records request in which I seek to obtain from you a copy of any and all reports or other written communications, including e-mail communications, that have been received, sent, mailed, forwarded, or FAXed by any investigator or law-enforcement officer or staff member or administrator of the "Child Sex Trafficking Team" of your Public Safety Office of your own state agency here in Austin at any time since 9 a.m. January 20, 2015, and that, in each such case, refers or refer at least once in any manner to myself, John Kevin McMillan of Austin, Texas.

Excluded from the scope of this public-information request are any and all e-mail letters that were written solely and exclusively by myself. My e-mail address is: "
mcmillanj@att.net".

I was born on April 27, 1957, at Lincoln, Nebraska. My legal name is John Kevin McMillan. I have resided in Austin proper on a continuous and uninterrupted basis basis ever since mid-March 1997.

Ever since June 21, 2019, I have resided alone as the only official tenant and only apartment-management-team-approved occupant inside an always-fully-bolt-locked and always-fully-locked efficiency rental-apartment unit at a large gated-community apartment complex, Pebble Creek Apartments at 8805 North Plaza Drive in northeast Austin. My apartment unit is situated in the far northeastern corner of my apartment complex.

When Austin Independent School District (AISD) classes are being held, my current apartment complex in northeast Austin is serviced on schoolday mornings by AISD buses and AISD bus drivers.

During the five-and-one-half-year period applicable to this public-information request, I have resided at the following locations:
---Wind River Crossing Apartments, 11411 Research Boulevard, Apt. 325, Austin, TX 78759.
---Crossland Economy Studios, 12621 Hymeadow Road, Apt. 133, Austin, TX 78729.
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 902, Austin, TX 78759.
---Village Oaks Apartments, 10926 Jollyville Road, Apt. 1609, Austin, TX 78759.
---Austin Motor Inn, 11400 North Interstate Highway 35, a first-floor room, Austin, TX 78753.
---Pebble Creek Apartments, 8805 North Plaza Drive, Apt. 2418, Building 17, Austin, TX 78753.

I am the founder and only approved current member of a new and non-Christian as well as non-proselytizing religion, the Progressive Prohibitionist Religion. It is a new and fully-independent religion for which I have given speeches on local-community access television here in Austin, with numerous Central Texans volunteering to me over a multi-year period that they either dislike or are uncomfortable with my religion. Around the turn of the century, one young man even left an obscene voice-mail message on my personal answering machine inside my apartment unit at ViewPoint Apartments near UT-Austin's main campus here in Austin. In that voice-mail message, the anonymous caller volunteered that he himself is "Catholic" and then verbalized an obscene and violent-sounding message expressing a critical outlook toward my Progressive Prohibitionist Religion.

My anti-marijuana, anti-illicit-drugs, anti-drinking-alcohol, anti-tobacco, anti-tattoos, anti-facial-hair-minded, pro-clean-and-non-profane-speech-in-everyday-communications, platonicly polite "Progressive Prohibitionist Religion" emphatically opposes the sex crime of pederasty.

My religion also opposes sexual assaults, opposes home-invasion-crimes, opposes stalking-related crimes, opposes thought-control projects, opposes "deprogramming projects", opposes personal-injury-crimes, opposes the direct infliction of anonymous communications or noise pollution on anyone in a context that violates their own privacy rights or harms their medical health, opposes the deployment of continuous noise pollution as a means of punishing or harassing someone or attempting to pressure that person into moving away from his city of residence, opposes the infliction of fraudulent or knowingly dishonest communications on anyone, opposes the deployment of medical technology with the intent of medically injuring an individual, and opposes the deliberate physical infliction of pain on anyone during their own sleeping hours as they lie alone, unconscious, on their own designated bed inside their own residence.

This public-information request was prompted in part by a helpful reply letter I received on April 14, 2020, from Assistant General Counsel Joseph Behnke of your Office of the Governor in Austin:

April 2, 2020

Dear Government Officials and Civic Leaders,

I would welcome any reply note or written advice or suggestions or polite referrals from any of you on any aspect of this (below).

I am currently looking forward to receiving the official e-mail address for the Governor of Texas's Child Sex Trafficking Team after I contacted that team online at the official website for the Governor of Texas on March 22, 2020, at about 10:13 p.m.

In contacting the Governor's Child Sex Trafficking Team online, I requested that they provide me with a direct e-mail address for that crime-fighting unit affiliated with the Office of the Governor of Texas.

I was very pleased that after I sent my online message, below, to the Texas Governor's Child Sex Trafficking Unit at about 10:13 p.m. March 22, 2020, Texas Governor Gregory Abbott's office here in Austin provided me with an immediate confirmation at his website that he has received that message from me:

"Thank you for contacting us.
"Notice: All information (except your email address) that you submit on this form is subject to public disclosure under the Texas Public Information Act. Individuals requesting documents maintained by the Office of the Governor under the PIA should submit those requests to the PIC."

MY ONLINE MESSAGE THAT I WROTE AND SENT ONLINE ON MARCH 22, 2020, TO THE GOVERNOR'S SEX TRAFFICKING TEAM AT THE OFFICIAL WEBSITE ADDRESS OF "
https://gov.texas.gov/apps/contact/contactus.aspx?contact=6548961" :

"I (John Kevin McMillan of Austin, Texas) have been and continue to be a victim of alleged sexual trafficking victimizing me during my sleeping hours, as I lie alone, asleep and unconscious and probably also snoring, inside my solo-occupancy always-bolt-locked and fully-secured rental efficiency apartment unit near Rundberg Lane and North Plaza Drive in north Austin. I am very concerned about the possibility that some of the alleged home-invasion-crimes-related spy-camera photos of alleged illegal trespassers that I'm getting from my two current infrared motion-sensitive surveillance cameras I'm operating inside my bedroom during my sleeping hours, MAY BE OF PERSONS AGE 16 OR YOUNGER.

"I would appreciate a direct e-mail address for your Governor's Office Child Sex Trafficking Team, which can then help me to successfully and on a permanent basis keep anyone and everyone --- including any and all minors (or any and all senior citizens, for that matter)-----AWAY from any portion of the interior of my own always-bolt-locked current rental-apartment unit during my sleeping hours. I live alone, and I always sleep ALONE on my own bed. I am a longtime celibate, permanently drinking-alcohol-free, permanently illicit-drug-free, facially-cleanshaven, civil and law-abiding and law-enforcement-minded and very honest, English-American white male adult single senior citizen gentleman.

"I NEVER permit anyone to enter my always-bolt-locked apartment unit during the evening or nighttime or morning hours before 9 a.m., with the sole exception of on-duty Austin Police Department (APD) officers responding to crime reports from myself or APD officers picking up lost-and-found items from me that I reported to APD having myself found outdoors when I was walking to and from bus stops or standing at a bus stop in north Austin. I do not have a car of my own, so I rely on Capital Metro public-transit bus service for my transportation services to and from my workplaces or stores where I shop."
