Do any of you very influential members of the Utah House or other state officials or criminologists or sociologists here in Utah know whether  the Utah Legislature or some state agency in Utah has funded or received funding to pursue any recent or current research focused on alleged  abuse of white non-Hispanic Utahns who are themselves  American citizens?


Among the proposed topics for those types of urgently needed  criminology studies  and sociological studies here in Utah are:


 Inter-Racial Intimidation,  Inter-Racial Stalking, Inter-Racially Inflicted  Electronic Surveillance or Spying,  Inter-Racially Inflicted Vigilantes, Inter-Racial Hostage-Taking,  Inter-Racially Inflicted Kidnapping, Inter-Racially Inflicted Human Trafficking, Inter-Racial Drug-Trafficking Subjugation and Abuse  of Minors and Adult Young Persons, Inter-Racially Inflicted  Attempted Enslavement,  Inter-Racially Inflicted Fraudulent Communications,  Inter-Racially Inflicted Torture, Inter-Racially Inflicted Illegal Thought-Control Projects, Inter-Racial Abuse, Inter-Racially Inflicted Child Abuse or Elder Abuse,  Inter-Racial-Harassment, Inter-Racial Verbal Harassment, Inter-Racially Inflicted Slander and Libel,  Inter-Racially Inflicted Obscene or Profane Speech Harassment,  Inter-Racially Inflicted Noise-Pollution Harassment, Inter-Racially Inflicted  Home Invasion Sexual Assault Crimes and other Home Invasion Personal Injury Crimes,  Inter-Racially Inflicted  Sexual Assault Crimes and other Inter-Racial Personal- Injury Crimes, Inter-Racial Death Threats, and Inter-Racially Inflicted  Hate Crimes.


As I indicated above, I am specifically and exclusively referring to any and all deplorable crimes perpetrated here in Utah in which, in each of those real-life cases, the victim here in Utah is a member of the white non-Hispanic racial group and is also an American citizen,  and the perpetrator is black or African-American or a citizen of an African nation.


I am respectfully raising this public- policy question because I am very concerned that there has been a tragically myopic overemphasis on the "civil rights" of black Americans in recent years ---- an overemphasis that has blinded many Americans to the urgent need for fully upholding and fully  protecting  the civil rights of law-abiding white non-Hispanic American citizens. 


I maintain that an  ill-advised  and cowardly appeasement of the "black subculture" in Utah and nationwide, accompanied by  "high-volume loud black-singers-only" Muzak-style  sound systems in business establishments that are deafening and very offensive,  has exhibited flagrant contempt toward the civil rights and other legal rights  of white non-Hispanic Utahn American citizens.


This has also spawned  pathological antipathy toward the vast majority of honorable law-abiding white American citizens, so much so that those white persons  are often  being treated like second-class citizens and buffoons in the Utah of today.


One manifestation of the pathological recent warping of moral values in the USA, including here in Utah, has been the ill-advised trend toward expungement of criminal records (a disportionately high percentage of Americans with prior criminal records being black) that has included  alleged exemption of thousands of black American applicants  for positions of  employment from having full accountability for diligent honesty and high  integrity when their application is reviewed by a prospective employer here in Utah.


The recent ill-advised trend toward legalization of marijuana here in Utah has also played an alleged role in a tragic failure by all too many Utahn employers and private citizens here in Utah to ask themselves whether the individual they have agreed to consider for a position of employment, or to consider for a possible "personal platonic-only acquaintanceship" during their off-duty hours, is or is not a current addict or recovering addict and is or is not  permanently alcohol-free and tobacco-free and marijuana-free and illicit drug-free.


 The alleged pervasive appeasement of the "black subculture" in the USA, including here in Utah,  has been accompanied by flagrant alleged  employment discrimination against white professional movie and television  actors,  white television-commercial actors, and white professional models. 


That flagrant alleged  employment discrimination against whites  has comprised a very injurious defacto financial robbery of and severe personal  degradation of thousands of very  talented and honorable white professionals here in Utah and nationwide. Because of the alleged appeasement of the black subculture in Utah and elsewhere in the USA, thousands of  white professionals have  been arbitrarily  deprived of  gainful employment opportunities  they otherwise would have qualified for.


Under these very sobering and tragic  circumstances, I am very hopeful that the State Government of Utah will assign very high priority to generously funding criminology and sociological studies on "Abuse of White Non-Hispanic American Citizens" residing  in the Utah of today. 


Those criminology studies here in Utah can help to put an end to the premise by all too many Utahns of today that any and all black persons in Utah should somehow be exempted from having  full accountability for compliance with the law, honesty, and respectfulness  toward the privacy rights of law-abiding white Utahns.


I hope this public-policy brainstorming letter is helpful to each of you State of Utah officials.

I would like to respectfully call your attention to the following paragraphs from a copyrighted  January 18, 2023, "Salt Lake Tribune" news story  by first-rate "Tribune"  staff writer Leia Larsen:


'"Utah urgently needs further investments in water efficiency and conservation,” said Ron Burke, president and CEO of the Alliance for Water Efficiency, in a news release titled 'Progress has been made in recent years, but in many ways, Utah is playing catch up when it should be leading the pack.'


"The nonprofit alliance includes public agencies like the Salt Lake Department of Public Works and Utah State University’s Center for Water Efficiency Landscaping. It also includes businesses and consulting firms. The group works to provide information on water use through(out) the nation and lobby for better policy....."


"The alliance had some recommendations on how Utah could specifically improve its water policy score. It called on the state to require more efficient plumbing fixtures, like low-flow toilets. It suggested lawmakers help utilities limit leaks in their distribution systems. It also recommended funding for cities to reuse and recycle wastewater."


Utah State House Majority Leader Schultz and Utah Governor Cox, I am writing to each of you today in order to ask that our state government please  aggressively and courageously  pursue innovative water-conservation policies that help us become one of  the top two or top three U.S. states for water conservation.


It is very critical for our entire state that Utah achieve the cited "Top Two" or "Top Three" Goal as soon as possible: Many  Utahns and many  other  Americans have long identified our state as the "second driest" in the entire nation.


Among the very tentative water-conservation brainstorming  ideas I myself would like to offer each of you today are:


---Promote specially designed  new water faucets for businesses and homes that either do not have any dripping- faucet problem or that reduce the risk of a dripping- faucet problem occurring in the kitchen sink or bathroom sink.


----Establish a new and very inspirational year-round website sponsored by the State Government of Utah that offers generous  financial prizes, awarded in a variety of categories including children under age 13, high school students,  adults age 65 or older, college students, mothers or fathers raising children, and business owners, for the best or most promising water- conservation ideas for Utah for any given week that were  submitted online at that website.


----Establish  a "Utah Water Waster" permanent website that explains in plain English why each of the citedly "water- wasteful" individuals or entities were formally or informally accused of having wasted a significant amount of water in Utah, along with a follow-up report on Water Conservation actions that each "Water Waster" in Utah has pursued in response to a "Water Waster" complaint against himself or herself.


---Confer a special award and financial prize on  the City Government of Ogden, Utah, for that municipal government's pioneering efforts at promoting water conservation. The City of Ogden has courageously  promoted water conservation  by inviting and investigating  complaints to that municipal government about "Waster Wasters" residing in or owning a business in Ogden.


----Sponsor Design and Publication of a beautiful photo-illustrated "Utah Water Conservation"-theme Wall  Calendar that offers tips pertinent for each  month of the year  on how Utahns and Visitors to Utah can help our beloved "Beehive State" conserve water during that cited month.


---Sponsor Establishment of a 24-hour-a-day, 365 days-per-year telephone hotline service that accepts phone messages and text messages from Utahns, visitors to Utah, and friends of Utah on how our state can become more successful at conserving water.


----Establish and help finance a full-time or part-time "Water Conservation Advocate" paid position of employment or paid "Water Conservation Consultant"  for each and every  state and county or city government agency of Utah.


---Program a new  "Water Conservation Supercomputer" for our entire state of Utah that  generates detailed  factual information about current or future expected short-term and long-term water shortage crises or, alternatively,  water conservation benefits for Utah  from a variety of  current or possible future  public-policy strategies being pursued or reviewed for possible approval.


---Provide funding for a weekly or monthly awards ceremony in which the  Governor of Utah  could be asked to publicly  confer on a Utah resident or Utah civic group or Utah business a "Utah Water Conservation Hero Award" and $5,000 or $10,000 cash prize for outstanding Water Conservation practices or for outstanding Water Conservation ideas or recommendations by a current permanent  resident of Utah.


---Limit the Total Amount of Water that is Used each week by each  Beer Brewery in Utah for production of canned or bottled beer from that brewery, and give local or state government the legal authority in the event of a water shortage crisis at the local level or statewide level to order the temporary closing for one or two weeks or longer  of one or more or all beer breweries in that city or county or on a statewide basis  here in  Utah.


----Ask all adult Utahns to each  limit the number of showers or baths per day they each take  to no more than two, if at all possible.


----Require that each of the commercial "spa" businesses in Utah must fully  implement  water- efficient practices in compliance with state law,  or they risk having their spa business permanently  closed down by the government.


----Require that the water faucets and sinks of each and every new home being built here in Utah must meet "Utah New Home Water- Conservation Criteria" to be  specified by the State Government of Utah.

My current  Open Records Complaint to your state agency is focused on the alleged failure by the Travis County District Attorney's Office Public Information Coordinator  to send me any reply letter in response to my November 30, 2023,  public information request to that DA's Office.

My November 30, 2023,  request to the DA in Austin  had sought "a copy of any and all documents on file with each applicable division or unit of your DA's Office that were each authored by someone other than me at any time since 9 a.m. January 1, 2021, and  which each  stated that I myself was or am victimized by  a felony crime.''

"I still have not received from your state agency a final  response from you on my currently-active Open Records Complaint against the Public Information Coordinator for the Travis County District Attorney's Office in Austin, Texas.


"I  am seeking a follow-up note  from you on whether the Travis County District Attorney's Office has  legal  documents on file which  state that I myself was or am victimized by a felony crime at any time since 9 a.m. January 1, 2021. 


"I had submitted an Open Records  Complaint to your state agency because I do not recall having received any reply to me from the Travis County DA's Office on whether they have a document on file authored by someone other than me at any time since 9 a.m. January 1, 2021, which stated that I myself was or am victimized by a felony crime.


"The official Identification Number that the Attorney General of Texas on December 283, assigned to my Open Records complaint from myself  is: ID# OR-23-103287-IC.


"My legal complaint through your state agency  alleges that the Travis County DA's Office has allegedly failed to respond in writing to my November 30, 2023, public information request to that government agency. 


"My November 30, 2023,  request to the DA had sought 'a copy of any and all documents on file with each applicable division or unit of your DA's Office that were each authored by someone other than me at any time since 9 a.m. January 1, 2021, and  which each  stated that I myself was or am victimized by  a felony crime.'"

I  am seeking a follow-up note  from you on whether the Travis County District Attorney's Office has  legal  documents on file which  state that I myself was or am victimized by a felony crime at any time since 9 a.m. January 1, 2021. 


I had submitted an Open Records  Complaint to your state agency because I do not recall having received any reply to me from the Travis County DA's Office on whether they have a document on file authored by someone other than me at any time since 9 a.m. January 1, 2021, which stated that I myself was or am victimized by a felony crime.


The official Identification Number that the Attorney General of Texas on December 283, assigned to my Open Records complaint from myself  is: ID# OR-23-103287-IC.


My legal complaint through your state agency  alleges that the Travis County DA's Office has allegedly failed to respond in writing to my November 30, 2023, public information request to that government agency. 


My November 30, 2023,  request to the DA had sought "a copy of any and all documents on file with each applicable division or unit of your DA's Office that were each authored by someone other than me at any time since 9 a.m. January 1, 2021, and  which each  stated that I myself was or am victimized by  a felony crime."

Dear Chairman Ryan Wilcox, Vice Chairman Matthew Gwynn, and Other Very Honorable Members of the "Utah State House Law Enforcement and Criminal Justice Committee" of the Utah State Legislature, 

Best Wishes to each of you very Influential committee members.

As a single adult white male permanent Utah resident (ever since January 1, 2023) with a full three-fourths of my ancestry being either English or Scottish,  I was shocked to learn yesterday through online research that male youths in a favorite foreign country of mine----England----currently have an extensive role in illicit-drug- trafficking inside  that Northern European country.

As I'm sure each of you is very aware, Utah has one of the highest percentage of residents with English ancestry of any state in the entire  USA.

Some of the very alarming statements in this recent official online report from Great Britain (online link provided above) are:

"Transporting drugs

"Drug dealing groups often use young people to deliver their drugs, by paying them or by forcing them through violence and grooming.

"These young people, known as 'runners', are usually male and aged between 12 and 20. The young people travel between cities and other areas to deliver drugs and collect cash on behalf of the dealers.

"Forced drug transporting

"In most cases, those delivering drugs across the country are being forced to do so by the dealer. "Members of organised crime groups target vulnerable people to handle drugs for them, to take away the risk of getting caught with drugs themselves. The targeted vulnerable drug transporters are often(:)...

"children in care

"children absent from school

"children missing from home

"single parents on low incomes."

Chairman Wilcox and Vice Chairman Gwynn, do either of you very influential Utah  state lawmakers have any reason to believe that male youths here in Utah are currently  being forced to act as illicit-drug "delivery persons" on behalf of illicit-drug dealers in our state?

If so, do you believe the State Government of Utah should develop and help fund an effective  strategy to prevent that outrageously flagrant abuse of minors here in the Beehive State?

Dear Very Influential State Government Officials Here in this Honorable  Accident-Prevention-Minded U.S. State,


I would like to respectfully recommend that the Utah State House of the Utah Legislature and one or more other state agencies, such as  the Utah Department of Transportation, the Utah Department of Public Safety, or the Utah Department of Motor Vehicles, please lend your influential support to a proposed new state law for our state.


That proposed new state law could require that a functional honking horn must be installed and used when needed on  all scooters, all electric bicycles, all bicycles, possibly all tricycles, all motorcycles, and all golf carts  being driven on public sidewalks or on public roadways here in Utah.


I am offering this urgent request  for a new state law of that type after I  read online earlier today the following very sobering online statement in a recent copyrighted online report for which the online link is provided farther  below:


"A study conducted by the National Highway Traffic Safety Administration (NHTSA) found that nearly half of all accidents involving motorcycles and scooters could have been prevented if the vehicles were equipped with functioning horns. This statistic highlights the importance of having a reliable horn to signal other drivers and pedestrians in emergency situations."

I myself am a daily outdoor pedestrian here in Salt Lake City. I am  frequently startled and frequently shocked and dismayed on public sidewalks when a scooter or electric bicycle suddenly whizzes past me a matter of inches from myself without the driver of that vehicle verbalizing  any  warning to me.


I hope this tentative idea for a new state law can help save lots of lives each year here in Utah by  reducing scooter-pedestrian accidents throughout our great state----and by reducing the number of "Road Rage" verbal conflicts or fistfights between scooter riders and pedestrians  that occur each year here in the Beehive State.

Dear Cody,

Thank you again for recently inviting me on the telephone to send to you public policy-related ideas for Utah that might be of interest to Congresswoman Celeste Maloy, my safe-housing-supportive and courageously  incisive new duly elected official representative in the U.S. House of Representatives.

If I had the money to invest in the idea, I would like to myself help finance the development of a year-round "Utah Jeopardy!"-type  television  quiz show that is focused exclusively on Utahns and Utah, with some questions on each show to be possibly focused on a U.S. state (Idaho, Wyoming, Colorado, New Mexico, Arizona, or  Nevada) that directly borders Utah.

I am writing to you about this proposed very wholesome cultural and educational service for all Utahns because it is possible that "Federal Communications Commission" federal-agency support will be needed for this proposed new TV show.

I feel sure that a weekly or daily television program  of this type will help to promote cultural and geographical and  historical literacy, along with  enhanced pride  about and love of Utah and law-abiding Utahns by as many current residents of Utah and visitors to Utah  as possible.

I am also very  hopeful that enhanced affinity for Utah that the new TV show will foster  can help reduce the suicide rate and violent crime rate and the criminal recidivism rate throughout our entire  state.

The proposed new  "Utah Jeopardy!" television show can enable  non-gambling Utahns, many of them Mormons, to pursue a source of additional personal income  that rewards them financially for their  knowledge about Utah in a wide variety of topic areas, and for their  skill at answering questions quickly on that quiz show.

 The proposed new Utah-theme television show could also promulgate Utah's convincing response  to Nevada: 

Knowledge and skill, NOT "luck at a gambling casino", should earn you a decent income that enables you to pay your bills and  financially  support yourself and your family members living  in the same household with you  here in Utah.
